The
Elements of Marxist Economics
was originally composed in
Ponza in 1929. It was in these years, despite our defeat at Lyon and
shortly afterwards at the VI Enlarged Executive of the Communist
International in 1926, that our current, in emigration or confinement,
in prison or in solitude, nevertheless supported the last and vehement
battle in defense of the Marxist doctrine and program against all
mystification. Since then is it our characteristic, repeated a thousand
times in this text, that Marxism is a unique and invariant block which
cannot be reduced to a simple “method” of interpreting facts as they
happen. Rather, it offers a global vision of the course of human history
and the very becoming of nature; it is not a mosaic of which one can
change the tesserae at will, leaving the overall picture unchanged, but a
scientific and global conception of the world in which everything is
linked, and no one can willingly accept or reject any separate part at
will without disfiguring it and thus destroying its revolutionary power.
The text, in its original form, was intended “in a certain way to sort out and align the economic part” of
Capital
but from all its pages, as from those of Marx’s cyclopean work, both
the battle cry of the working class fighting for the overthrow of the
bourgeois mode of production, whose infamies hidden behind a democratic
screen and its State superstructure are denounced, is the anticipated
vision of society in which mankind will finally emerge from its
prehistory and, ideally rejoining the beginnings of an associated
community life, will base all relations of production and human
coexistence on criteria that are not mercantile, not individualistic,
not vulgarly contingent, but finally
human and rational
So it’s all economics, “philosophy”, politics: in short, class warfare.

The work we take to publish is an exposition, in a somewhat different form from the original, of the First Book of
Capital
It is not a summary and much less a vulgarisation. The study of Marx’s
fundamental work requires a historical and philosophical economic
preparation whose results must be applied in parallel. Here, the
economic part of the text is in a certain way thinned out and aligned.
A similar work for the historical and philosophical part can give
sufficient basis to the work for a correct approach and knowledge of the
integral doctrine of communism, in its classic original enunciation.

The first part of this study corresponds to the First Section of the First Book entitled by the author
Commodities and Money
For the Practical purpose of establishing a new numbering, we will consider the study divided into the seven following points:
1.
Definition of the commodity and its two properties:
value in use and exchange value.
2.
Exchange value.
The quantitative concept and difficulty in finding the measure.
3.
The simple form of value.
Whenever we talk about value, we will henceforth refer to exchange
value. The simple form is the statement of equivalence, for the purpose
of exchange, between two goods which are both susceptible to use
(consumption), so that a given quantity of commodity A corresponds to a
given quantity of commodity B.
4.
General form of value and equivalent form.
It occurs when we consider a given number of different goods and we know
all the equivalences between pairs of them. With two goods we have two equivalence, the simple form. With three goods we have six equivalences,
with four twelve. With ten goods we would have ninety equivalences, a
system too complicated for practical and mnemonic purposes. To remember
the ninety relationships it is enough to know those of nine goods with
only one and therefore only nine relationships from which the others
easily derive. One commodity has been chosen as the equivalent of all.
We are at the
general form
of value.

Historical-social character of the whole question.
We have briefly summarized a chapter, the one on “The fetishism of
commodities and the secret thereof” that summarizes all the elements of
the Marxist doctrine in a masterful foreshortening, on the economic,
historical and philosophical side together. We have reported just enough
to clarify that Marxist economics does not go into the subtleties in
the analysis of commodities to find immanent and immutable laws of the
economic process (the claimed
natural
laws of economics) but – in
order to expose with rigorous development the scientific investigation
on the becoming of human society in all its complexity and in the
historical succession of its events – referred to different eras from a
different mechanics of the economic world. It therefore investigates not
the relationship between the piece of cloth and the iron pound, but the
relationship between real men in production and consumption to data
carried out in history.
6.
Circulation. Value and price.
At this point the market as a whole is studied, when a commodity chosen
as a general equivalent, such as salt, is finally replaced by currency,
first metallic and then also paper and conventional. In this development
is put forth the
hypothesis
that in order to have a
measure of the value we can adopt the one of the average human working
time that every goods requires in general to be produced. The
progressive application of this
hypothesis
(which, as is known,
is not found for the first time in Marx but is due to the economists of
the first capitalist era and in particular to David Ricardo (1772‑1823)
who published his fundamental work,
Principles of Political Economics
in London in 1821) to the whole economic world present in the
development of research will decide on the validity of the hypothesis
itself.
7.
Path of the money.
The Second Section, where
Capital
finally comes onto the scene,
deals precisely with the transformation of money into capital –
investigated by studying the dynamics no longer of those who enter the
market to bring goods or withdraw them for their own use, but of those
who descend as bearers of money. As a premise Marx recalls how much it
is necessary to establish regarding the essential monetary mechanism in
the bourgeois economy, before continuing with the exposition of all “the
process of capitalist production”, the theme of the First Book of the
work.

Having said this as a prologue to the First Section of the First
Book, it will be good to give some indication of the partition of the
whole work, which in Marx’s plan was to include four Books or Volumes.
Of them only the First is known in full in Italian, while the Fourth
could not have been written by Marx.
The Second Book deals with the process of the circulation of Capital,
the third of the aspects that cover the overall economic process; the
Fourth was to expose the history of theory, of which, however, there are
copious materials in the first Books and their annotations.
Among the many
Prometeo
tasks may be that of an exposition of the two subsequent Books of
Capital
, much less known than the First.
It is good, however, to remove a current convention and much used for
revisionist purposes,that is, that the two subsequent Books examine a
part of the real economic process that was omitted in the First, and
that this analysis was carried out by the author to the point of leading
him to important corrections if not to renunciations of the main
doctrines of the First Book such as those of surplus-value, the
accumulation of capital, the
growing misery
, etc. This opinion,
contradicted by the context of even the most recent works that appeared
until Marx’s death (1883) and afterwards, as by the posthumous reworking
and exegesis by Engels, corresponds to an erroneous evaluation of the
constructive framework of the work. The First Book covers the complete
field of Marx’s doctrine on capitalism and is certainly not an abstract
treatment of relations that are established in the sphere of production
and that prescind from the relations of the circulation of goods and
currency. To believe this would be to consider the substantial content
of Marx’s method destroyed.
What defines the relationship between the First Book of
Capital
and the rest of the Work is an entirely different criterion. As rich as
it is in historical, critical, bibliographic and polemical material, the
First Book carries out the economic study of the whole process, from
the first exchange to barter on through the birth and accumulation of
capital to the conclusion that capitalism will be succeeded by a social
economy and not a mercantile one, traced out lapidarily in the
penultimate chapter, as we shall see at the appropriate time. The data,
the study and the laws of circulation are already fully understood in
this development. But all the material is taken up and re‑examined in
the following books – and, explaining the concept better, we can well
say in all the later and also future work of Marxists – by way of study
of the particular phenomena of capitalist development, from which, given
the character of the method, the verification and control of the
general theory and the proof of its efficiency must incessantly be
drawn.
The First Book therefore gives us the essential development of the
capitalist process and its real social characteristics in the
relationship between capitalist and wage‑earners, which is impractical
and unimaginable without taking into account the phenomena of
circulation and consumption, and finds the laws of this process,
although not crystallizing them in the statics of an abstract world but
verifying them in all situations: of nascent capitalism and put in
relation with different economic types, and then in the course of its
development and its conquest of the world. Therefore, it always takes
into account the real historical environment, since it can never be said
to be in the presence of a “model” of capitalist economy in the “pure”
state.
And, in fact, the famous First Section of the First Book, on
circulation, is the cornerstone on which the whole study of production
rests, and because of the well‑known warnings of Marx himself and of the
best commentators it is the most difficult, especially for readers who
are not well prepared, even though its comprehension is completely
indispensable to the whole.
But it has also been said many times that a work like Marx’s, from
which every apriorism and every metaphysics of principles have been
expelled, must be acquired in all its parts, and reading the first
chapters presupposes a certain assimilation of the theses of the
following parts. Marx himself suggested to some readers to start halfway
through the book from the descriptive and historical chapters and then
to the decisive ones of scientific analysis.
The First Book therefore stands for everything else as the
fundamental trace, the guideline of the whole system, which has its own
completeness and complete cycle, and was written by the author on the
basis of all the materials that economic history up to its time offered
him, and of which he reserved detailed exposure to the following
volumes.
It holds the place that modern physics and astronomy hold the
Philosophiae Naturalis Principia Mathematica
by Isaac Newton (1687). Of a single jet, from the truth due to Galileo that the
force
acting on a material body in motion is the cause not of its
speed
but of its
acceleration
(i.e. it increases or decreases the speed itself), the mathematical
procedure, with the methods of calculation of the very small quantities
found by Newton, leads directly to establish the laws of motion of a
planet around the sun and finds deductively the laws that Kepler had
inferred from Tycho Brahe’s observations on planetary revolutions. The
theoretical principle thus receives dazzling confirmation. It is worth
noting that even the first part of Newton’s work, which establishes in
geometric form the first propositions of infinitesimal calculus, found
at the same time by Leibniz in another more expressive form, is hard to
study and boring, while the deduction of the following chapters in which
the famous law of universal gravitation is great and brilliant even in
form.
The three or four very simple statements by Galileo, Newton, Kepler
give full reason for all the motions of the bodies of the solar system,
planets and satellites, and have definitive value in the history of
science. This does not detract from the fact that they derive from a
pure and abstract case, that of
central motion
, which considers
only two celestial bodies, while in the system there are a great number
of them. The real effect is therefore very complicated. Already
the problem of the three bodies
appears, analytically, much more difficult. Yet, admitted Newton’s famous
action at a distance
, each body attracts each other and deforms its trajectory more or less. Something similar to the passage from Marx’s simple

barter to the general picture of today’s economic movement. To the following volumes of
Capital
we will therefore compare the gigantic later work performed by
astronomers in deducing the particular motions of the various bodies,
and especially the fundamental and classical
Mécanique Céleste
by
Laplace, the famous applications such as the discovery of Neptune made
by Le Verrier by calculating the perturbations of Saturn’s orbit,
identifying its precise position in the sky, then verified by
observation through the telescope.
The same theory therefore regulates the study of many effective
deviations of detail from the standard law and the pure Keplerian
ellipses, but Newton’s law remains solidly established and reconfirmed.
The standard process is absolutely valid and yet it
never happens.
Not only are the heavens no longer immutable and incorruptible as they
were for Aristotle and Thomas, and they are rectified by the same valid
mechanics for the motion of the grave earths studied by Galileo, but
Kepler’s geometrically exquisite orbits are not immutable traces to the
motion of the planets. Each of them never traces them twice, the real
phenomenon is always different from the theoretical one, but this only
confirms the validity and effectiveness of the scientific law.
Introducing further considerations on thermal processes, it becomes possible to attempt a
history
of the solar system and Laplace puts forward his hypothesis on the
origin of the planets from the sun and their future fallout into it.
This, of course, does not take away the validity of the scientific
conquest contained in the first classical construction of the general
law of motion.
To avoid confusion, not always innocent, we mention one last point.
The methodological issues mentioned here are not affected, in the
development of the comparison with the cosmogonic problem, by recent
acquisitions and scientific doctrines that introduce in the balance in
addition to the thermal considerations those of atomic energy, nor by
broader constructions such as those of relativistic theory that have not
denied (in the sense that interests us here) the classical law of
gravitation, but have framed it in a broader conception as a “limit
case”. All this, like the question of determinism in the science of
nature and in the science of man, must be reserved for further studies
such as those on Marxism and theory of knowledge.

But there is another problem, perhaps even more pressing, that needs to be clarified here before we get to the heart of the matter: what is
Capital
? Many have seen it – or pretended to see it – as nothing more than a simple, static, and cold
description
of the capitalist economy
. Some of them recognise,
within these limits
, its undeniable objective and scientific value; others, on the contrary, deny any scientific character to Marxist economic doctrine, while attributing to it a certain ability to mobilise and lead the masses: on this ground, our opponents from the bourgeois school and the syndicalists of the Sorelian tendency meet (for them, Marxism is nothing more than an effective ‘social myth’); finally, a third group, perhaps the most dangerous for the proletarian movement to come, recognises that Marxism has provided a scientifically valid analysis of the bourgeois economy
of a certain historical period
(broadly speaking, the pre-imperialist phase), but considers that this analysis,
like the political principles associated with it
, has been “surpassed” by the historical development of capitalism itself and that a “new elaboration” of the theory based on these “new facts” must be undertaken.
One of the main tasks of this publication will be to combat these three positions, equally false – and not only in the field of economic study. In this short introduction, we will content ourselves with contrasting them with the position of revolutionary Marxism – the only one that can lay claim to the name of Marx.
For us, Marx did not devote his life to
describing
, even scientifically,
capitalism
, but rather to predicting and scientifically describing
socialism
. Or, to be more precise, his analysis of the bourgeois economy is only one dialectical moment in a much broader synthesis, embracing both the past and present of human societies in order to determine the future. The crowning achievement of this comprehensive body of doctrine is the demonstration of the necessity (not moral, but scientific) of the advent of a new social form of production, socialism, whose principal characteristics cannot be confused with those of the generous (and often brilliant) constructions of the Utopians; on the contrary, the definition of these characteristics
constitutes the most significant scientific result of Marxism
, one that cannot be overlooked without losing all possibility of understanding the social reality of the so-called “socialism” of the Soviet bloc and without completely abandoning the theory of the proletariat altogether.
But perhaps we find it convenient to invent for ourselves a Marx according to our desires? Anyone who thinks so – and there will certainly be many – should be referred to the afterword of the second German edition of
Capital
, written in 1873. In it Marx quotes at length from an article that appeared in the “European Messenger” (a Russian journal published in St. Petersburg) and entirely devoted to
Capital
. We have taken the following passages, which are particularly characteristic:
«The one thing which is of moment to Marx, is to find the law of the phenomena with whose investigation he is concerned; and not only is that law of moment to him, which governs these phenomena, in so far as they have a definite form and mutual connexion within a given historical period. Of still greater moment to him is the law of their variation, of their development, i.e., of their transition from one form into another, from one series of connexions into a different one (...) For this it is quite enough, if he proves, at the same time, both the necessity of the present order of things, and the necessity of another order into which the first must inevitably pass over; and this all the same, whether men believe or do not believe it, whether they are conscious or unconscious of it.
«Whilst Marx sets himself the task of following and explaining from this point of view the economic system established by the sway of capital, he is only formulating, in a strictly scientific manner, the aim that every accurate investigation into economic life must have. The scientific value of such an inquiry lies in the disclosing of the special laws that regulate the
origin, existence, development, death of a given social organism and its replacement by another and higher one
. And it is this value that, in point of fact, Marx’s book has» (Afterword to the 2nd German Edition of
Capital
, Book One; Emphasis added by us).
Very well, we will be told, but that is only the opinion of a third party on Marx’s method. Certainly, but here is what Marx himself thinks of it, of this “opinion”:
«Whilst the writer pictures what he takes to be actually my method,
in this striking and
[as far as concerns my own application of it]
generous way
, what else is he picturing but
the dialectic method
» (
Idem
).
There is no need to add anything further, but perhaps we could advise the learned academicians of the “Marx, Engels, Lenin” Institute to educate themselves by leafing through certain journals published during the era of tsarist “obscurantism”?
When the Marxist school was fighting against the Utopians, it never criticized them for trying to predict, for wanting to define the future. It only criticized them for constructing a future according to their wishes, based on ethical, religious, or philosophical criteria; in short, for wanting to substitute the real, material dynamism of society with the ideal they had drawn from their brains, acting somewhat like an engineer who would draw up plans for an airplane while ignoring the laws of gravity. But while science rejects the point of departure and method of the Utopians, it reaches their point of arrival – with this essential difference, that science predicts and defines the future based on knowledge of the
laws
of the past and present, enabling it to reveal the real (experimentally controllable) dynamism of the object under study: human society in our case, whereas Utopianism contents itself with imagining and desiring an arbitrarily conceived future. (Let us add, however, that however subjective they may have been, these “Utopias” deserve infinitely more respect and ultimately contain more objective truths than the fragile scaffolding of all the supporters of the “concrete” or the “new”
– those whom we described as “immediatists” in our previous issue – who today infest the political atmosphere).
Marx, in
Capital
, did not therefore produce a work of descriptive science but a work of dialectical science: he did not study capitalism as a static, eternal object, but on the contrary highlighted its dynamism, its movement, in order to conclude to its destruction by the dictatorship of the proletariat – and it must be clearly understood that the political aspect is not superimposed, but intimately bound to the economic or philosophical aspect. The relationship between the Marxist school and classical bourgeois economics illustrates this well. This relationship began with an alliance
: against the Physiocratic school, which claimed that only agricultural labour (or rather the conjunction of human labour and nature) provided wealth; against the Mercantilist school, which derived the increase in wealth (or values) solely from exchange, the schools of Ricardo and Marx arose in turn. Ricardo showed that landed property,
just
as much as commerce, was unproductive and that all value produced derived from human labour; he revealed the principal laws of capitalism: value determined by labour time, the birth of wealth – or rather, of capital – from surplus value, the equivalence of value between exchanged commodities. Marx took up and defended these theses as representing, from the standpoint of a scientific analysis, the laws of capitalism
But where Ricardo’s work ended, his was just beginning. Ricardo, as a consistent bourgeois thinker, believed he had discovered the laws of a stable society that would achieve definitive harmony with nature, provided that these laws were respected. The entire work of Marx, on the contrary, was to
show how these very laws
generated new contradictions that would go on intensifying with the geographical and social spread of capitalism – up to the paroxysm of a revolution that would put an end to these contradictions by razing the very foundations of capitalist society. Whereas Ricardo saw in the spread of capitalism, then in its definitive supremacy over pre-bourgeois economies, the elimination of all social antagonism, harmony finally attained, Marx showed that these were only the starting point for a new social revolution, that of the proletarian class. By writing the history of the birth and life of capitalism, he demonstrated the scientific necessity of its death and was able to confidently outline the essential features of the society that would succeed it. Moreover, in order to demonstrate the inevitability of the proletarian revolution, he accepted an
ideal schema
of capitalist society, without wasting time discussing the various deviations of reality vis à vis this “model”. By basing his prediction of socialism on an “ideal model” of bourgeois society, he produced not only a scientific work (as we showed in the first part of this introduction), but also a political polemical work, mercilessly castigating all those who would merely propose to improve capitalism or denounce its “excesses
”.
Would you like an example of this dialectical science? All you need to do is read, among other things, one of the most important chapters of Book One: “The Fetishism of Commodities and Their Secret Thereof”. In just a few pages, this chapter provides a historical overview of various human economies and, starting from this fact that not all past economies were mercantile, demonstrates in a formidable dialectical synthesis that the first condition defining a socialist economy is that it will be
neither mercantile nor monetary
. Is this descriptive science or a Programme for the Revolution? Let us dedicate this question to all our current “modernisers” of Marxism, always ready to discourse on the “
insufficiency
” of the “classical” Marxist programme in relation to the economic and social situation of the USSR, and advise them to compare it with a fact, not only experimentally verifiable, but also acknowledged in “high places” (Stalin, Khrushchev...), the existence, in Russia, of wage labour in the context of a rapidly expanding mercantile and monetary economy.

