Bay Area Infrastructure Financing Authority (BAIFA) | Metropolitan Transportation Commission Bay Area Infrastructure Financing Authority (BAIFA) The Bay Area Infrastructure Financing Authority (BAIFA) oversees the financing, planning and operation of MTC Express Lanes and related transportation projects.
