Request for Proposals of Design and Construction Services
Request for Proposals (RFP) for the design and construction opportunities
within RWJBarnabas Health (RWJBH) facilities is a formal solicitation
issued by RWJBH to invite qualified firms to submit proposals. This RFP
process is critical in selecting design and construction teams that can
meet the complex needs and stringent standards of our healthcare environments.
This process aims to foster competitive bidding, ensuring that the selected
firm is capable of delivering a project that aligns with RWJBH’s
vision, budget, and timeline, ultimately enhancing patient care and operational
effectiveness.
Prequalification
Prequalification for design and construction services is a critical process
aimed at ensuring that only qualified firms with the requisite healthcare
experience, expertise, and resources are considered for such specialized
and sensitive work. By prequalifying firms, RWJBH can mitigate risks,
ensure compliance with stringent healthcare construction standards, and
ultimately secure a high-quality outcome that meets the specific needs
and safety requirements of RWJBH facilities. The prequalification process
is essential for fostering a competitive, transparent, and efficient selection
process that prioritizes patient safety, operational efficiency, and the
delivery of advanced healthcare facilities.
All
contractors and design professionals, seeking to participate in design
and construction opportunities for RWJBarnabas Health (RWJBH) must meet
the established prequalification criteria. This includes but is not limited
to providing evidence of prior healthcare experience, financial and legal
stability, and meeting all necessary licensing, bonding, and insurance
requirements. In addition, all participants must confirm that they are
not suspended or debarred from doing business with the federal government.
To ensure continued compliance and readiness for future projects, prequalification
will be required biennially for all contractors and design professionals.
This ensures that only qualified firms with up-to-date certifications
and qualifications are eligible to bid on design and construction opportunities.
It is important to note that prequalification does not guarantee that
work will be awarded. All contracts will be awarded based on a competitive
bidding process, where other factors, including project needs, cost, and
schedule, will also be considered.
The bidding process will only consider those firms that have successfully
completed the prequalification process and demonstrated their ability
to perform the required work in line with the established regulations
and quality standards of RWJBH. Furthermore, in order to maintain fair
competition and the highest standards of safety and efficiency, all contractors
and design professionals must also adhere to RWJBH's performance guidelines
and organizational policies throughout the entire lifecycle of the project.
Additionally, prequalification and biennial reviews will take into consideration
past performance with RWJBH, evaluating the quality, timeliness, and overall
success of previous projects completed. Firms with a history of outstanding
performance will be viewed favorably, while those with a history of non-compliance
or poor performance may face additional scrutiny or be disqualified from
future bidding opportunities.
Regardless if you have performed design and construction related services
for RWJBH in the past or your company is new to our organization, you
must complete the prequalification process if you are interested in being
considered for bid opportunities. Companies may complete the prequalification
process along with submitting a proposal for a bid opportunity, however, it is
strongly
recommended to complete the prequalification first.
The prequalification process has moved to an electronic format within the
Kahua Platform. If you have previously submitted a pdf prequalification
questionnaire, you must submit a new qualification in Kahua. Prior pdf
submissions will not be considered.

Design and Engineering Professional Services (i.e.: architect, engineer,
other consultant services)

Prime Trade (indicate which trade- i.e. plumbing, electric etc.)
If you are seeking opportunities for more than one discipline, trade or
professional service, a separate request must be made for each prequalification type.

and vendors. Documents are not available for pick-up from RWJBH and submission
of paper responses is not permitted.