We have now, in this brief introduction, sufficiently insisted on this fact that, for us, the essence of Capital is not its description of the bourgeois economy, but the fact that it is an integral part of the Communist Programme. We could not conclude better than by drawing a parallel with what constitutes the essence of the
political
aspect of Marxism, which, like the economic aspect, is today “forgotten”, distorted, and denied a hundred times a day by all those who – Stalinists and anti-Stalinists, Khrushchevites and anti-Khrushchevites – swear only by the “
new
paths to socialism”. All these lovers of novelty only know how to “discover” very old recipes, all of which have one thing in common:
opportunism
; but they remain blind to what constitutes the fundamental
originality
of the doctrine of the proletariat. Let us leave it to Marx to remind them of it (Letter to Weydemeyer, 5 March 1852):
«Now as for myself, I do not claim to have discovered either the existence of classes in modern society or the struggle between them. Long before me, bourgeois historians had described the historical development of this struggle between the classes, as had bourgeois economists their economic anatomy.
«What I did that was new was to demonstrate:
- that the existence of classes is only bound up with particular historical phases in the development of production
- that the class struggle necessarily leads to the
dictatorship of the proletariat
- that this dictatorship itself only constitutes the transition to the
abolition of all classes
and to a
classless society
».

The notes we are publishing serve as an introduction to the reading of
Capital
, and even better to the political work with the handling
of that fundamental and revolutionary instrument. A book is for us like a
machine; more, like a weapon.
It would be useful, since any work of investigation is nowadays for
us socialists collective and not personal, for the illumination of the
text by already prepared militants.
For example, the fourth paragraph of the first chapter on the fetish
character of the commodity contains very topical propaganda material on
points that the opportunists of the moment put under their feet at least
three times a day, while they claim to be students of Marx
In a few pages it provides a historical glimpse of the various
economies whose use of the dialectical method we will discuss in our
course extensively, it is shown that not all past economies were
mercantile, and that the socialist economy is defined, as a first
condition, by being
non‑commercial
and
non‑monetary.
The
thesis is contained that any apologetics of capitalism in economics and
of equality and freedom in politics, tending to contrast the perfection
and dignity of bourgeois institutions with the “artificiality” of feudal
ones, is scientifically worth as little as the position of all
theologians, according to whom the religions of others are artificial,
theirs alone is natural. Any religion that is not theirs is an invention
of men, theirs is the revelation of God. Marx quotes himself here in
his answer to Proudhon in the
Poverty of Philosophy
. For us Marxists all religions are “inventions” of men.
Today, under the incredible label of Marxism, from Attlee to Stalin,
from Saragat to Togliatti, of all the nuances that fit in, under the
incredible label of Marxism, no one is beating mercantilism or deism.
They all feel they are going in an anti‑capitalistic sense without
bothering the commodity fetish, the “beast” (it is Marx who quotes the
Apocalypse
of John) currency, nor the god of the altars.
None of them remember reading:
«The religious world is but a reflection of the real world. For a society of commodity producers, whose general social relation of production consists in the fact that they treat their products as commodities, hence as values, and in this material [sachlich] form bring their individual, private labours into relation with each other as homogeneous human labour (these characteristics remain intact in the
statizations of both Labour and Russian totalitarianism, ed.), Christianity with its religious cult of man in the abstract, more particularly in its bourgeois development, i.e. in Protestantism, Deism, etc., is the most
fitting form of religion.
«The religious reflections of the real world can, in any case, vanish only when the practical relations of everyday life between man and man, and man and nature, generally present themselves to him in a transparent and rational form.
«The veil is not removed from the countenance of the social life-process, i.e. the process of material production, untill it becomes production by freely associated men, and stands under their conscious and planned control. This, however, requires that society possess a material foundation, or a series of material conditions of existence, which in their turn are the natural and spontaneous product of a long and tormented historical development».
But now, in order not to frighten the allies of the fideist
movements, the “Marxists” no longer speak of these problems. Their
followers are made to believe that silence is only a temporary skillful
maneuver.
At most they say that Lenin quotes from Marx that religion is the
opium of the people: a phrase of passage in which the terms are not in
the light of theoretical rigor. Do we need a passage from Lenin, to
avoid them saying that we are the ones who invent a Marx and a Lenin in our
own way? Here it is:
«We materialists, follow Engles in calling the Kantians and
Humeans agnostics, because they deny objective reality as the source
of our sensations. The agnostics says:
I do not know
if there is
an objective reality, which is reflected, imagined by our sensations; I
declare it impossible to know. Hence the denial of objective truth the
agnostic and a tolerance − a bourgeois, philistine, cowardly tolerance −
of the dogmas of house goblins and wood demons, Catholic saints and the
like» (
Materialism and Empirio-criticsm
, Chapter II, part 4).
The allusion to werewolves and spirits comes from a polemic with the
self‑styled Russian Marxist Bagdanov who, embracing the philosophy
fashionable in 1910 of Mach & Avenarius, however, claimed the
anti‑fideist position. Lenin contests this and among other things says
«If truth (including scientific truth) is but an organizing form of
human experience, then the fundamental postulate of clericalism is
admitted, the door remains open to it, and room is made for the
“organizing forms” of religious experience».
Where we see that for the Marxist the terms fideism, clericalism,
religion, Christianity and deism, are equal expressions of an enemy
thesis, and that the same heterodox as Bogdanov were until yesterday
ashamed to have a tolerance for them.
But today, a duly purged edition of Marx and Lenin is expected. While
you’re at it, could you include the formation of the commission in
the Lateran Pacts?
) Most of the “old-style” revisionists of the Second International, as well as Stalin (cf. “Economic Problems of Socialism in the USSR”), fall into this category; as for his successors, while they retained the principal enormities of “Stalinist” political economy, their cult of “enrichment” and “new paths” and their ideological servility towards modern vulgar economists such as Keynes, in short, the whole nauseating edifice of the 20th Congress would place them rather in the 3rd group – the worst: that of the “modernizers”.

Part I - COMMODITIES AND MONEY
1. The commodity
commodity
is an object which possesses two properties:
a)
being useful, that is able to satisfy human needs;
b)
and susceptible to exchange with other commodities.
We use the term
use‑value
to describe this property
a)
Does it correspond to a measurable quantity? No, because use‑value of
even the same commodity varies according to the circumstances of time,
place and person. Use‑value is therefore a qualitative property that
cannot be treated as a quantitative magnitude
Exchange-value
: We thus designate the second property of the commodity, that is, its exchangeability.
Is exchange value quantitatively measurable? And if so, to what known
quantities must it be attributed to? We answer the first question in
the affirmative because, although at first sight a given commodity
allows for many isolated exchanges for various quantities of other
commodities, in all these relations there must be something in common.
As for the second question, we cannot ascribe a measure of exchange
value to the specific properties that define use‑value, such as color,
flavor, shape, chemical composition, etc., because the commodity can be
exchanged for other commodities of any use‑value without changing its
exchange value.
The common character of various commodities that can
be exchanged indiscriminately can only be reduced to the fact that they
are all products of human labor
2. Exchange value
We then propose to measure exchange value by referring to labor, a
common measurable quantity. Human labor is only measurable as labor
time.
It must be immediately understood that it is not a matter of the time
of work occasionally required to produce a given commodity, which can
vary under a thousand circumstances, but of the average time of work
required to
reproduce it
systematically, i.e. socially necessary labor time
Exchange value is the ability of a commodity to be exchanged with others in a given relationship, and is a measurable quantity
The number which will measure exchange value with respect to an
agreed unit of measurement is always proportional to the social-average
labor time required to produce a given commodity, i.e. the number itself
is given by this time divided by the labor time required to produce the
agreed unit of the exchange value
The productive power of average labor varies if the processes of
technology vary. When this happens, the exchange value of goods of that
type varies. Of course, it also varies for the goods still existing,
produced with the unimproved system and with a longer working time.
Hence, it can be seen that the formula that value is crystallized
labor is also erroneous and it is necessary to formulate the law in the
precise terms stated above.
Labor is represented in a dual form within the commodity: use value
is in relation to the particular quality of the labor required; the
exchange value is in relation to the quantity of average human labor
time required to reproduce it.
When we speak of time and labor power, we are referring to simple
labor, from which complex or qualified labor must be distinguished.
Throughout this discussion, complex labor is always reduced to simple
labor, as we will see later.
3. The simple form of value

A commodity has two forms: its natural form, most often physical and material, and its value form.
And in which form does value appear to us? In practice, as
experimental data, value appears to us in the form of money, which is
basically the price. It is a matter of arriving at this practical data,
familiar to all, by a deductive analysis that starts from the simple
property of exchange that all goods possess, since we have established
that they have a value (of exchange) insofar as they can be exchanged.
Let’s start from the simplest fact of the exchange between two lots of commodities:

value of A, as well as that of B, can change as a result of variations

In practice this means that, as bartering has become widespread, in
order not to have to remember 90 relationships, one commodity has been
elevated to the rank of common equivalent of all others.
We do not yet have an absolute expression of the measure or quantity
of value, but we do have a measure of it, as it were, expressed by the
quantity of the equivalent commodity which corresponds to each special
commodity. Thus the savages, for example, trade in cattle by expressing
their value in pounds of salt.
With the development of trade the equivalent commodity fulfills not
only a mnemonic function, but is in fact exchanged for all other
commodities, the direct contact between the individual exchangers having
disappeared. The simple form (for example: 1 cow = 3 goats) is no
longer realized, but we have the exchange between a cow and 30 pounds of
salt, then between 10 pounds of salt and a goat. Or the trader
interposes himself between the one who sells the cow and the one who
sells the goat, because they can both be materially distant; the trader
carries the merchandise or the salt equivalent to bring everyone
together. The salt no longer circulates only to be consumed, but much
more frequently to facilitate the circulation of other goods.
It is necessary, however, that the equivalent commodity be easy to
transport, not very bulky, and absolutely unalterable. These qualities are
combined in gold, which has become the general equivalent: and so we
pass to the form of value.
5. Historical and social character of the question
Having reached this stage of the analysis of value, Marx inserts a chapter on “
The Fetishism of the Commodity and Its Secret
”.
This chapter has a historical and polemical character and it
presupposes an enunciation of the doctrine of economic determinism that
does not enter into the object of
Capital
, but is inseparable from the Marxist doctrine on the character of the Marxist economics.
This chapter is not a digression, and it is not the intention here to
give a summary of it, whereas it should rather be given the widest
development.
In analyzing the forms of value, we applied the positive scientific
method to the question. But the object of our research was not facts of
absolute and immanent character, as for example the nature of chemical
elements – discovered in 1800, but valid also for discussing the
conditions of the original nebula as well as those of the distant future
of the universe. We had to go into the historical field to explain the
stages of our research, linking the simple form of value to the time of
barter in kind, the general form and to that of trade, etc... Thus the
results to which we tend do not have an immanent character, but are
relative to the various times and degrees of development of the society.
Recognizing labor time as the measure of quantities of value is not
enough without an analysis that applies this key to various economies.
What is acquired for the first time by Marxist research is that
exchange value is not an absolute property of things, but the reflection
of the relations of social organization. Objects are commodities
because there is a certain system of relations between the people who
produce and consume them. Moreover, it is natural that the economists
who preceded us should see in the commodity a primary datum, because
they take for definitive and
natural
relations those which
correspond to the society in which they live and to the interests of the
classes they represent. Marx develops here our doctrine, which makes
opinions depend on the stage of development of the social economy and on
the class struggle.
Above all, the polemic against the traditional economists does not
take place on ground that is common to any of them, and they play the
role of passive objects of research, rather than collaborators – or even
adversaries. We are not concerned with what they may allege later, even
for a very long time to come: in the same way the founders of modern
mechanics and astronomy do not consider biblical and peripatetic
developments as working material. If one does not understand this, it is
useless to hope to understand how the analysis, starting from the
minimal fact of the permutation of two objects, arrives at the doctrine
of surplus-value which must provide the key to the positive and
historical interpretation of the contemporary productive mechanism.
We therefore strip the commodity of its fetish character by
discovering the laws that assign it a value and provide us with the
means to measure it in the relations between men and groups of men for
whom commodities and values are involved.
(Chapter II, “The Process of Exchange”, is implicitly summarized in
the historical considerations indicated in parallel to the passage from
the simple form to the money form).
6. Circulation - Value and price
We have tried to consider value as a measurable quantity, in order to
treat it by the scientific method and to discover the laws relative to
it. We have assumed that the quantitative value is proportional to the
average social work time. By analyzing the experimental facts, we
applied and verified the hypothesis. We have reached the general
equivalent commodity and a new step forward has brought us to money.
We leave aside the observations on
mono
or
bi‑metallism
Gold by its quantity and weight, expressed in the monetary
terminology, indicates therefore with a certain unit to measure the
value of goods.
In conclusion we have reduced the measure we are looking for to the
value of gold, that is, according to our hypothesis, to the time of work
necessary to produce the gold. So the term of comparison is variable,
and therefore general oscillations can occur, which are easy to
interpret.
The price expresses the ratio between the value of the commodity
considered and the value of the gold unit (for example, according to the
original ratio: one pound = sterling). Or, which is the same thing, the
price, according to us, expresses the ratio between the labor time
needed for the commodity and the labor time needed for the pound of
gold.
When we talk about
the necessary working time
, we want to
distinguish it from the working time that was actually required in a
specific case; this time can be higher or lower as a result of mistakes
or, on the contrary, of the producer’s manufacturing secrets. In
addition, due to other considerations, the price can express more or
less than the abstract value of the merchandise, because of exceptional
circumstances of the alienation.
If, for example, while using the necessary
average
time, all
the producers provide a given market with a quantity of the commodity X
exceeding the consumption, let’s say of 20%, as a result of an error in
the social division of labor, this 20% will be lost. And this can also
manifest itself in the form of a
temporary
fall in price below
value, with each producer discounting 20% of his working time, as in the
case where, as a result of clumsiness, he has used 6 hours instead of
5. The opposite case can also occur, that is, a rise in price above
value.
This case should not be confused with that of a fall in price as a
consequence of new technical inventions which reduce the necessary
working time; for in this case it is the value itself which has fallen
and which will not rise again. In the previous cases, known phenomena,
provoking the opening of new enterprises or the closing of old ones,
tend to level the prices.
(The winning horse of the Derby has a very high price because among
20 competing horses, which have absorbed equal care (working time), only
one can win this price. The profit of one breeder compensates for the
losses of the other 19, but this does not prevent the relationship
between the value of a horse and the amount of work absorbed by its
breeding. It is only a question of a production that, for technical
reasons, does not give a series of equal objects, but products that are
very different due to unforeseeable circumstances at the beginning of
the enterprise).
We can therefore speak of a quantity of value which does not
necessarily coincide with the price form, but which is its basis, since
the price can oscillate above and below the value. An opportune research
will succeed in determining it.
In the same way, in the physical sciences, it is difficult to establish at first sight the
mass
of a given body, of a wooden ball for example. We feel that it tends to
fall, and we measure its weight: but it varies according to whether we
are at the pole or at the equator, at sea level or in the mountains, and
finally it even becomes negative if we immerse the ball in water. This
does not prevent the constant quantity of mass from being measurable,
and from being used to formulate the laws that will elucidate all these
variations of weight, which previously appeared as an arena of
contradictory data. A later refinement of the scientific results, which
establishes that the mass of a body in motion varies at the same time as
its speed, does not prevent that it is rightly introduced and treated
this
quantity
in the field of the phenomena considered in the research.
The science of mechanics was born when mass was measured, a datum
which, in a certain sense, is neither concrete nor sensible; the science
of economics was born with the measurement of the quantity value,
whereas it is not a scientific work if one claims to have to limit
oneself to knowing and recording contingent
prices
, under the pretext that it is only these that are measured and expressed in figures.
Let us now continue the analysis of the market by examining the path
followed by the commodity. The possessor brings it to the market, sells
it for a certain amount of money, which is not for his own use, but only
to buy another commodity. The cycle is:

of another cycle and so on, indefinitely. The set of all these cycles,
each of which has a common half with another, represents the
circulation, according to the diagram:

