Foundation Day
Those areas of the Earth and Earth's moon which are not under the jurisdiction of existing nations at the time of forming the Federation of Earth, or which are not reasonably within the province of national ownership and administration, or which are declared to be World Territory subsequent to establishment of the Federation of Earth, shall be designated as World Territory and shall belong to all of the people of Earth.
The administration of World Territories is determined by the
World Parliament
and implemented by the
World Executive
.

World Territory 1
– Oceans and Seabeds Extending 20 kilometers Offshore from Land Masses and Island Territories of Existing Nation-States
World Territory 2
– Antarctica
World Territory 3
– Bir Tawil
World Territory 4
– all other territories and islands that are not already claimed under recognized ownership of nations
World Territory 5
– Guantanamo Bay
World Territory 6
– all airspace above oceans and Antarctica, and all stratospheric space of Earth
World Territory 7
– Earth’s Moon
World Territory 8
– Solar system space (ending at Oort Cloud)

The World Government owns, administers, and develops all oceans and seabeds as World Territory for the maximum benefit of humanity. The development and exploitation of ocean resources beyond 20 km offshore fall under the jurisdiction, supervision, and administration of the
World Oceans and Seabeds Authority (WOSA)
.
