Directly in charge of: strategy and development plan;
staff organization;
financial planning;
administration, science and technology;
Union.
Directly directing important tasks and activities of the Institute such as: Promulgating regulations of the Institute;
decisions on establishment of Institute-level councils with representatives of the Institute’s leadership participating;
approve the plans of the Institute and approve the results of the councils established by the President’s signature;
signing agreements with domestic and foreign partners;
invite foreign lecturers and scientists to work at the Institute;
policies on investment in capital construction and equipment enhancement;
allotment of facilities.