7. The circulation of money
In the movement of the circulation of goods, money passes in its turn
from hand to hand; but while each commodity arrives on the market from
the outside to leave it immediately, money on the contrary remains
constantly there.
It is obviously not necessary for the money in circulation to be
equal to the sum of the prices of all the individual “buy‑sells”; on the
contrary, since each gold fragment circulates several times, a smaller
sum is sufficient. The quotient of the sum of all prices (business
figures) in a given time by the mass of money available is called the
speed of circulation
in that time.
It is worth noting, with regard to money, the transition from the
form in which pure gold is used to the form of gold money – the weight
of which may be less than the theoretical value – then to coins of
silver and non‑noble metals with a partly conventional value, and
finally to paper money, the value of which is purely figurative: all
forms which, under normal conditions, do not alter in any way the
circulation relations between money and goods.
Money can, moreover, assume other functions, besides those of
measuring the value of goods or serving as a vehicle for their exchange.
These forms are:
hoarding
or accumulation;
deposit to meet payments
in advance or delayed in relation to the moment when the merchandise changes owner (the game of debit and credit);
universal currency
or element of compensation in exchanges between nations, for which gold
transfers compensate for the imbalances in trade balances, gold being,
in this sense, the only currency that is effectively valid throughout
the world. Today, something that did not exist in Marx’s time, it is not
only gold that is capable of assuming a worldwide validity, but also a
paper currency: the
dollar
, which circulates without being exchanged against other national currencies.
The detailed study of these economic phenomena is not necessary
before proceeding to the study of the transformation of money into
capital, which is the starting point of the laws of circulation that
bring into play the commodity and money.

Part II - THE TRANSFORMATION OF MONEY INTO CAPITAL
8. From the circulation of money to the appearance of surplus-value
The formula for the circulation of money and commodities is thus
If we consider the person who brings commodities to exchange them for
others of different use values while having the same quantity of
(exchange) value, except for secondary circumstances. For this person,
money is only an indication of value and a vehicle of exchange. But in
the whole mercantile system, currency immediately introduces new
relations and new actors, whose intervention makes the exchange of use
values possible for others. They use money and with it they buy goods
which they resell for more money. Circulation, from this second point of
view, is represented by the formula
. The intervention of this second group of actors cannot be explained without a motive.
This is not a quest for use values, since their money eventually
returns to money, without qualitative change. Therefore there can be no
purpose and motive except in a quantitative change. While in the case of
, the movement of a constant value is explained. This is no longer the case for
if the amount of money remained the same after purchase and sale.
Philanthropy or other ideal forces cannot be the incentive for the
bearers of money, this is determined by the fact that in general the
amount of money the second time is greater than the first time. The

Marx at the beginning of this Section establishes – in a fundamental
historical reference that accompanies the illustrative exposition of the
capitalist process – that «The production of commodities and their circulation in its developed form, namely trade, form the historic presuppositions under which capital arises. World trade and the world market date from the sixteenth century, and from then on the modern history of capital starts to unfold».

9. Seeking the origin of surplus‑value

All attempts made in this sense fail before the elementary fact that
circulation consists of a series of exchanges between equivalents.
One can point to many
exceptions
to this law, but they are not worth expounding on, when the increase from

If one ascribes to buying the virtue of bringing about an imbalance
in favor of the money‑bearer, or such virtue is ascribed to selling,
since both in the simple circuit
and in the whole of circulation each interested party appears as many
times a seller and buyer, the supposed differences offset each other in a
general equality. The same is true if all prices went up or down
together.
The explanation that the one who buys in order to consume pays more
than the one who sells having made a product does not hold up either. As
the consumer draws his money from the fact of having been in turn a
producer. Therefore we should suppose consumers who draw value from
something other than productive work, i.e. not through exchange. Such a
class will therefore receive money, not through circulation, but by
extorting, in the material sense of the term, the merchandise or money
belonging to others. This explanation is inadequate for the mercantile
age.
It is not even worth mentioning exceptionally disproportionate or
even fraudulent buying and selling, because this explains the transfer
of special values from one hand to another, rather than the formation of
the smallest part of surplus-value.
We insert a parenthesis to show that not even the
syndicate
or even
monopoly
regime of producers can explain the normal genesis of surplus-value in
the circulation sphere. If in the ordinary mercantile regime of
free competition
the producer of commodity A was free to raise their price, they would
have realized a surplus-value. But this can never happen, because it is
obvious that buyers would abandon them and turn to other sellers of the
same commodity, so that this mechanism, except for secondary phenomena,
maintains all prices at a minimum level corresponding to exchange value.
Now, we could suppose that all or some of the producers of commodity A
agree to raise its price arbitrarily; the game of competition would be
eliminated and a surplus-value resulting purely and simply from
circulation would be realized.
To such an objection one may reply that if, in the analysis, we
wanted to substitute for the general and typical system of free
competition, a stable system of monopolies – and not an intermediate
system which will always remain to be examined, but which serves for the
application and not for the research of general laws – we would then be
led to consider that all the groups of producers have constituted
themselves into monopolies, and sell each other commodities at
overvalued prices but which find a new equilibrium by compensation. We
would thus find ourselves back at the same point. The monopolization
agreements will have achieved, in an intermediate stage, an
appropriation of value on the backs of the lagging monopolists, but they
will not have been able to produce surplus-value.
In conclusion, the problem reduces down to these seemingly
contradictory terms: In circulation, exchanges take place only between

In pursuit of the solution, do not lose sight of the fact that for a
capitalist economic society in a stable and normal set‑up both
statements have systematic value, that is, they are realized in the vast
majority of cases, so that citing particular cases and moments of
instability cannot serve to evade the need to give an equally general

purely arithmetical
sense – or, in other words, why this patently contradiction to the formal rules of logical
syllogism
(a contradiction which, as Marx recalls, Aristotle discerned but could
not explain, nor could he with the data of his time explain) is
implemented in the reality of economic life, since in this, Capital is
generated.
10. The commodity “labor power”
At what stage of the process can the increase in value have
originated? It cannot come from money itself since a quantity of
money remains materially unchanged. Therefore, the increase arises from
the exchange of money for the commodity. It cannot arise from the second act
M’
just as it cannot arise from the first
, if these are exchanges between equivalents.
Marx’s fundamental discovery is this: the increase in value
cannot arise from the two exchanges; it arises, rather, from the use of
the commodity, since there exists in the market a commodity whose use
coincides with a systematic increase in its exchange value.
If the use of a commodity produces value, and if value corresponds to
the availability of labor time, the mysterious commodity in question
must be such as to make human labor available: that commodity is
precisely labor, or, more accurately, labor power.
Under certain historical conditions, while those who buy any
commodity generally resell it for the same amount of money (value),
those who buy labor power pay for it at a certain amount while
systematically reselling it for a higher amount. What the buyer of labor
power resells are actually material goods to which have undergone
transformations by applying purchased labor power to them. This is the
case when the worker, or owner of labor power, because of legal and
social conditions cannot make contact with the commodity to be
transformed (raw material). Either because he does not possess money,
and therefore cannot anticipate the value of the raw material itself; or
the transformation of labor requires technical means (tools of labor,
concentration of large numbers of workers) which are the monopoly of
others (of the owners of money or capital).
There is another condition: namely, that the worker is
free
for he must remain in possession of his own labor power in order to sell
it in portions (periods of time). Should he be able or required to sell
or surrender it all at once he himself would become a commodity
(slavery).
Hence, in certain historical conditions, which they cannot claim to
have always existed, just as they cannot claim to always exist in the
future, conditions which we call peculiar to the capitalist epoch, we
have the production of surplus-value, and the accumulation of it into
capital. This is realized through the buying and selling of labor power,
that is, through the organization of the wage earner by those who
possess the money and the technical tools of labor.
Surplus-value and capital as economic phenomena appear later than exchange and exchange value, and also later than money.
11. Purchase of “labor power”
How then is payment determined for the commodity labor power (wage
labor)? As with any other commodity, those who seek it pay the minimum
possible i.e. they run elsewhere if they are offered better terms; so
that the price tends to reach a minimum, given by the labor time
required to produce that commodity.
Labor power is also a commodity in this sense, since in order to
produce it the worker must provide for the expenditure of his own body,
that is, he must procure:
1. personal means of subsistence, such as food and a minimum of satisfaction of other needs;
2. the means of subsistence for his family (without which the working class would become extinct);
3. vocational education, which also involves time and expense.
This minimum is reducible to a sum of commodities which, demanded
from producers, and in any case from possessors, must be paid at a price
determined by the labor time required to produce them (just by our
fundamental assumption). This price will be demanded by the worker to
alienate his labor power (under
average
conditions, that is, disregarding interference from exceptional phenomena).
Having thus occurred the buying and selling of labor power, the
capitalist, becoming its master, employs it. (We neglect here the other
benefit of employing labor
before
actually paying for it, thanks to the custom of paying wages at deferred periods.)
The use of labor power, purchased
at the right price
, is done by applying it to raw materials equally purchased at the right price.
In order to understand how the
right selling price
of the finite commodities left at the capitalist’s disposal
exceeds
the sum of the fair prices paid (the birth of surplus-value), it is
necessary to move from the field of circulation, where everything
proceeds in the name of pure equivalence and full freedom, to the study
of that of production, where instead the basis of

12. Peculiarity of labor in the capitalist epoch
Every working process, independently of the type of social organization,
consists of three elements: man’s personal activity, or labor power; object of
labor, or raw material (found in nature but always with the addition of previous
labor); means of labor, or instruments of production.
As long as we are in the presence of self‑employed workers (artisans) they own
their own labor power, raw material and work tools. Consequently, the result of the
working process, or
product
, belongs to them.
In the capitalist system the worker owns only his labor power; but he sells it
so that the capitalist becomes the owner. To him belong also the raw materials
and the instruments of work: by right the products belong to him.
The transformation of money into capital, the formation of surplus-value appear
together with the separation of the worker from the instrument of labor and the
product of his labor.
13. The birth of surplus-value
Let’s consider the productive process from the capitalist’s point of view. He
goes to the market and comes back having bought – at their right price and value
– as much the raw material as the work tools as the labor power.
He applies the labor power of his laborers, by means of his tools, to the raw
material, and receives from them a certain volume of products. He returns to the
market and sells them.
Let us consider the quantitative examination of such a value movement of value.
Let’s denote by

As for the value of labor power

Every commodity, like materials and instruments, possesses an exchange value
insofar as it possesses in its turn a use value, but in such a way that the two
values are not comparable, nor communicable with each other (e.g.: I can reduce
the value of a kilo of sugar to three hours of work, but I cannot refer its use
value as food to a working time, but only to chemical, organoleptic qualities,
etc. of the sugar). On the contrary, for the special commodity of labor power,
if the exchange value, or market price, derives, as always, from labor time
(necessary to produce the means of subsistence, as has just been said), the use
value also lends itself to be measured precisely in labor time, because the use
of this commodity is precisely labor: use by the purchasing capitalist of the
labor
of the selling wage‑earner.
Since the value of

What do those 10 hours of labor power cost the capitalist? We have indicated
their cost with

14. Summary of the demonstration
The question we have been asking from the beginning is to represent the
phenomena of the present economy with quantitative laws.
Experience gives us facts:
a) we have a mercantile economy, that is, the products of labor become commodities susceptible to exchange, and the exchange is made by means of the general equivalent called money;
b) whoever owns money can use it to buy the instruments of production and obtain a benefit, a surplus-value from production by means of wage earners (we also have a capitalist economy).
Accepting the fact that the measure of exchange value is expressed by the
quantity of money given for a commodity, that is, by its price on the market,
when we place ourselves in average, normal and general conditions, we have
stated the hypothesis that this value is proportional to the working time
necessary to reproduce that commodity, always in average, normal and general
conditions.
Having analytically examined the phenomena of exchange, from barter to the
introduction of the general equivalent commodity, to the function of money –
having eliminated all objections relating to special exchanges and to
exceptional circumstances and all those deviations from the average which may
occur to a greater or lesser extent – we have shown that in the circulatory
field
nothing but exchanges between equivalents take place
However, in order to explain the fact that the owner of money becomes the owner
of capital and realizes a profit which has as its starting and ending points
exchanges in the market, we have discovered and stated that this is due to the
acquisition of a special commodity, labor power, which, while requiring a given
labor time for its production, makes available a greater labor time in its
consumption.
This commodity is paid in fact, and in accordance with our hypothesis, at a
price (wage) proportional to its production (subsistence) labor time. But it
transmits to the product a
greater
working time, and therefore a greater
exchange value, whence the surplus-value.
The meaning of all this in the social field is the following: as long as the
worker (artisan) is able not to separate himself from the instrument of work and
the product of work, and sells this for his total benefit, he recovers in the
exchange value of this his entire working time.
But when capitalism appears – because of the accumulation of money on the one hand (the origins of
which we will not now discuss: slavery, land feudalism, etc.) and on the other
hand because of the discovery of technical means, which diminish the working
time necessary to a given product through the use of machines, and because of
the concentration of many workers – the price of the
artisan’s product falls: in fact its exchange value is adjusted to the minimum
working time technically necessary. It matters little on the market that the
craftsman with outdated processes has taken longer.
Let us suppose that prices fall so low as not to compensate for the artisan’s
slightest need, e.g., the artisan having to yield at the price of 3 hours’
labor the product of 12 hours’ work, while his means of subsistence are worth 6
hours. The artisan will have only to sell his labor power, for its exchange
value of 6 hours, working 12 hours for the capitalist who, quadrupling the
output of his work, is able to pay 6 hours for the labor power which on the
market could only be exchanged into the value of 3 hours.
We have thus satisfactorily explained the fundamental phenomenon of capitalist
economy (fundamental also in relation to those which preceded it) by formulating
an important consequence of the theory of value (first enunciated by Ricardo):
the doctrine of surplus-value (Marx’s central discovery) is already contained in
the following theses:
on the market, only equivalents are exchanged; all the
profit of capital arises from the purchase and employment of labor power.

