Following the enactment of
World Legislative Act #4
by the
First Provisional World Parliament
in September 1982, the Charter for a
Graduate School of World Problems (GSWP)
, as the first part of a
World University System
, was granted. Under this charter, Graduate School of World Problems was
incorporated in Lakewood, Colorado
on October 5, 1984 and the primary campus of the Graduate School was
incorporated in Radford, Virginia, U.S.A.
on February 5, 2003. The primary campus of the Graduate School was named the
Institute on World Problems (IoWP)

, favorable to national and state laws.
After the passing of Dr. Terence P. Amerasinghe in 2007, the Institute on World Problems (IoWP) ceased fulfilling its educational mission and became rogue. The institute acted
ultra vires
and tampered with
the constitution
(e.g.: the introduction of the
illegitimate
,
legally incoherent
term "
Earth Federation
" as a replacement for the distinct concepts of the "
World Government
" (a governing body) and the "
World Federation
" (a territorial entity) – an act that evidences either a profound lack of understanding of the very Constitution the institution was established to educate people about, or a deliberate attempt of subversion), and Glen Martin published and distributed this illegal, dysfunctional, invalid subversion of the Constitution – which he called the 'Earth Constitution' (see
Information on Forged Constitutions
) – bearing the original signatories’ names and signatures. Along with the Violation of Constitutional Amendment Procedures, by misusing the signatories’ names and signatures to falsely attribute consent to an altered document, the individuals of the institution inflicted upon themselves multi-jurisdictional identity theft, fraud, and forgery. Glen Martin began selling it for profit and made false claims worldwide that it was the original constitution adopted by the world assemblies and attached the
World Constitution and Parliament Association (WCPA)
name and
history
to all of this. Going a step further, also modified the
World Legislative Acts
enacted by the
Provisional World Parliament
prior to 2007, introducing multiple words that had been tampered with in the constitution, and published these modified, illegal, forged acts both online and offline (see
Information on Forged Acts
). Without any legal mandate, Institute also began conducting
WCPA
activities, started openly soliciting funds for entities related to the Provisional World Government (World Government), such as the
Provisional World Parliament
and
Provisional World Electoral Districts
, rather than for educational activities. These actions constituted multiple violations, particularly of the Articles of Incorporation and Bylaws of both organizations, resulting in infringement, ultra vires acts and breaches of fiduciary duties, which constitutes grounds for a derivative suit. Additionally, the name of the Institute was changed to the
Earth Federation Institute (EFI)
in 2019 and subsequently to the
Earth Constitution Institute (ECI)
in 2020, ostensibly to establish a connection to the counterfeit constitution.
After more than a year of extensive historical, legal, and organizational research, the development of the World Government website was underway, with its beta version launched online at the beginning of November 2023. In response, to take down the under-development World Government website, Glen Martin, the caretaker of all WCPA and World Government-related domains and websites with domain registrars (acting on behalf of the WCPA to manage the WCPA's digital assets), conspired against the organization's trustees and officers. He abruptly removed the WCPA CTO's delegated control over the websites and simultaneously took down the Earth Constitution Institute (ECI) website, in an attempt to frame fellow members of the organization. By doing so, Martin fabricated false grounds for an organizational crisis and sought the votes of figurehead directors to dissolve the
WCPA
and to remove fellow trustees. He further made false, illegal and irrational claims in December 2023 that the
World Constitution and Parliament Association (WCPA)
is registered in Virginia also i.e. Earth Constitution Institute, and that the by-laws of the Earth Constitution Institute (ECI) in Virginia are also the by-laws of the World Constitution and Parliament Association (WCPA), which is incorporated in Colorado. Based on these claims, he attempted to
dissolve
the WCPA registered in Colorado in December 2023, a move that was subsequently
rectified
by the long-serving Trustee and Secretary General of the
WCPA
. Since April 6, 2024, Earth Constitution Institute has
registered
the name World Constitution and Parliament Association (WCPA) with
State Corporation Commission (SCC) of the Commonwealth of Virginia
as a "Fictitious Name" of the ECI in it's ongoing illegal, fraudulent, misleading, and deceptive efforts to lend legitimacy to these assertions
. And further created illegal websites: wcpa.world, provisionalworldparliament.org, earthfederation.world, cwj.world, gswp.world, earthconstitution.net.
This is a bizarre case in which

of the World University System, operating under the

, attempted to take control of, absorb and dissolve the
World Constitution and Parliament Association (WCPA)
, the organization responsible for taking care of the entire World Government and its organs in the first place. It is also a case of significant conflict of interest, self-dealing, infringement, and non-compliance with the legal obligation to uphold fiduciary duties in nonprofit governance under U.S. law.
