CAPACITY ENHANCEMENT SESSION ON THE PROVISIONS OF THE RIGHT TO INFORMATION ACT, 2019 (ACT 989) FOR THE MAMPONG MUNICIPAL NATIONAL SERVICE SECRETARIAT
The Right to Information Officer at the Mampong Municipal Assembly, Mr. Ebenezer Bannor conducted a sensitization session for the Municipal Director and staff of the National Service Secretariat on November 18, 2025. The session focused on the RTI Act, 2019 (Act 989) covering its provisions, procedures for accessing information and the roles and responsibilities of information officers aiming to promote transparency and accountability in public institutions.
Mr. Bannor provided a comprehensive overview of the RTI Act’s objectives highlighting its key principles and emphasizing citizens’ rights to access public information. He explained the procedures for submitting requests including required formats and response timelines and outlined the exemptions under the Act. The session aimed to equip participants with the knowledge to handle information requests effectively and promote a culture of transparency.
A substantial segment of the session was dedicated to elucidating the roles and responsibilities of information officers, encompassing the processing of information requests, meticulous record-keeping and the dissemination of information to the public. Participants were also apprised of the paramount importance of transparency and accountability in public institutions underscoring the imperative of upholding these principles to foster good governance. Furthermore, they were informed of the potential consequences of non-compliance with the RTI Act which may include administrative sanctions and judicial review.
The staff of the National Service Secretariat were encouraged to familiarize themselves with the RTI Act and to support efforts to promote transparency and accountability within their organization. The interactive session included discussions, questions and answers as well as clarifications on implementing the Act’s provisions, exemptions and procedures thereby enhancing their understanding of the Act’s practical applications.
The sensitization session was a component of the Mampong Municipal Assembly’s sustained endeavors to foster a culture of transparency, accountability and good governance aligning with the RTI Act’s objectives and promoting citizen participation in governance.
The sensitization session culminated in a positive and engaging conclusion with participants expressing gratitude for the comprehensive and insightful presentation. In the closing remarks, the RTI Officer exhorted staff to utilize the RTI Law effectively emphasizing the pivotal role of public participation in promoting transparency and accountability in governance.