15. Constant capital and variable capital
As we have seen, the money anticipated by the capitalist to acquire the means of
production and raw materials appears entirely in the price of the product. This
is why we call this fraction of capital,

Raw materials and instruments are of two kinds: some reappear in the product,
others disappear as they are used, such as fuels and are called auxiliary;
instruments of labor, such as machines, installations, buildings, are taken into
consideration only for the fraction of their value actually spent during the
productive operation considered.
The money advanced instead for the wages of the workers, that is for the
purchase of labor power, reappears in the sale of the products increased by a
surplus-value, and we shall call this variable capital.
We had summarized the balance of the capitalist operation in the two formulas:

16. Rate of surplus-value
Rather than knowing case by case the absolute quantity of surplus-value realized
by the capitalist, it is more interesting to know the relation in which
surplus-value stands to the capital which produced it.
It is very important to point out that the capital which is actually susceptible
to produce surplus-value is that advanced for the purchase of labor power, that
is, variable capital
. As for constant capital
, it reappears integrally in
the product and in itself does not give rise to any increase.
It is for this reason that, wishing to define a quantity whose measure gives us
the idea of the intensity of production of surplus-value, Marx assumes as the
rate of surplus-value
not the ratio of this to the whole of capital, but the
ratio to variable capital alone.

ideas to a single day of a single workman and to the number of hours of which it

18. Demonstration of the fundamental law
To show that ascribing surplus-value only to wages and not to all capital is not
an arbitrary assumption, let us take the example of a firm in which there is
only variation in the proportionality of constant capital to variable capital;
the exchange value or price of products, the price of raw materials and work
tools remains the same, independently, so too does the wages and the work day.
If the price of finished labor is to remain the same, representing it as labor
time, we are not obligated to imagine a change in the technical processes of
production: we can choose an example (convincing for that matter even to those
who do not start from our theory of value) in which the firm also comes to
incorporate an earlier stage of processing, producing directly what it
previously purchased in the market.
Suppose that a steel mill which previously purchased pig iron to convert into
steel would take iron ore, from which pig iron is made, to be processed directly
(see in symbols in
§20
).
It is evident that the capitalist will spend less on raw materials, the cost of
ore is far less than pig iron, and although there is a relative increase in the
tools of labor, the share of constant capital will decrease in total.
Even vulgarly it is recognized that the capitalist will make a greater profit
because he will accumulate the profit of two per‑existing firms. But he will
also realize a greater profit for the same total capital up front since, albeit
for each kilo of steel he will also have the burden of the new plant producing
pig iron, such a burden he also paid before in the market price of pig iron,
rather increased by the profit from producing pig iron.
In other words, the capital advanced for a labor operation is always included in
the selling price of the relevant stock of product, so with the same financial
potential the capitalist will be able to produce the same kilograms of steel if
not more.
But on that figure his profit has increased; and this is because the capital
invested in obtaining the kilogram of steel now contains less expenditure on raw
materials and more expenditure on the purchase of labor power. So it is the
amount of wage capital that, with equal treatment of workers, with equal market
conditions, varies in proportion to the capitalist’s gain. Thus one must refer
surplus-value to the mass of wage capital alone and not to the mass of all
capital.
And this is also valid socially speaking, since in the various portions
of
constant capital other portions of surplus-value from previous workings
are
included, assuming they were carried out by the capitalist mechanism.
The
pig‑iron capital was, with the portion not represented by iron ore and
wear of
plants, already affected by surplus-value, collected by the pig‑iron
seller; the iron ore capital for the mine capitalist was affected by
surplus-value drawn from the miners’ surplus-labor; and analogously can
be said
of the mechanical steel plants, of the pig‑iron industry, in the mine,
finally
succeeding satisfactorily – outside of pleasantries about pearl fishers
and the
like – our explanation which, both qualitatively and quantitatively,
discovers
in every exchange value a labor time, and in every profit a
surplus-labor.
Marx warns against falling into the gross mistake of confusing
the rate of
surplus-value
with
the rate of profit
. Vulgar economics understands the rate of
profit to be the ratio of the capitalist’s net earnings (the difference between
income and expenses over a certain period, e.g., one year, provided that the
“asset” value of all facilities remains unchanged and any liabilities offset)
and the total value of the capital invested in the facilities increased by the
amount of money required to meet purchases of raw materials, payment of wages,
etc.
Vulgar economics also distinguishes within profit an interest to be paid for
invested capital, and the remaining difference, or actual profit of the
entrepreneur.
It is not now the case to push further the comparison between that computation
and the calculations we followed. Suffice it to consider that the counting of
time includes our having kept in mind an entire work cycle, e.g.: that by which
the kilo of steel is arrived at. The more time increases of that
productive act of working, the more the profit of the entrepreneur increases and
in general the rate of profit as well.
On the other hand, the rate of surplus-value depends on the degree of
exploitation of labor power and is always much higher; Marx’s easy examples show
that profit rates, e.g., of 10‑15%, can correspond to a surplus-value rate of
even 100%.
However, as an exercise in applying the above, one could institute the
calculation on profit in a company that would be transformed in the manner
indicated in the example of the steel mill, assuming concrete figures for prices
and quantities of ore, pig iron, steel, for wages, hours of work, annual days of
work, etc.
19. Breakdown of the value
of the product into proportional parts
of the quantities of the product
of the working day
We gave at the beginning the example of the product of the value
, which
consisted of the value of the raw materials and the wear of the instruments (
, constant capital) and the value generated in a 10‑hour workday. We used to
equate the exchange value of £3 with one hour’s work.
Now let us suppose that the value
is £60. We will then have:

Of the £30 of value added by the worker, 18 = 6·£3 represented the
wage or variable capital

Let us suppose now that the product, worth £90, weighs 1,800 kg.
As we have £90 = £60+£18+£12, we can put 1,800 kg = 1,200+360+240 kg. We then
have represented in proportional parts of the product the elements that
constitute its value. 1,200 kg = £60 represent the constant capital; 360 kg =
£18 represent the variable capital; 240 kg = £12 represent the surplus-value.
Adding these last two parts, we obtain 600 Kg = £30 = 10 hours of work, which
represent the total value produced by labor (both the necessary labor and the
surplus-labor). That is, they would represent the value added for 10 hours of
work to the value of raw materials and worn‑out tools.
This subdivision is legitimate but completely conventional; it cannot provide an
interpretation of the productive process, because, if it is true that the £60
exists prior to the application of work as raw materials and machines, as parts
of the product, but neither a pound, nor a gram can be obtained without work. We
have here a purely conventional notation. It is necessary to convince ourselves
that our conclusion on the distribution of the £30 of value of labor in wages
and surplus-value is quite different; this distribution is provided to us by a
law which adapts exactly to the technical, economic, historical and social
characters of the studied phenomenon.
In a similar exercise we will divide no longer the 1,800 kilograms, but the 10
hours taken to produce them, into parts proportional to the elements of value.
For just as there subsists, other things being equal, proportionality between
quantities of products and their values, there also subsists proportionality
between product value (and quantity) and processing time. In one hour 180
kilograms of weight and £9 of value would come out of the worker’s hands, that
is, one‑tenth of 1,800 kilograms and £90.
So to the following subdivision:
£90 = £60 + £18 + £12
corresponds this other:
10h = 6.66h + 2h + 1.33h (10h = 6h40min + 2h + 1h20min).
So 6h40 min represent
the constant capital, 2h the variable capital, and 1h20 min the surplus-value.
This representation can be interpreted in a misleading way (see Marx’s “Senior’s Last Hour”,
Capital
, Vol. I) by saying that out of the 10 hours, the worker
works for the capitalist for only 1h20min. With such an argument it was intended
to show that the 8‑hour day would have ruined the capitalist. Such an argument
for us could only be in favor of the 8‑hour day! But experience shows
sufficiently that the 8‑hour day is perfectly compatible with the production of
surplus-value.
In fact, such an argument is equivalent to assuming that the worker also
produces the raw materials and instruments, whose value represents, on the
contrary, pre‑existing labor time.
The exact distribution according to our theory is as follows:
£90 = £60 + £18 + £12 = value of the product.

20 hours represent the labor contained, as value, in the constant capital purchased by the capitalist.

21. Length of the working day
The length of the working day is variable. It has a minimum which, under the
capitalist regime, will never reach the necessary working time, and it has a
maximum which depends on the physical limits of the worker’s endurance. By
placing fully on the terrain of capitalist economy, by considering labor power
as a commodity and the wage as its fair price, the worker, like every other
seller, has the right to be protected by law in determining the quantity of the
commodity he sells, that is, the time he undertakes to work in the day.
If this were not the case, not only would the canon of juridical equality among
those who enter the marketplace be violated, but if the worker’s body were to be
weakened, the number of years for which he would have the strength to work would
be diminished, thus depriving him of a large part of his only private property:
his labor power. By physically crippling the working class this would, moreover,
prove to be in the long run to the detriment of the capitalists themselves,
although any given entrepreneur pays attention to nothing but the pursuit of the
maximum of working time.
Hence a struggle for the legal limitation of the working day, amply described by
Marx in chapters that need to be not so much summarized as updated for the
present day.
Rather, it is interesting to see what theoretical conclusions such an exposition
leads to. Far from concluding with the apologia of social law, Marx ironically
reduces the pompous catalog of human rights to its measly result, for the
worker, of knowing how long he has “freely” sold himself, and how much remaining
time belongs to him.
But this result, if it prevents the physical annihilation of the working class,
does not detract from the fact that, as we know, a large part (surplus-labor) of
even legally sold time consists of unpaid time.
What the workers need (Chapter X, 7) is not to affirm a limit to the working
day, but «to put their heads together and, as a class, compel the passing of a
law, an all‑powerful social barrier by which they can be prevented from selling
themselves and their families into slavery and death by voluntary contract with
capital». These words are not to be interpreted in the banal sense of the
introduction of the normal working day or collective bargaining and even of the
wage fixed by law, but in the sense of the historical abolition of the principle
which makes labor a commodity, and of the possibility of freely selling even a
single hour of work, that is to say: of the abolition of capitalism.
22. Surplus-labor and capitalism
We have said that the production of surplus-value appears under the capitalist
regime in the precise sense in which surplus-value is the difference in a
commodity value which appears after a series of exchanges on the market.
But even before labor power was treated as a commodity on the (free) market, the
worker was forced in different ways to give away large parts of his time for
free (surplus-labor). That was the case for the slave economy, agrarian economy,
etc., etc. But Marx observes that when the form of a society is not mercantile,
or is scarcely so, that is to say, when commodities are more interesting for
their use value than for their exchange value, the social order does not give
rise to an excessive hunger for surplus-labor. The owner of slaves has no
interest in making them work beyond a certain limit, because he generally
consumes rather than sells the slave’s products, and he would have to pay for a
new slave if the first one died or became unable to work. The feudal landlord
makes the peasant work for free on his land on corvée days; although this system
seems inhuman, it produces a lower rate of surplus-labor than modern capitalism
(Chapter X, 2).
23. Capital and surplus-value
Up to this point the analysis has proceeded by imagining that the capitalist
always pays the same price for labor power (constant wages), and that this price
exactly expresses its value.
Under these conditions, that is to say, while holding the necessary
labor‑time constant, capital, in order to satisfy its need of obtaining
the maximum surplus-value, since this is given by

can only follow one of these paths:
1. increase the rate of surplus-value, or surplus-labor, that is, the working day – but we have already seen that historically, it tends to decrease;
2. increase variable capital, and this can be done by increasing the number of workers. In this sense, capital is always taking new steps forward by transforming artisans, smallholders, etc. into workers, taking advantage of population growth, urbanism and colonization. However, despite this tendency to increase the mass of variable capital, which is the only means of increasing the mass of surplus-value, we can see that capital is increasingly forced to largely take the form of constant capital in modern production.
However, further analysis will show that the contradiction with the law of
dependence between variable capital and surplus-value is only apparent
On the understanding that the formation of surplus-value is the characteristic
of capitalism, another observation needs to be made about the initial conditions
for the capitalistic phenomenon to emerge.
The new master must have sufficient financial means to employ a minimum number
of workers, such as is necessary to guarantee him enough surplus-value to not
only improve his personal standard of living, but also to set aside a margin of
money to be further transformed into capital. These lower bounds are very
variable according to social conditions; we have here an example of a purely
quantitative distinction that gives rise to a qualitative difference (between
the artisan or master craftsman and the capitalist).
However, the technological transformation of production processes is not an
indispensable condition for the establishment of relations of the capitalist
type. Capitalism came into being using traditional technology at first. The
revolutions in the field of technology, machinery, and the use of mechanical
forces followed later on. For us, these innovations are, on the one hand,
brought about at an ever‑accelerating pace by the needs of capitalism, and on
the other, they represent the conditions that make it technologically and
economically possible to abolish it.

24. Relative surplus‑value
In every science, for the purpose of analysing a phenomenon, since it generally presents several variable magnitudes, the various aspects are first simplified by changing only some of them, and considering the others constant. Thus, for example, the law of gravity assumes a simpler form when the acceleration of gravity, or the intensity of the earth’s attraction, is assumed constant. But taking a step further, which would be indispensable for accuracy if the object, instead of falling from a small height, were to start from, say, the lunar orbit, it must be observed that, as the distance between the object and the centre of the Earth decreases during the fall, the gravitational force and the acceleration increase. Since we know this law, the inverse of the square of distance, we can study the fall at variable acceleration similarly to constant acceleration, only the results will be more complicated.
In a perfectly analogous way, whereas we have hitherto studied the production of surplus-value under the simplifying hypothesis of the constancy of all values, i.e. of commodities, gold, and labour-power (which means that we imagined the average
quantum
of labour required to reproduce the individual commodities, gold, and the means of subsistence remain unchanged), we will now go further and suppose that the exchange-value of the means of subsistence needed by the worker, i.e. the value of labour-power and wages, can vary.
In the previous analysis, the quantity of capital, the number of workers, the length of the working day and the time of surplus-labour varied, while the necessary labour remained invariable. We saw that the rate of surplus-value could only rise by increasing the working day, and its mass either by increasing the surplus-value rate itself or the mass of wage capital, which was only possible by increasing the number of workers. The surplus-value produced under such assumptions was called
absolute surplus-value
by Marx.
We shall now assume that wages can vary, with the exchange value of the means of subsistence being varied, so is the necessary labour time. We shall call
relative surplus-value
that which originates no longer from the simple prolongation of the working day, but from the diminution of the wage and of the necessary working time.
The hypothesis of a forced reduction in wages is not yet made here, the value of labour-power remaining. This fact is not uncommon but is nevertheless an exception to the generality of our investigation. We speak of a decrease in wages the worker’s consumption being equal, due to the decreased cost (value) of what he consumes. This can only happen if labour productivity increases for those firms producing the means of subsistence. For relative surplus-value to arise, it is therefore necessary that the labour productivity not just in the production of any commodity, but of the commodities that enter into the means of subsistence be increased.
Although the value of the commodity produced in the capitalist enterprise, in order to be sold, is still treated by us as a constant, let us pose the objection: how can it be explained that the capitalist, who introduces an innovation increasing the productivity of labour, while keeping wages and all working time unchanged, makes a higher profit?
In that case, for a time the capitalist will be able to sell at the old, higher price (or at a little less because, being able to produce more and having to capture a larger market, he will have to eliminate other producers with a relative decrease in price). But this benefit will be transitory because very soon the competition will force his rivals to introduce the new production method and force him to adopt the lowered price.
In order for the
socially
necessary labour time to be shortened, the increase in productivity will have to invest those commodities that form part of the worker’s means of subsistence, there will then be a definitive increase in surplus-value. This is unless the working class manages to raise its standard of living, i.e. the mass of its consumption, another fluctuation of variables still extraneous to our examination.
In any case, our example of the capitalist who has transformed his technique, even in the transitional period, has only raised the
use-value
of his workers’ labour-power relative to the social average: they give him not simple but complex labour, hence greater value for each hour of work. This is how, without changing wages, the necessary working time decreases, which is that in which the worker would reproduce his wages if he could sell the products himself, and receive the benefit of the realised innovation (after deducting the constant capital). Therefore, even in that transitional period, the greater surplus-value derives from greater surplus-labour.
25. Collaboration
The stages through which capitalism realises more and more relative surplus-value, increasing labour productivity beyond the limit that the independent artisan worker could reach, can be reduced to the following: collaboration between workers, manufacturing, machinery.
Taking the trades as they are under artisan production, with the same distribution and the same working skills and instrumentation and tools of the worker in each trade, an increase in productivity can nevertheless be realised by having a large number of workers working side by side during working time. This not only compensates for the individual deviations be they greater than or less than the average work potential, but actually allows the same operations to be performed in a smaller sum of time.
Thus we have simple collaboration, which accepts without yet modifying it the same technical division of labour achieved in the artisan regime. However, the fact of collaboration raises the average output of human labour. This is a social benefit, the first for which historical credit must be given to capitalism. However, it does not realise collaboration under this social impulse, but only for the purpose of intensifying the production of surplus-value.
On the other hand, one should not believe that the capitalist order is indispensable to society wishing to enjoy the benefits of collaboration. Examples of collaboration on a large scale include ancient regimes in which dynastic military leaders, dynastic or sacerdotes could dispose of large masses of labour forces (Assyrians, Egyptians, etc.). Similarly, it must be assumed that, if surplus-value cannot be produced without collaboration, the social achievement of collaboration can be preserved even beyond the stage of surplus-value production.
26. Manufacturing
When we turn to manufacturing we see a radical change: the production technique of craftsmen has not fundamentally changed, but the old division of labour is revolutionised in a greater productivity.
Manufacturing achieves this in two ways. 1) To produce objects on which workers of different trades have to work (example of the carriage that needs the blacksmith, the carpenter, the tailor, the painter, etc.) these workers are all brought together in the same workshop, where they will always exercise not all of their trade but only that particular activity that is needed for the object in question. In this first case, the workshop brings together several separate trades, while greatly restricting the scope of each one. Each workman thus acquires greater skill and productivity in the special function on which he concentrates. 2) In order to produce an object that previously required the work of only one trade, (e.g. the production of pins), the workshop breaks up the successive individual operations of that trade by entrusting them to workers who specialise in that one. Thus one trade is broken up into many others.
In either case, in parallel with the specialisation of the worker, the tool is specialised, which, having to serve a single operation, assumes the form that allows it to be carried out more quickly.
These two forms are called the heterogeneous form and the organic form of manufacturing.
Manufacturing decreases the labour time required not only for the aforementioned reasons, but because it creates a distinction, which the medieval artisan regime attempted to reject: that between specialised workers and labourers, who always mechanically perform the same gestures. For this second category, by eliminating or decreasing the expenses for the apprenticeship period, there is a decrease in the value of labour power and an increase in surplus-value.
Manufacturing represents a step forward in the division of labour. But this is a process that began long before manufacturing and which can be examined with regard to society as a whole.
The fundamental basis of a social division of labour, necessarily accompanied by the exchange of commodities, is the basic fact of the separation of town and country. This fact is already advanced in the feudal economy: while the peasants remain scattered in the territory, in which the feudal lord is arbiter, the artisans concentrate in the cities with a very different system of material, intellectual and political life.
While the division of labour of the craftsmen supposes a great dissemination of the means of production among many independent producer-merchants, the division of labour of the manufacturing type requires the concentration of many means of production in the hands of individual capitalists.
Would it be possible to reconcile the great advantage of the social division of labour with a general social organisation without capitalism? Not only is this possible as a programme for the future, but there are examples in the past of communities living on the basis of an organised division of labour between trades and the common ownership of land (ancient India, etc.). Hence Marx says that, while the social division of labour is found in the most diverse forms of society, manufacturing is a creation of capitalism, but its real benefits will outlive capitalism itself.
Ancient writers on economics extolled the social division of labour because it increased the output of human activity: they had quality and use-value in mind more than quantity and exchange-value.
With the manufacturing era, political economy appears as a special science. Its writers see matters from the capitalist angle, that is, they see the division of labour as a means to produce more, increase surplus-value and capital accumulation, what they call the elevation of national wealth.
27. Machinery
The manufacturing industry, built on the narrow basis of the old trades, soon became insufficient and the transition to the stage of machinery took place, which began with the establishment of mechanical factories where the first more complex tools and devices were already adopted in individual factories.
The introduction of the machine – while in turn (like the other two first stages: collaboration and manufacturing) representing a decisive step forward for the performance of human, social labour – is determined by the capitalist tendency to lower the price of commodities and produce more relative surplus-value.
Machine in the economic sense does not mean what machine is in mechanics and physics, i.e. any device that changes the intensity, direction or point of application of the force acting upon it. The wedge, lever, etc. are physically machines but economically mere tools. Nor can a machine be defined as an apparatus moved not by man but by other agents: animal, water, steam, etc. Speaking of machines, we will distinguish between machine tools and driving machines. These transform, by means of mechanical agents, heat, chemical, electrical energy, etc. into a given movement which, when appropriately transmitted, causes the machine tool or operating machine to perform acts and movements previously entrusted to the hand of man, equipped with a relatively simple tool.
But even machine tools that have human power as their motive force economically deserve the name of machines because man performs a simple and continuous movement. Here, human intervention becomes purely accidental as it can be replaced by a mechanical motor, just as an electric motor can be applied to a sewing machine.
It is well understood that, depending on the case, the worker always intervenes, either to guide and rectify the motion of the machine tool or to start the motor, such as guiding the sewing fabric under the machine needle or operating the motor switch.
In the first machines the worker had to provide the physical energy to move them. They began to replace man with beast, and followed the ancient practice of drawing energy from watercourses and wind. But the real mechanical revolution came with the invention of the steam engine, capable of driving large numbers of machine tools simultaneously. This was followed by the industrial application of electricity, allowing water energy to be used remotely.
The question arises as to whether our theory of value, springing from labour, and of surplus-value, springing from surplus-labour, translates well the economic fact of the use of machines and whether it explains how it is a source of relative surplus-value.
The machine takes its place among the elements of constant capital. That is, it transmits to the product a part of its own value. This value is smaller the greater the durability and resistance to wear and tear of the machine; it is the greater the more it consumes fuel, lubricant, etc. (We shall compute the value of fuel and lubricants among those of the indirect raw materials, which as well as constant capital, end up incorporated in the product). So the machine would seem to add something to the value and price of the product.
The value of the machine depends for us on the average social labour involved in its production. The less expensive the machine, the less energy it consumes, the more productive it is, in the sense that it adds less of its share to the value of the product.
There is no doubt that the machine contains more labour and is much more expensive than the simple tools of the craftsman or even of manufacturing. Thus, in machinery, the means of labour would appear to contribute more value to the formation of the value of the product. On the other hand, however, it occurs that the machine replaces – for the same product – a large number of workers, thus decreasing the wage bill, so that overall there can be a decrease in the value produced. Thus, although, in relation to the same value of products, the production facilities of machinery import a greater expenditure than those of manufacturing, the performance of the machinery is such that the value of the products (sum of labour required) is diminished.

