Transportation Portal ICC Transportation Portal Welcome to the ICC Transportation Portal, which will allow you to: Apply for a new Public Carrier Certificate or Safety Relocator Registration. Reinstate a previously issued Public Carrier Certificate or Safety Relocator Registration. Purchase Cab Cards for the Public Carrier Certificate or Household Goods Carriers. Update your motor carrier information with the ICC. Step 1: Create an Illinois Public Account if you do not already have one. Visit the Illinois Public Account website at , which will allow you to create, recover, or update your Illinois Public Account. After creating your Illinois Public Account username and password, complete the verification emails sent to the email address used when you registered. Return to this webpage once your Illinois Public Account is created and verified. Step 2: Submit the External User Account Request Form if you already have an ILCC#. If you do not already have an ILCC#, continue to Step 3. The External User Account Form will connect your Illinois Public Account username to your previously created ILCC#. If you do not already have an ILCC#, you do not need to submit this form. Proceed to Step 3. Step 3: Select the Login button below. Click the Login button below to login to the ICC Transportation Portal using your Illinois Public Account username. You will select Public on the next page prior to logging in.
