Bureau of Research (BEOS), Chancellery of the Sejm
The Bureau of Research (Biuro Ekspertyz i Oceny Skutków Regulacji, BEOS) was established in 1991 as a general parliamentary research unit. Its purpose is to provide research and analytical support to the lower chamber of the Polish Parliament (the Sejm). BEOS is an organizational unit of the Chancellery of the Sejm (Kancelaria Sejmu). BEOS's mission is to provide objective scientific background that is relevant to the shaping of public policies, intending to strengthen the law-making process based on knowledge (evidence-based policy). BEOS plays an active role in the Regulatory Impact Assessment process at the parliamentary level. In this respect, the Bureau analyses draft laws submitted to the Sejm determining their expected social, economic, and financial effects.
BEOS is a research and advisory entity of an impartial nature, operating primarily for the needs of the Sejm bodies and parliamentary committees. The main objective of BEOS is to prepare legal opinions, independent reports, and analyses upon request of individual MPs and parliamentary committees. BEOS also conducts, on its own initiative, research projects and analyses on various topics relevant to the work of Parliament, including constitutional and legal matters, EU legislation, social and economic issues, and technology assessment. The Bureau publishes several thematic journals including "Infos" - concise 4-page briefing notes devoted to current social and economic issues, covering topics such as public health, new technologies, energy, environmental problems, demography, and social changes.