Secondary effects of the machine, all of which compete to increase surplus-value, are: a) the possibility of utilising the labour of women and children; b) the possibility of prolonging the working day by requiring less effort and less attention; c) the intensification of work, i.e. the increased yield of work with the same amount of effort on the part of the worker, which can also compensate for the forced reduction in the number of hours worked per day.

29. Other characteristics of mechansims
One of the consequences of the introduction of the machines was the immediate dismissal of large numbers of workers, which caused real uprisings followed by the destruction of the machines to the fury of the people. A classic example is the
Luddite
movement at the beginning of the 19th century in England, which was suppressed by the government with extraordinary violence.
The appearance of capitalist manufacturing had not produced similar conflicts, because, if opposition came to the new workshops of the craft guilds, there was no conflict between wage earners and capitalists.
Quite different were the consequences of the introduction of machines, which gave rise to real tragedies of misery. The workers could not understand that these inconveniences did not stem from the technology of the machine, but from its social use.
Many bourgeois economists at the time of the introduction of the machine were concerned to justify and defend the mechanical system, in spite of all its drawbacks, but of course they attempted to do so without admitting that these drawbacks stemmed from the capitalist management of machinery. Among other things, they enunciated the so-called
compensation theory
according to which the reduction in labour costs (wages) achieved through the machine is a release of capital that can be used elsewhere by ‘giving work’ to other workers. This reasoning is reminiscent of the vulgar one according to which capitalists, by consuming a large part of the collective product of human labour, give workers more opportunities to work and thus earn a living. Almost as if they were proposing not to consume that extra product equally in a fairer distribution system, but to give up producing it.
Returning to the theory of compensation, it suffices to note that, as we have seen, even if the diminished wage bill is greater than the value of the machine purchased, the former represents a much greater number of working days, while in the value of the machine, and in that of the difference saved or in any case invested by the capitalist, only a fraction of the wage bill appears, the remainder being covered by investment in other constant capital and surplus-value.
But the economists in question place themselves, on the ground of the repercussions on the labour and subsistence market, from the point of view of their law of supply and demand. On this ground too, however, one could criticise them. By decreasing the wage bill and the purchase of subsistence by unemployed workers, there will be a surplus in the supply of subsistence and it will fall in price. But there will also be a surplus in the labour supply and wages will fall. And in the companies producing subsistences the lower demand will produce more redundancies.
The conundrum of the contradictions of machinery can only be solved by condemning its capitalist social application. Society should save a great deal of labour with the machines, the mass of food remaining the same, at worst. But more likely growing as well. The average result would be less effort and more food. But machinery, by generating relative surplus-value, separates the worker from his food and takes a larger share of it away for the benefit of non-workers.
In reality, even in the capitalist regime, the introduction of the machinery, and its abrupt repercussions, have been followed by phenomena that have allowed – subject always to the intensified levy of surplus-value – the demand for workers to be extended, however, with the rise of new industries previously unknown and correlated to the production of machinery or to other needs of the mechanical system (railways, motor navigation, motoring, gas and electric lighting and heating, photography and cinematography, telegraphy and radio telegraphy and telephony, air navigation, etc. etc.).
There is no need here to pursue an analysis of the revolution brought about by machinery in production. The relations between the various markets are disrupted, the countries where industry first developed can flood foreign markets with their cheap products, and the other countries must reduce themselves to producing raw materials and subsistence for the industrialised ones. The labour made available by machines gives great impetus to emigration and colonisation. At the time of Marx’s writing, the United States was in such a relationship with England, i.e. it absorbed population and the products of industry, returning agricultural products and raw materials. This relationship has completely changed today, and, if not quite reversed, it does, however, create in American industry a competitor capable of overwhelming European industry.
Nor is it the case here to deal with the theory of overproduction crises, and the closely related phenomena of industrial and colonial-military imperialism.
Big industry, in a word, from the moment of its appearance upsets the social division of labour from top to bottom.
Equally, we neglect to summarise here the well-known problems raised by the factory regime and which are the subject of the claims of professional organisations and so-called social legislation (discipline, hygienic treatment, protection against casualties, disability, unemployment, night work, women’s and children’s work, etc.).
30. Large-scale industry and agriculture
Finally, in Marx’s text there is a mention of the effects of big industry on agriculture, a subject he has dealt with elsewhere. Marx emphasises that the damage that the new methods do to the producer due to the capitalist application of the new technical resources is accentuated; but he adds the thesis that intensive exploitation also depletes the accumulated fertility in the earth. This process is avoided by the later discovery of chemical fertilisation, which allows soil losses to be artificially replenished, however Marx’s social argument retains its value in that it means that the application of machinery to the land is unlikely to be feasible by capitalism, if even it has been able to overcome the contradictions of its application to industry relatively. It is necessary for the realisation of the agrarian technical revolution that the application of machinery be done on a social basis and with central rather than private directives. This view is confirmed by the contrast between the forward march of industry and the still backward state of much of the world’s agriculture, and with it also agrees the programmatic orientation of the socialisation of industrial capital as a clearly anticipated stage in the industrialisation of agriculture.
31. Historical events in the production of surplus‑value. Evolution of economic science
Summarising the path we have taken, we have analysed the exchange of commodities, recognising in the commodity a product of human labour which, instead of being consumed by the one who has produced it, is offered by him in exchange for another product that he needs; whatever the mechanism or the intermediary, the rule of this exchange is that it takes place between objects that cost on average the same amount of labour time.
The complex of those who work and exchange presents more and more intricate relations and, at a certain moment, after the exchange has become generalised, the division of labour extended, the currency introduced, we seem to witness the failure of our rule as the exchange differences in value, i.e. surplus-value, emerge. There are some (among the holders of money) who come to the market and leave having ‘gained’, i.e. with a greater sum of goods than they had brought in.
Even before the mercantile epoch and even on other grounds than the market, there were (and are) those who realised such a benefit in products that were not theirs; but in that case they were directly delivered to them without material exchange and by virtue of social relations that clearly revealed the character of relations of force; whether they were marauding tribes, hieratic or feudal military chiefs, slave masters and the like.
But since surplus-value appears on the mercantile terrain and seems to be realised through peaceful and legitimate relations, we recognise the appearance of capitalism. Such surplus-value would not appear to be an appropriation of other people’s products, and thus of other people’s labour.
In every epoch, surplus-value has enabled certain individuals and even communities to prevent everything produced from being consumed, allowing the accumulation of material things necessary for the life of ever more advanced societies, which is commonly referred to as wealth.
In the ages of antiquity it was evident to the first attempts to theorise economic facts that all surplus-value arose from appropriated labour without expenditure (we say from surplus-labour) and the origin of wealth was recognised in labour.
Of course there are riches not produced by man but offered by nature. But only for populations that are still sparsely populated and have primitive needs can they be enjoyed without labour. When, however, the economy was based not on the labour of slaves or the defeated in war but on that of peasants, who, for the Christian feudal lord, were morally men like himself, the production of wealth as a gift from nature was theorised, wanting to disguise the power relationship whereby the landowner obliged the peasant, in addition to working for his own consumption, to provide surplus-labour and surplus-produce for the feudal lord.
This conception that it is only agrarian production that provides surplus-value survives in the school of
physiocrats
When, after the great geographical discoveries, the land economy is overlaid by the worldwide spread of trade, the
mercantilist
school arises to uphold the absurdity that neither nature nor labour, but simple exchange produces wealth; surplus-value arises in every exchange; the fundamental law is the negation of our: every exchange takes place between non-equivalents.
But capitalism appears and with it new economic doctrines and new explanations of surplus-value and the origin of wealth. The great activity of manufacturing and industrial factories leads to the truth that all wealth comes from labour. Ricardo makes this theory triumph and his school proclaims that surplus-value emerges from the productive force of labour (
Classical Political Economy
).
At this point, capitalist class theorists are no longer those of a revolutionary class but those of a conservative class. They cannot proceed any further in the scientific investigation of the truth. If the new mercantile and industrial society has definitively broken all feudal and theocratic brakes on the modern development of the sciences of nature, it is far from being appropriate for it to remove the brakes on the development of the sciences of society.
Ricardo and his ilk know that value comes from labour, but they dare not conclude that surplus-value comes from surplus-labour, because then capitalist profit would have its cause not in an immediate ownership of modern organised labour, but only in the superimposition upon it of a compulsion.
Hence, while the official economists contemporary with Marx will argue with all sorts of reasoning that surplus-value is a ‘natural’ and ‘necessary’ fact, inherent in productive labour, and therefore society will unfold without ever abolishing it, the many subsequent schools will, under the pretext of objectivity and true positive scientific sense, collect a mass of material, but refuse to draw simplifying syntheses from it. Profit will become a statement of cash, an arithmetical difference between the two lots, but its causes will be wisely found everywhere, in the exploitation of natural resources, in labour, in the vicissitudes of exchange, and so on. It will be argued that the economy is not susceptible to the enunciation of scientific laws, or even of causal hypotheses, with the famous argument that the imponderable fact of human action plays a role, and it will be reduced to a simple statistic. Similarly, the constructions of mechanics and chemistry can be challenged because, despite innumerable observations and experiments, no one has ever seen the pure realisation of the law of inertia (which would be in the practical absurdity of perpetual motion), or a piece of real matter whose component ratios mathematically translate without error those given by molecular theory.
The Marxist solution, on the other hand, is crystal-clear: value and wealth originate from labour; exchanges only take place between equivalents; surplus-value does not necessarily occur where there is productive labour and exchanges of products, and it is not a necessary character of a high social division of labour: it represents surplus-labour, i.e. unpaid labour, and for it to be produced the necessary condition is a social relation of force that separates the worker from the instrument of production and the product, and that forces him to alienate his labour-power as the only means of procuring subsistence.
The cause and measure of capitalist profit lies in the appropriation of surplus-labour. The thesis that there can be no productive labour except where surplus-value is produced is false.
Marx proceeds with a method that vulgar critics describe as a cold analysis of capitalism, alien to approval or condemnation, which concludes in predicting the further gradual evolution of capitalism itself. The very fact that
Capital
is not a programmatic manifesto or a memoir of claims leads them to believe that therein lies the toleration of long further vicissitudes of the capitalist regime and therein appear as satisfactory and desirable claims on the part of the working class the legislative measures of England and elsewhere. These are set out in chronicling the stages of bourgeois development and analysed with the aim of demonstrating that economic theory, the enunciation and demonstration of which forms the author’s object, is well applied. The gross or deliberate misunderstanding is based on the fact that the book proceeds by scientific method, and the scientific method – applied to it, and by the school to which it gave rise, to economics, sociology and history – consists in discarding all ideological preconceptions of a moral nature as worthless. It is a matter, in the work of investigation, of ascertaining the facts as they are, extracting laws from them and, on the basis of these, following and predicting their course.
There is no need to say now how and why this task does not in the least contradict the integrative task of active intervention, not of ideal forces and inspired and creative individualities, but of collectivities operating in a broad or restricted field according to the succession of situations
We say this because we have in Chapter 18 of Part V an example of how Marx’s work should be understood and read.
The fact of surplus-value is first investigated according to the methods of experimental science, on the basis of a hypothesis that explains and measures well the established facts. Then the thesis now recalled, which claims surplus-value to be inseparable from productive labour, is examined. We first compare it with past data. It is not true that once productive labour appeared, surplus-value appeared with it. As long as the producer remains in possession of his instrument of labour, is able to procure the raw materials, and remains the arbitrator of whether or not to alienate his products, or in any case alienate them for his exclusive benefit, he works as much as is sufficient to procure the things he needs, i.e. for only as long as he needs to work. In the beginnings of society, if the labour forces acquired are minimal, the needs are also minimal, and, especially where climate and soil fertility are favourable, the necessary labour time is low. Forceful intervention is needed to subject members of society to each other, to force some to work extra time for the benefit of others. While it is therefore true that a certain degree of labour productivity is needed for the fact of surplus-value to appear, it is not true that this has its immediate cause in labour, because historically we find examples of labour without surplus-value.
Having thus made the comparison with the data of history, which suffice to refute the pretended and metaphysical necessity of surplus-value and profit, the third point of the deduction is an obvious corollary: it will be possible for surplus-value to disappear and with it capitalism, preserving the productivity of labour with the formidable increases received through the various phases analysed.
It is therefore not a question of proposing mitigations or preconceiving minor changes in the economic order, but of the most radical position one can think of, that is, the suppression of capitalism itself, getting rid of the pretended demonstrations of the necessity and social immanence of the hinges on which it rests. Elsewhere the next point is dealt with, namely that such a transition is not only possible but necessary, and elsewhere still, when dealing with problems no longer of science alone but of action, it will be shown how and with what forces positive action will be exercised in this sense, the necessity of which in no way contradicts the established historical determination.
Part V - ABSOLUTE AND RELATIVE SURPLUS‑VALUE

The three cases examined can change with simultaneous changes in all magnitudes (4th case).
When, as in the first case, general prices do not change, the wage, or price of labour power, only changes as a consequence of greater surplus-labour (for a greater consumption of labour power). If, on the other hand, prices change due to changes in general productivity, it is the change in wages that directly causes the inverse change in surplus-value. Capitalism means that the

33. General law of surplus‑value
In this subject let us only recall that the exact expression designating, in our theory, the wage, i.e. the sum of money paid by the capitalist to the worker for a day’s work, is: price of labour-power, i.e.
value of labour-power
Classical economics strives to find the value of labour analogous to the value of any other commodity. In doing so, it falls into the misunderstanding of defining the value of the working day as the value transmitted to the products by the worker’s daily activity. Now we know that this value, corresponding to the consumption of the commodity ‘labour power’, is much higher than the value of it (id est: purchase value, market value, hence
price
of that labour power).
In vain, an attempt was made to resolve the contradiction by evading the observation that there is a share of unpaid labour, by referring to the possible fluctuations in the price of wages analogous to the fluctuations in any other price due to supply and demand. This law causes fluctuations or deviations more or less than an average quantity, which is the exchange value. Assuming that the abundance of a commodity in relation to needs obliges the incautious or unfortunate producers to sell it at a reduced price, this phenomenon, accompanied by the reduction of production, or the inverse phenomenon, are phenomena that lead back to equilibrium, and it is precisely the
equilibrium figure
of the price that we call value and that we seek to explain.
Thus for the commodity labour power and for wages. Irrespective of the play of supply and demand (as independent of further phenomena to be studied further on, such as workers’ and employers’ union resistance) in a regime of equilibrium, the wage is
always
strongly below the quantity of value supplied by labour.
In vain, therefore, classical economics tries to make people believe that in every purchase on the market there can be a benefit (surplus-price), and so occasionally in the purchase of labour power, surplus-value remains a miraculous product of capital.
On the basis of these general guidelines, one can study the various forms of wages (hourly wages or piecework wages), the fluctuations in wages from country to country and from epoch to epoch (Chapters XIX-XXII).

Part VII – THE ACCUMULATION OF CAPITAL
34. Reproduction of capital
The capitalist process takes place in three stages: the first occurs
on the market, with the conversion of money into means of production
and labor power; the second is production itself; the third, which
also takes place on the market, is the transformation of the products
obtained into money. The combination of these stages, which are
repeated indefinitely, is called the
circulation of capital
(as we have already discussed in relation to the circulation of
commodities and the circulation of money).
Through this process, the original capital plus surplus value returns
to the capitalist. This can have various destinations. First of all,
in certain cases, the capitalist entrepreneur must share it with
other capitalists, with the landowner, etc. Secondly, surplus value
can either be consumed by the capitalist or re-employed as capital.
For now, we will simply discuss the accumulation of capital, i.e.,
its initial formation, its preservation, and its growth through part
of the surplus value. We call the initial formation of capital
primitive accumulation

35. Simple reproduction
Let us assume that the capitalist uses all the surplus value provided
to him in each act of circulation as a fund for his personal
consumption and that of his family, and that he always repurchases
the means of production and labor power in the same quantity. We then
say that he lives on the
rent
of his capital (although the
word rent sometimes refers to the total surplus value, even if not
all of it is consumed by the capitalist).
It is usually said that the capitalist has advanced the expenses of
production, including the wages that enable the workers to live and
maintain their labor power. But wage expenditure, or variable
capital, is only a particular historical aspect of the so-called
labor maintenance fund, which in every economic system ensures the
perpetuation of production. Although this is a social necessity, it
took forms that were not yet capitalist, as in the case of the small
farmer or craftsman, who worked every day to produce only what is
needed for his maintenance. Capital, having separated the workers
from the means of production, appropriates all their products and not
only does it not advance them, but it returns to them, at the end of
the cycle, only a part of the products themselves, converting the
rest into surplus value. When we consider the circulation of capital
in the case of simple reproduction, and when it has reached a
constant regime, any advance investment that can be claimed by moral
or legal theories as justification for surplus value disappears.
Of course, if, instead of the established regime, we consider the
initial period, an advance of value must be noted. This advance of
value must represent labor without surplus value; it is therefore
asserted that it is the labor of the capitalists themselves in other
times. This explanation can be accepted, except for discussion when
talking about primitive accumulation.
Let us assume that capital of £100 now yields a surplus value of £20
in each cycle. Assuming that the £100 represents the work of the
capitalist and his right to consume the same amount, it follows from
not talking about surplus value arising from unpaid labor of others
that the capitalist could, by repeating five production cycles, turn
the surplus value of £20 into rent five times over. He would then
have consumed his original £100 of labor value. But after this
consumption, not only does the £100 of capital still exist, which he
could consume at his whim, but moreover, it is capable of producing
indefinitely more surplus value. Therefore, even if we assume that
the £100 was actually advanced once as labor provided or consumption
saved by the capitalist, this does not explain how this advance is
withdrawn not just once, but twice, three times, four times, a
thousand times, and in theory an infinite number of times. Therefore,
the advance, insofar as it implies a return, cannot explain the fact
of surplus value or rent.
In other words, simple reproduction, however little the capitalist
wants to consume, is enough to transform any advanced capital into
accumulated capital sooner or later. Therefore, all capital is
capitalized surplus value, just as all surplus value is unpaid labor.
The initial labor of the members of the capitalist class, if we admit
it, is covered by the first few years of rent (surplus value destined
for consumption).
Thus, the capitalist mechanism, the creator of surplus value, did not
arise simply because some people managed to work and not consume.
Something else was needed for the production of surplus value to
begin: the forced separation of the worker from the means of
production and from the products, which forced him to become a wage
earner. The supposed transformation of the artisan, bound by a
thousand medieval regulations, into a worker free to negotiate the
sale of his labor power, actually means a condition of domination of
the capitalist class over the working class, an expression to which
we give a material meaning insofar as it produces a material
subtraction of labor and production like every other historical form
of appropriation of surplus labor.
In simple reproduction, capital reproduces itself but, above
all—leaving the worker only enough for bare subsistence and
excluding him, except in very exceptional cases, from the possibility
of accumulation, anticipating in turn labor and value—it
reproduces, that is, preserves and defends the social relations of
force proper to the capitalist regime (and this by the mere fact of
simple reproduction, and by mere compliance with state laws that
guarantee exchange between private owners, leaving everyone
theoretically equal rights).
36. Progressive reproduction
If, instead of spending surplus value, it is used again in addition
to capital, there is an increase in capital, which will yield greater
surplus value. If, for example, £250,000 has been advanced in a
production cycle, of which £200,000 is constant capital and £50,000
is wages, and if the rate of surplus value is 100%, £50,000 of
surplus value will be obtained, and capital will rise to £300,000.
By investing it in another cycle, the constant capital will be
£240,000, the variable capital £60,000, and the new surplus value
will be of the same amount. The next time, the capital could be
£360,000, and so on.
In general, therefore, when examining the overall picture of
production, we must ask ourselves how the surplus value realized in
money will be converted into capital, since additional labor power,
raw materials, and tools processed in other productive acts must
therefore be found on the market. As for the first requirement, we
have already seen how the capitalist mechanism ensures the production
and numerical increase of workers. As for the products that can be
converted into capital (i.e., not intended for consumption by
capitalists or for the subsistence of workers), they must appear as a
surplus in total production.
For clarity, let us consider the period of one year: total production
must thus be composed of: a part that reconstitutes the constant
capital (
) intact; a part that represents subsistence
exchanged for the sum of wages or variable capital (

. Of this, one
part goes to the personal consumption of capitalists, another part,
which must be capable of being transformed into capital, must be
realized materially in additional subsistence, in raw materials to be
processed, in tools and machinery.
Thus, if £250,000 were the entire world capital, £200,000 of
products would reform the constant capital; £50,000 would be
subsistence (wages). If £10,000 of the £50,000 surplus value were
consumed by the capitalists, £40,000 would go to new capital,
provided that of the total annual product, worth £300,000, there
were materially £32,000 of additional means of production and £8,000
of subsistence.
If we ask where the capitalist got the original £250,000, we answer
that it came from his work or that of his ancestors. Assuming this
for a moment, things do not change, however, for the additional
capital of £40,000. This is nothing but surplus value, i.e., unpaid
labor. The same labor power and means of production in which the
£40,000 is invested in the next cycle are taken from the net
product, that is, from what remains after the return to capital of
all its
advances
, and therefore from surplus value and from
the labor taken without compensation from the working class.
We have come to the conclusion that the more unpaid labor capital has
taken, the more it will take. This seems to contradict the
fundamental law of exchange between equivalents, which would require
the opposite formula: the more you take, the more you have to give
back. Needless to say, the solution to the contradiction lies in the
discovery of surplus value, whereby the special commodity labor,
exchanged
at its value, gives those who
use
it a higher
value.
This explains why the same right of property has regulated the
commodity economy since every producer has his product at his
disposal and brings it to the market, and why it continues to
regulate it even after the rise of capitalism, which has separated
the producer from his products.
It would be a mistake to believe that commodity production could
evolve in a non-capitalist direction and that the appropriation of
surplus value could cease while the commodity regime of exchange and
distribution (free trade) remained intact. This is because only when
labor power becomes a commodity does commodity production become
dominant in the economy and all wealth circulates on the market. The
right to private property becomes identified with that of capitalist
appropriation, not only as the right to private ownership of the
means of production, but also as the right to ownership of consumer
goods. The phrase in the text, «the great illusion is that of
certain socialist schools which imagine that they can break the
regime of capital by applying to it the eternal laws of mercantile
production», would require lengthy commentary if, instead of
expounding the theory and critique of capitalist economics, social
programs were being expounded and discussed. Socialism is not only an
economy in which the means of production pass from private to
collective ownership, but above all one in which all products are
collective and collectively distributed; all circulation involving
the exchange of wages between private individuals is abolished and
replaced by a central distribution mechanism which, in parallel with
the mechanism that distributes work among producers, brings all
products to the immediate consumer, unless it even makes them
available without restriction (free transport, telephone, postal
services, electricity, and so on for all other consumption).
Implicit in the above sentence is the condemnation of all
corporatist, syndicalist, libertarian schools, and those advocating
autonomous associations of professional or local producers
(corporations, unions, communes, cooperatives), as well as those who
admit a centralized socialism in production but allow mercantile
distribution to continue.

The portion of income that capital consumes is used to purchase
goods, which are obviously objects of consumption and not means of
production. The bourgeois economy calls those who produce such goods
unproductive workers, and those who produce goods purchased as
capital productive workers.
It has insisted on recommending that capitalists consume little and
accumulate much: of course, for capitalist production, accumulation
does not mean hoarding money and commodities, but investing value in
capital, i.e., in means of production. Classical economics has always
maintained that it is characteristic of accumulation that the net
product (surplus value) is consumed by productive rather than
unproductive workers.
However, Smith and Ricardo’s thesis that all net product destined for
accumulation is
consumed
by productive workers is erroneous.
This would mean that all surplus value is anticipated as wage
expenditure; we have seen that, on the contrary, part of it must be
anticipated as constant capital and part as wage capital. It is true
that the part of net product invested in raw materials also
corresponds to products of other processes, which contain another
part of wage capital; but then they also contain another part of
surplus value, consumed by other capitalists.
We cannot therefore accept the capitalists’ thesis that «every part
of net product destined for capital is consumed by workers». Nor is
it yet necessary to attempt to reproduce the general picture of the
circulation of wealth, which is an extremely complex and difficult
problem.
We call the ratio between the parts of surplus value accumulated as
capital and that destined for the consumption of the capitalist the
magnitude of accumulation.
On the other hand, the accumulation of part of the surplus value is a
necessity from which the capitalist cannot escape because it is a
necessity of capital itself, personified in him, and of competition
from rival companies. Therefore, the first capitalists vigorously
preached
abstinence
from excessive personal consumption, which
would withdraw capital from accumulation.
However, as a result of accumulation itself and the increased volume
of surplus value, capitalists allowed themselves to consume more and
more.
The concept of abstinence was elevated to a theory, claiming that all
capital was value that the capitalist had abstained from consuming,
and any accumulation was the product of capitalist abstinence. To
answer this objection, which would demonstrate the necessity of the
capitalist if one wants to achieve an increase in social wealth, it
is first shown historically that pre-capitalist societies had simple
and even expanded reproduction without capitalist surplus value and
capital accumulation, as in India, where peasants were small
independent owners paying an annual tribute to local lords. Even in
an economy of this kind, part of the product is devoted to new and
greater production, without the capitalist refraining from consuming
it.
This reasoning is completed (even when this is not explicit in the
text) with the conclusion: it is quite possible to allocate part of
the social product (to fix the idea, let us say 20%) to additional
means of production, without any need to attribute a much larger
quantity (let us say 40%) to the capitalist, so that he may take
credit for refraining from consuming the primitive part, while freely
consuming the difference.
37. Variations in the magnitude of accumulation
Assuming that a constant proportion of surplus value is consumed and
the rest capitalized (e.g., 20% and 80%, respectively), the amount of
capital accumulated will depend on the amount, or mass, of surplus
value. The same causes that influence the quantity of surplus value
therefore influence the quantity of accumulation. These causes have
already been examined. All other things being equal, they are:
a)
Degree of exploitation
of labor power, or rate of surplus
value, or ratio of surplus labor to necessary labor. In this regard,
we note that if the capitalist succeeds in prolonging surplus labor
(by reducing wages or extending the working day), he will not be
obliged, in order to increase the labor force employed, to increase
the constant capital (or, more precisely, the fraction of constant
capital constituted by machinery), as would be the case if, without
being able to modify surplus labor, he hired new workers under the
same conditions as the old ones. Therefore, all the increase in
capital will generate an increase in net product, surplus value, and
accumulation.
If the exploitation of labor began in the extractive and mining
industries, which do not need raw materials, the intensified
exploitation of the workforce would give greater impetus to
accumulation. In agriculture, the effect is almost the same, apart
from the need to invest capital in fertilizers, which are now
supplied by the extractive or chemical industries. Finally, in
manufacturing and factories, the increase in labor expenditure does
not presuppose, when it derives from increased surplus labor, an
increase in constant capital for plant, but only for the purchase of
raw materials, and if these come from the increased net product
margin of the extractive industries and agriculture, we will have as
a final result a powerful impulse to accumulation.
b)
Labor productivity
– As we have shown, an increase in
labor productivity leads to an increase in surplus value, even if the
working day remains unchanged. Furthermore, although the total value
of the product does not change, its material quantity varies, so that
the same amount of money corresponds to more use value and the
satisfaction of greater needs. Therefore, on the one hand, we have
that as surplus value grows, accumulation grows; on the other hand, a
lower income can satisfy the same needs of the capitalist; therefore,
the latter can increase the percentage of capitalization. The new
capital accumulated nominally retains the same value, but represents
a greater mass of products, whether raw materials, tools, or
subsistence goods intended to compensate the worker. Hence, this
capital has greater accumulative power.
Calling the capital derived from surplus value ‘additional
capital’, we find that, due to scientific and technical progress,
the part of it invested in means of production (plant, machinery)
takes the form of more efficient types than those corresponding to
the old capital. The latter therefore remains depreciated. However,
it must be renewed periodically, and this anticipation is already
provided for in all our deductions and calculations.
This phenomenon is even less noticeable in the case of raw materials,
whose consumption and renewal is annual if they come from
agriculture, and on average much faster if they come from industry.
Chemistry, by constantly discovering new useful materials, some of
which were waste or worthless, transforms them into additional
elements for accumulation. Therefore, to the extent that the power of
labor favors an accelerated accumulation, it preserves and revives
the primitive capital value. This property, inherent in socially
divided human labor and the achievements of science, is falsely
presented as an attribute of capital in order to justify the
incessant appropriation of surplus labor
c)
Relationship between the consumption of fixed capital and its
importance
– It is clear that the capital invested in fixed
assets (factories, roads, bridges, railways, machinery, ships, land
improvements, canals, electrical installations, etc.) increases
continuously, while the portion of capital consumed, say, in a year
tends to decrease. This enormous value, maintained with relatively
little effort, is equivalent to a free service provided by the labor
of past generations. While the meaning of this process should suggest
a tendency towards the satisfaction of all needs with a minimum of
social labor, this contribution is attributed by official economics
not to past labor but to current capital, so that surplus value
(profit or interest) appears as compensation not for labor abstention
but for the labor of other times. It is clear, however, that all
these processes of increasing collective wealth are not the merit of
the capitalist system but, on the contrary, starting from a given
historical epoch in which we are living, are seriously hampered by
it.
d)
Magnitude of advanced capital
– Another cause that
influences accumulation, at a constant rate of surplus value, is the
amount of advanced capital, which determines the corresponding
surplus value and accumulation.
All these causes of accumulation do not therefore act uniformly but
with increasing and accelerating rhythm (similar to the growth of
compound interest). The line that can be drawn to diagram the
intensity of capitalism is not a straight line but a curve that bends
ever upward until it tends toward the vertical. This gives an idea of
the fact that capitalism cannot last indefinitely but is racing
toward its end at an accelerating pace.
38. Theory of the alleged wage fund
Some bourgeois economists claimed that, although the total mass of
capital varies continuously, the fraction of it that is invested in
the subsistence of workers remains constant, there being an almost
natural limit (!), so that, despite their efforts, workers can only
compete among themselves for this total. This theory does not deserve
any criticism, as it is clearly refuted by the facts of the
capitalist system.

39. General law of capitalist accumulation
We know that capital consists of a constant part (the value of the
means of production) and a variable part (the sum of wages). We call
the relationship between the means of production and the labor force
the
organic composition
if it is relative to value;
technical
composition
if it is relative to material quantities. Although
the composition of capital varies greatly depending on the type of
industry and also varies from company to company within the same
industry, we can speak of the average composition of social capital
by referring to the proportion between all variable capital and all
constant capital (in a country or throughout the capitalist world).
Accumulation continuously increases capital, both in its constant and
variable parts. Total expenditure on wages therefore increases, and
this—by requiring a greater number of workers—gives rise to what
is known as the demand for labor. Every year, a greater number of
wage earners work than in the previous year. But the number of wage
earners available, or the
supply of labor
, is not unlimited,
and this generally leads to a rise in wages. Hence the general law:
accumulation tends to raise the sum of wages
This very important point requires some comments. First of all, since
we have not yet dealt with the interplay of supply and demand with
respect to any commodity, one might ask why we consider it with
respect to labor power. Now, if it is true that the price of a
commodity rises when it is scarce on the market as a result of
competition between many buyers who need it, and vice versa, this
phenomenon is equally likely to occur in one direction or the other
and is very easily balanced by the elasticity of production and the
modern efficiency of means of transport. The price diagram of a
commodity shows fluctuations above and below a “compensation line”
which we consider to represent value. The case of labor is quite
different. First of all, its price-wage, while fluctuating around the
value determined by the sum of subsistence costs, has the theoretical
possibility of rising throughout the entire space of surplus labor,
leaving the capitalist, who is the consumer and demander of this
commodity, with a margin of profit represented by greater or lesser
surplus value. Therefore, raising wages does not mean paying a pure
loss premium because a necessary commodity is in short supply, but
only suffering a relative decrease in profit in order not to lose all
of it. Furthermore, it is not as easy to balance the excess or
shortage of labor as it is to balance that of a material commodity,
since it involves a greater or lesser number of people capable of
working, which depends on circumstances that are partly beyond our
control. Therefore, the possibility of wage fluctuations is of far
greater economic importance than that of any list price.
Secondly, it should come as no surprise that the general development
of capitalism is in the direction of accumulation and rising wages.
This has been the case historically from the beginning of the
fifteenth century until the time of
Capital
, and has continued
to be the case since then, with ignorant critics claiming that this
refutes the laws of the doctrine we are expounding. These critics
confuse a downward movement of wages, which Marx never theorized,
with the doctrine of increasing misery, which refers to the
successive expropriation of artisans, small rentiers, small
landowners, and small capitalists, as well as the fall of categories
of unskilled workers into a sub-proletariat.
Therefore, the increase in the amount of wages was formally expected.
But other polemicists and distorters have wanted to assert that this
phenomenon means the evolution of capitalism in the sense of becoming
more tolerable and civilized. This tendentious thesis also
contradicts the text: «The more or less favorable circumstances in
which the working class reproduces itself do not change the
fundamental character of capitalist reproduction». This is
explained by saying that simple reproduction leaves the social
relationship between capital and wages and the terms of that
relationship unchanged; accumulation increases both terms in the same
proportions; it gives rise to more capital and a more powerful
capitalist class, and it gives rise to a greater mass of wages and a
more numerous proletariat, so that the relationship between the two
terms remains the same, and their contrast remains the same. By
accumulating, capital causes the proletariat to accumulate.
Having reestablished the correct interpretation, there is no need to
continue analyzing whether the conditions of social struggle are
influenced for better or worse by lower wages. If a very depressed
regime becomes intolerable and prepares an upheaval, a greater sphere
of needs for the working class at the moment when capitalism abruptly
reveals its inability to satisfy it further can produce a deeper and
more effective counterreaction.
40. Variation in the composition of capital: Concentration -
Centralization
There is therefore an interplay between the demand for labor from the
newly accumulated capital and the supply of labor limited by the
number of people from whom workers can be drawn.
With its political triumph in the bourgeois revolution, capital tends
to throw labor onto the market in order to pay it less. It therefore
‘frees’ the serfs and preaches population growth. The feudal and
aristocratic classes that oppose this movement find representatives
in the English landed oligarchy, the center of the struggle against
the French Revolution, and their representative is Malthus, who,
while ostensibly pitying the misery of the countless workers reduced
to dividing the available wage capital into ever smaller portions,
but attacking capitalism from a reactionary standpoint diametrically
opposed to that of Marx, preached that while the means of subsistence
grow in arithmetic progression, the population tends to grow in
geometric proportion, leading to ever greater misery. The remedy he
advocated was sexual abstinence to limit births. Needless to say,
according to our school, population growth is offset by an increase
in social productive power, but this must be freed from the
domination of capitalism in order to rationally satisfy the needs of
all.
Thus, there is a movement toward higher wages, but this “does not
abolish the chains of wage labor”. Moreover, this general movement
is not continuous and smooth. Even when wages continue to rise due to
the accumulation of ever greater capital, despite the reduction in
the rate of profit, this does not slow down the accumulation and
increase of capitalist power. However, it may happen that the
increase in wages is such as to discourage new capital investment and
slow down accumulation. A balance is thus established as wages fall
relatively and accumulation resumes its march. These fluctuations are
analogous to the
crises
that capitalist production goes
through. We should not believe that these periods of imbalance depend
on population trends; it is not the variation in the supply of labor
that causes wages to vary and influences accumulation, but rather the
trend of accumulation which, together with the demand for labor,
causes the rate of wages to vary and thus the ratio between paid and
unpaid labor of the available working population. «The price of
labor can never rise except within limits that leave the foundations
of capitalism intact and ensure its reproduction in progressive
quantities». Those who do not understand this do not understand the
very principle and specific character of capitalist production (the
text says this twice), namely, that there will be work for the worker
only when there has been surplus value for the capitalist. This is
enough to show how those who predicted a gradual increase in wages
corresponding to a gradual decrease in profits and an evolutionary
elimination of capitalism have remained faithful to the text we are
dealing with.
In establishing that accumulation raises wages, we assumed that the
composition of capital remained constant. In reality, this is not the
case because, parallel to the growth of capital, accumulation brings
about technical progress in labor productivity, which makes more
complex and expensive tools and machines necessary. In other words,
the proportion of constant capital tends to grow in relation to
variable capital. Constant capital grows for two reasons: because,
for the same amount of human labor, more valuable machines and
equipment are used, and because, for the same amount of labor, more
raw materials are processed as more product is produced.
However, the increase in constant capital relative to variable
capital is not as rapid in terms of value as it is in technical
terms. In fact, accumulation goes hand in hand with an increase in
the means of production for the same amount of labor employed, but
while the price of labor tends to rise with accumulation, the value
of machinery and raw materials tends to fall as labor productivity
increases. The phenomenon under consideration is not canceled out but
slowed down. It should also be noted that, even if wage capital
decreases relative to constant capital, it can increase in absolute
terms if there has been a strong increase in the total mass of
capital.
In conclusion, in order for the specific type of capitalist
production to exist, there must initially be a certain accumulation
of money convertible into capital in the hands of certain individuals
(primitive accumulation, the genesis of which we shall see). But if
accumulation generates capitalism, capitalism can only generate
further accumulation, with the proportion of enterprises expanding
ever more.
The primitive formation of capital is the concentration in the hands
of one individual not simply of a sum of money, but through this sum
control over the means of production and workers’ subsistence,
which were previously scattered among many small independent
producers. Therefore, the first accumulation is a
concentration
of capital. Further accumulation further advances the concentration
of capital in a few hands, tending to make each individual capital
larger. However, alongside this tendency of capital to grow, there is
an opposite tendency towards the formation of new small capitals,
both because the phenomena of initial accumulation are repeated and
because large capitals are often divided, for example through
inheritance.
At a certain point in the development of capitalism, the tendency
toward concentration decisively prevails over the tendency toward
dispersion.
We have the fundamental law of capital concentration no longer in the
sense determined purely by accumulation, but in a more pronounced
sense in that different centers of accumulation and concentration
attract and unite with each other. This is how this phenomenon
unfolds. Between capitalists, there is a war of competition with low
prices. But low prices are normally achieved by increasing labor
productivity, and this cannot be done, for a given degree of
exploitation of the labor force, except by perfecting and renewing
the means of production. This is possible provided that large amounts
of new capital can be invested. Hence the success of the big
capitalists and the ruin of the small ones, whose capital first tries
to move to areas of production that have not yet been modernized, and
then either disappears or passes into the hands of the winners.
In addition, with flourishing capitalism, credit can develop, a
mechanism that allows those with large capital to make advances even
greater than the total capital itself, while denying this facility to
small entrepreneurs and keeping them under relentless pressure.
Competition and credit contribute to the
centralization
of
capital, using this term to distinguish this second phenomenon from
concentration, which is the immediate effect of accumulation.
Concentration can occur simultaneously for all enterprises, while
centralization occurs to the benefit of some and to the detriment of
others. Centralization has allowed giant capitalist enterprises to
arise much earlier than simple concentration of individual capital
could have done.
The establishment of joint-stock companies is a form of
centralization, since what indicates the maturity of capitalism is
the technical union of large masses of productive means and not the
legal union of large values in the hands of a single private
individual, a phenomenon also found in abundance in other economies
(Cyrus, Crassus, India, etc.). The reference to joint-stock companies
is in the text and shows how valid the trivial criticism is that the
spread of joint-stock companies is a refutation of the theory of
centralization.
Centralization, however achieved, accelerates the reproduction of
capital in new investments and improvements in production. At the
same time, the phenomenon mentioned above of the growth of constant
capital relative to variable capital continues, so that if the demand
for labor increases on the one hand because the total mass of capital
increases, on the other hand it tends to decrease because the
proportion of wage capital in the total decreases, not only because
of new capital invested in more modern equipment, but also because of
old capital, which soon catches up with these innovations.
41. Surplus labor population or “industrial reserve army”
Given the question of the increase in capital accompanied by a
decrease in the ratio of the variable to the constant part, the
question arises whether variable capital in absolute quantity, and
with it the demand for labor, tends to increase or decrease. In
general, changes in the composition of capital can lead to an
increase, stagnation, or decrease in the wage fund.
The phenomenon can take different forms in different branches of
industry, as there may be a compensation of labor demand between
them.
We have already examined a question of this kind in connection with
the introduction of machinery. In an enterprise, machinery is
introduced and a certain number of workers are laid off, so that
there is a decrease in the demand for labor. But the analysis does
not stop there. Machines need labor to be manufactured, and machines
process more raw materials, which creates demand for labor in other
industries. It is true that machinery gradually conquers these
industries as well, but the general increase in labor productivity
allows for cheaper products and livelihoods, greater surplus value,
and therefore new capital investments. In conclusion, the general
trend is an increase in the number of wage earners as a result of the
progress of accumulation, and ever wider strata of the population
swell the industrial working class.
However, this development is by no means continuous. When the
excessive desire to invest surplus value in new enterprises has
pushed the number of workers to the maximum, products become
superabundant. As soon as their distribution encounters difficulties,
since they are no longer demanded by consumption, the so-called
crises of
overproduction
occur. Large masses of goods remain
unsold, capitalists stop or reduce the activity of their factories,
and a large number of workers are laid off. To get out of the crisis,
capitalism strives to produce at lower cost, making maximum use of
all technical improvements. At the end of the crisis, a certain
relationship is established between variable capital and total
capital, which is lower than before. Production and accumulation
resume, and with the increase in total capital, wage capital and the
demand for labor also increase for a certain period of time. During
this normal interval, the number of wage earners begin to rise again,
and the supply and demand for labor are more or less in balance. But
another crisis is not long in coming, so that the workers attracted
in ever-increasing numbers are abruptly thrown back into
unemployment. The succession of these alternating phases and the
creation of this surplus of wage earners in relation to the needs of
accumulated capital characterizes capitalist production.
Economists have interpreted this process in various ways, seeing its
causes in population growth and formulating the famous population
laws. However, the real population law of the capitalist era is only
this: that the accumulation of capital, by producing a surplus of the
working population or an industrial reserve army, creates a further
condition for the existence and development of capitalism itself.
This reserve is subsequently used in periods of growing production,
then thrown out when the crisis breaks out. The succession of these
crises occurred during the 19th century at intervals of about 10-11
years, with a tendency for the intervals to become shorter.
We will only mention that the first world war, while itself an effect
of the race towards industrial overproduction, which sought to avoid
crises by turning to foreign and colonial markets (“Imperialism as
the latest phase of capitalism”), represented both the explosion of
the crisis and the means of swallowing up a plethoric industrial
activity. Its consequences were a succession of partial crises or
even the events of a deeper general crisis
It is a constant concern of capitalism and its theorists to form and
maintain an industrial reserve army, favored by throwing artisans,
peasants, women, children, blacks, Chinese, etc. into labor, or by
campaigns for the intensive procreation of the native workers. Even
the reactionary Malthus was concerned about the excessive reduction
of births among the proletariat in an industrial country.
It is therefore not possible to make the movement of capital and the
rate of wages dependent on the increase in the absolute numbers of
the population, as bourgeois economists claim. They believed that the
rate of wages depended on the supply of labor corresponding to the
growth of successive generations, and that the decrease in wages,
when capital could no longer employ all the laborers, decimated the
proletariat through deprivation, reducing its fertility. On the
contrary, demographic changes are phenomena with long-term
repercussions compared to the frequent fluctuations in the rate of
wages, which, as we have said, depend on the expansion and
contraction of capital activity.
In conclusion, it is absurd to hope that the solution to the crises
and contradictions of capitalism can arise from the providential law
of supply and demand applied to wages. The phenomenon always works to
the advantage of the capitalist class.
Naturally, bourgeois economists cried scandal and violation of the
sacred law of supply and demand when workers, through economic
organization, sought to mitigate the effects of mutual competition by
bringing about joint action between those who have work and those who
do not.
This is not the place to show that even trade union organization
cannot prevent the general development of capitalism or overcome its
principles. Its importance lies in attracting ever broader strata to
the class movement, as is well known from other sources.

42. Forms of surplus labor
Marx’s
Capital
calls the form in which surplus workers,
rejected due to technical improvements in factories and reabsorbed
due to their increased potential and production, ‘
fluctuating
’.
It calls the form in which technical improvements in rural districts
make a large number of workers available, who are then forced to
flock to the cities and offer themselves to industrial bosses (the
phenomenon of urbanization), ‘
latent
’. It calls the form
in which an excess of workers is created in both industry and
agriculture, rejected by the improvements, and who offer themselves
for highly exploitative jobs such as so-called home-based work
(“sweating system”), ‘
stagnant
’. Finally, the last
remnant of the surplus working population constitutes pauperism, not
to be confused with vagrants, delinquents, beggars, and prostitutes,
who constitute the non-working classes (underworld, thugs, etc.) and
are particularly numerous in modern metropolises.
Regarding the pauperistic surplus labor force, it comprises three
categories: workers who are able to work but unemployed, orphans and
children of those assisted by public charity (these two categories
are available to capitalism to return to active service in times of
high demand), and finally workers who, due to age, disability, or
obsolescence of their trade, are permanently unemployable.
Therefore, if it is true that with the progress of accumulation, the
rate of wages tends in general to rise for workers who find
employment, and if it is also true that the total wage capital and
the number of workers tend to grow, then at the same time there is
the creation of an ever-larger reserve army, composed of former
artisans and small owners ruined or expropriated for transformation
into wage workers, but exposed, along with their descendants, to the
risks of unemployment and therefore of the blackest misery, despite
the measures of charity, social legislation, and workers’ solidarity.
The more total capital and therefore national and social wealth (in
reality, the wealth of the capitalist class) increases, the more
industrial wealth increases and with it the domination of pauperism
(see the enormous masses of unemployed in the capitalist countries
after the war). All this constitutes the law of the growing misery of
the proletariat, as opposed to the growing wealth of capital, which
is not contradicted in the least by the increase – on a historical
scale – in the wages of employed workers, nor by the improved
standard of living of certain privileged categories, nor averted by
social legislative measures within the framework of the capitalist
system.
Bourgeois writers first urged workers to reduce their numbers if they
did not want to exceed the needs of capital, knowing full well that
the reduction would never be such as to cause them alarm. Later, they
cynically admitted that this poverty in the lower classes was the
best condition for the prosperity of the nation. Today, and after
Marx, such statements are no longer to be found, hypocritical social
philanthropy, demagogy, and the extolling of illusory remedies
entrusted to associations and the state prevailing.
But the fundamental law of capitalist accumulation remains the same:
all means of multiplying the collective forces of labor, which should
contribute to raising the average standard of living, are applied to
the detriment of the individual worker and become means of subjecting
him to the domination of private capital. Whatever the level of
wages, the progress of accumulation entails an increase in the
relative surplus population; as capital accumulates, the condition of
the working class worsens.

43. Historical forms of property and origins of capital
Money becomes capital, capital produces surplus value, this becomes
additional capital, and thus capital is produced by the very
mechanism of capitalism. However, for this to appear in history, the
first capital had to be formed in a non-capitalist environment.
Classical economics, considering capital as accumulated value, i.e.,
the product of accumulated labor, asserts that the first capitals
were formed by the labor and savings of their owners.
Now, if it is true that all value arises from human labor, it is not
true, however, that the value produced by labor remains in the hands
of those who have worked. In general, in the historical periods that
have taken place so far, the fruit of labor has always been taken
from the hands of the worker, and its accumulation by its direct
creator has always been an exceptional case.
Contrary to the idyll that should reign in economics textbooks, in
real history conquest, tyranny, robbery, that is, brute force reigns
supreme.
The existence of state power and legal forms, even abstracting from
obvious and hidden violations, has never meant a guarantee that the
product would remain attributed to the producer. First of all,
periods of social and political upheaval constitute abrupt
transitions between one legislative regime and another, and civil or
national wars always involve or entail vast expropriations, but even
excluding these parentheses in the historical sense of the law, as we
have excluded those in the personal sense (delinquency), we do not
recognize at all in the various legal systems that have hitherto
dominated the character of ensuring the producer the peaceful
enjoyment of the whole fruit of his labor.
The law is guaranteed in its application by the material force of the
state. We do not see in the state the impartial representative of
collective interests, but rather the organ of the domination of one
part of society, namely, of a class.
Consequently, the law is in each case the codification of the rules
that serve to enforce the interests of that class. The state and the
law therefore exist precisely when one class needs to exert
continuous coercive pressure on others, and since economic interests
lie at the basis of these relations, to carry out the systematic
expropriation, to a greater or lesser extent, of the productive
energies of the subjugated classes. The state and the law, therefore,
mean precisely a system that serves to transfer the fruits of labor
from workers to non-workers.
In order to understand the social structure and political events of a
given era, we ask ourselves which classes are in conflict, which of
them holds power, i.e., the state, and before that, we ask ourselves
what relationships or forms of property the system in force
establishes and preserves. In turn, property relations can be
explained by analyzing the forces of production, i.e., the technical
resources available to labor and its organization and distribution
among men. The productive forces are, in every era, the material and
physical resources used and the groups of men assigned to work. These
productive forces are contained in a specific pattern of property
relations, which are guarded by the law and state power. But for
complex reasons, such as population growth, the transformation of
production techniques as a result of new inventions, the opening up
of communication channels, and so on, conditions arise in which the
productive forces, and first among them the class that provides
labor, come into conflict with the existing forms of property. Hence
an era of social revolution, with the struggle between the class that
benefited from the old system and a class that had hitherto been
dominated, the breaking of the forms of property, i.e., the overthrow
of the state, and the rise of a new state with a different law.
Returning to the question of primitive accumulation, it is through an
analysis of this kind that the solution must be sought, and not in
the naive and tendentious assertion that labor and abstinence created
the original capital. However, it will be useful first to
recapitulate the most elementary application of what we have said to
the history of society.
At the beginning of work and economic and social life, there are few
people, while the available land is vast. Peoples are divided into
small wandering tribes that practice primitive agriculture and
pastoralism, cultivating in common an area of land occupied under the
direction of a chief who is at first the head of the family.
Individual property and class divisions did not yet appear in this
period of primitive communism.
The very mobility of the tribes led to their encounters, the
expansion of productive resources and needs, conflicts, and the
imprisonment of the vanquished. Military and priestly castes
appeared; through a long process that we are far from discussing
here, we moved into the era of slavery. A class of men is forced to
work in the service of others, without the possibility of refusing or
leaving, and can be owned and alienated as private property, since
the division of land, livestock, and all other property among the
members of the ruling class, or
free
men, has already taken
place.
However, even in ancient societies, not all free men were landowners
or slave owners; only a minority of them ended up with enough
property to be able to live without working, while the rest owned
little land, which they cultivated with their own hands and without
slaves, or were small artisans who produced and sold manufactured
goods. At this time, the law, and with it philosophical and moral
ideology, justified the exploitation of slave labor, their sale, and
even their killing. The class of large landowners (patriciate) mostly
held the state, in struggle with the class of small farmers and
artisans (Greek democracy, Roman plebs). The foundation of production
remained agriculture, despite the spread of navigation and trade and
the emergence of money owners and even the beginnings of capitalism.
With the new conditions that followed the fall of the Roman Empire,
Christianity, and the abolition of slavery, the basis of production
remained agrarian, and the land remained divided among large feudal
landowners.
The former slaves were freed under the new Christian law and morality
and could not be sold. However, they were transformed into serfs,
i.e., agricultural workers who could not leave the land, while the
feudal lord enjoyed most of the fruits of their labor. However, small
free farmers also disappeared, reduced to serfs, and only a few
groups of city artisans were able to achieve relative independence
from the feudal nobility by organizing themselves into professional
guilds in the so-called comune.
In this feudal society, the ruling class was the landed nobility,
whose allies and instruments were the clergy, the army, and the
absolute monarchical state (despite the conflicts that led from
primitive feudal decentralization to the formation of large state
units).
In these various social forms, not only do we not find the same law
and the same moral ideology in force, but we cannot even establish
certain legal and moral principles common to all that would
constitute the so-called natural law. The very relationships between
people are sometimes protected and sometimes condemned by both
written law and moral sense. Therefore, we do not find in force the
famous principle that the product of one’s labor belongs to the
worker, a principle that should explain in an honest and peaceful
manner the initial accumulation of capital.
Almost always, we find the worker in a position where he cannot
dispose of the means of production he uses and of his product. He is
separated from them by legal force, whether he is an ancient slave, a
medieval serf, or a modern worker. We find the worker not separated
from his tools and products only in primitive communism and in the
handicrafts of various epochs, as in the small peasantry; this does
not exclude that even these social classes must not surrender part of
their product to others, suffering an extortion of surplus value in
various forms of tribute, taxes, usury, and various rights.
44. Conditions for the formation of capitalism
The capitalist order directly succeeds feudal land-owning society.
For this to function, there must be, on the one hand, the
accumulation of money (and this condition has long been realized in
the hands of landowners, merchants, usurers, financiers, slave
traders, etc.) and, on the other hand, a mass of workers separated
from the means of production and therefore forced to sell their labor
power.
The key to primitive accumulation is therefore the historical
movement that created this separation. The feudal order prevented
this in two ways: through serfdom, which prohibited peasants and
their children from leaving their feudal estates; and through the
guild system, which used extremely complicated regulations and
special magistrates to force artisans and their children to work in a
specific trade and in small workshops with a limited number of
apprentices. The laws of the feudal state sanctioned this situation
and prevented the emergence of the capitalist economy, while also
oppressing the nascent bourgeois class, made up of merchants and
bankers in the cities or former peasants who had become artisans,
emancipating themselves from serfdom and creating small factories for
the production of manufactured goods in the ‘burgs’, as opposed
to the lord’s castle.
This class formed a revolutionary ideology that condemned feudal
constraints and restrictions in the name of a whole philosophical
theory of freedom and legal equality, but this campaign for the
liberation of the people was only the ideological equivalent of the
economic necessity of making available to production a mass of ‘free’
sellers of labor.
On the other hand, production needs were pressing irresistibly for
intensified world communications, increased trade, and a growing need
for increasingly complex products of labor.
The capitalist entrepreneurs had to take the place not only of the
corporate master craftsmen but also of the feudal owners of the
sources of wealth; their advent appears as the result of a victorious
struggle against the power of the lords and their exorbitant
privileges, against the corporate regime and the obstacles it placed
in the way of the free development of production and the free
speculation of man over man. The knights of industry have supplanted
the knights of the sword; they have won by means just as vile (the
text means: by leading the nascent masses of the proletariat, unaware
that the era of democracy and political representation meant the
triumph of the regime of free exploitation of wage earners, into
revolutionary struggle) as those used by the Roman freedman to become
master of his own lord (Chapter XXVI). «The
starting-point of the development that gave rise both to the
wage-labourer and to the capitalist was the enslavement of the
worker. The advance made consisted in a change in the form of this
servitude, in the transformation of feudal exploitation into
capitalist exploitation».
Of course, there is also the substantial progress of having broken
the bonds that opposed the introduction of collective labor and of
having introduced a high technical division of labor.
Our criticism rejects all democratic apologetics for the bourgeois
revolution, and this is a fundamental aspect of it; however, in
rejecting the philosophical and legal presentation of this ideology,
it does not deny the historical value and revolutionary character of
the introduction of capitalism, which created the conditions for
further developments. «Although we come across the first sporadic
traces of capitalist production as early as the fourteenth or
fifteenth centuries in certain towns of the Mediterranean, the
capitalist era dates from the sixteenth century. Wherever it appears,
the abolition of serfdom has long since been completed, and the most
brilliant achievement of the Middle Ages, the existence of
independent city-states, has already been on the wane for a
considerable length of time». In
this period, every political revolution reflected the advance of
capitalism. Every act that expropriates masses of small producers,
whether artisans or peasants, is a victory for capitalism.
The process takes two forms. In general, the abolition of serfdom
allows the formation of widespread small rural property. But
capitalism needs the former feudal serfs to become not independent
producers but wage earners, and therefore supports any measure that
deprives small farmers of their land.
In Italy, the process takes on special forms. At the end of the
Middle Ages, northern Italy and part of central Italy were at the
forefront of production technology (as well as science and culture).
Not only banking and commercial capitalism but also manufacturing
capitalism developed there earlier than elsewhere, especially in
Florence, Genoa, Venice, Pisa, etc. Feudalism therefore disappeared
earlier there, and serfs were attracted to the flourishing cities.
Master craftsmen became true bourgeois (the wealthy populace), and
the numerous apprentices were transformed into a true proletarian
workforce, so much so that the struggle between the two classes made
its appearance (the Ciompi revolt, etc.). Then the geographical
discoveries of the late 15th century completely changed the currents
of the universal market, capitalist manufacturing declined, the
bourgeois class was weakened at birth, the feudal class lacked the
energy to come together in a unified political creation, workers
returned to the countryside where small-scale farming spread, and the
country fell into a prolonged state of social and political
stagnation.

45. The expropriation of the peasants
The example of England is quite different. There, serfdom disappeared
in practice towards the end of the 14th century, and the vast
majority of the population became small independent peasants,
although their legal possession of the land was justified under
feudal constraints. The feudal lords retained a great deal of land,
but they managed it through independent tenants (in this case, one of
the first types of capitalists, who employed the former serfs as wage
laborers, some of whom were landless day laborers, while others were
small landowners who had time left over from working their own land).
However, the day laborers themselves were granted four acres of land
with a small rustic house, and they also shared in the enjoyment of
vast communal and sometimes state-owned property.
Meanwhile, cities prospered and manufacturing and industrial
capitalism emerged; this was hungry for labor and soon obtained it.
The political revolution made royal power a bourgeois instrument, and
the new bourgeoisie allied itself with a new landed aristocracy
(landlords) which, supported by capitalism, undertook the
expropriation of small farmers, pouring labor into the cities. With
the help of the law, the large landowners reclaimed their ancient
fiefdoms, expelling the peasants and transforming them into sheep
farms, which required little paid labor. Subsequently, the lords also
usurped immense hunting grounds where cultivated land had previously
been. All this resulted in the disappearance of small rural
properties and the transformation of peasants into proletarians.
In the mountainous part of Scotland, common ownership of land was
preserved for a long time (until the end of the 18th century). Here
too, the lords, at first purely nominal heads, with the complicity of
the bourgeois state, expropriated and drove out the unfortunate
mountain dwellers. The despoiling of church property, the fraudulent
alienation of state domains, the plundering of communal lands, the
usurping and terroristic transformation of feudal and patriarchal
property into modern private property, the war on huts—these are
the idyllic processes of primitive accumulation. They conquered the
land for capitalist agriculture, incorporated the soil into capital,
and abandoned the docile arms of a fireless and homeless proletariat
to the industry of the city (Chapter XXV).
Characteristic features of state intervention in favor of the rising
bourgeoisie, in addition to measures to expropriate the peasants,
were the ferocious legislation against beggars and vagrants who did
not want to work, based on torture, flogging, branding with hot
irons, and the like; and wage legislation that fixed a maximum wage
and absolutely prohibited workers’ coalitions. This whole process
took place in England even before the bourgeois political revolution;
the first edicts date from 1350, the last wage laws lasted until
1813, the atrocious laws against trade unions were repealed in 1825,
but some traces remained until 1859; the legal recognition of trade
unions came on June 29, 1871. But it was only reluctantly and under
the threatening pressure of the masses that the two great parties of
the English parliament renounced the laws against coalitions, after
the parliament itself had for five centuries acted as a trade union
of capitalists against the workers (Chapter XXVIII).
46. The struggle for the “liberation” of the workers
In France, we find equally fierce laws against vagrants. Here, feudal
rights disappeared more slowly, and widespread small rural property,
which was more resistant than in England due to the very different
technical characteristics of agriculture, took a long time to
develop.
It is very interesting to note, however, that immediately after the
revolutionary storm, which seemed to liberate, along with the
bourgeoisie the proletarian fourth estate, its ally, workers’
associations were banned. A law of June 14, 1791, punished any
agreement between workers aimed at improving their conditions of
employment as “detrimental to liberty and the declaration of the
rights of man”. The reason for this bourgeois opposition to
workers’ associations is clear to us: it was to allow free
competition to obtain labor at the lowest price. The speaker at the
assembly is consistent in saying that associations of people of the
same profession “tend to resurrect the guilds abolished by the
revolution” because in both cases, despite the profound historical
diversity of the phenomenon, they are constraints on the free
recruitment of labor by capital. Within the framework of liberal
theory, the prohibition of workers’ unions is no less appropriate:
the representative state is the only body that encompasses and
protects all citizens on an equal footing. Each individual enjoys
freedom while remaining isolated except for his or her connection to
the unitary state. Class privileges have legally disappeared; any
association of members of the same social class tends to form a state
within a state, a caste within general legal equality, and must be
prohibited. In economics, liberalism wants the unlimited play of
individual private interests; the state generally protects contracts
between private individuals, but cannot tolerate collective actions
and contracts.
The decree of 1791 was in fact respected by the Terror and the
Girondins, by Bonaparte and by the Restoration. If, in a very late
period, parliamentary democracy yielded to the recognition of trade
unions, it did so in contradiction to its pure doctrine, as all state
intervention in economic and social relations contradicts it. The
contradiction with the principles confirms their futility, designed
for the “ideological mobilization” of the masses, who are deluded
into believing that they are free and sovereign. However, there is no
contradiction with the interests and class politics of capital: in
the first period, it has only reaction to fear and no restraints on
securing the best economic conditions for accumulation, but in the
subsequent period, the formation of a strong working class poses the
problem for capitalism of not only economic but also political
relations with the proletariat: although prohibiting coalitions may
depress wages and increase surplus value and accumulation, the
capitalist class calculates that this may sooner lead to a social
struggle in which the very principle of surplus value and
accumulation will succumb; it is therefore generally in its interest
to allow trade unions and to prescribe by law certain sacrifices on
the part of individual capitalists to make the wage system less
intolerable.
But the great French democratic revolution was no less consistent
when it deprived workers of the right to unionize than when it
instituted compulsory military conscription, despite the common
mistake today of considering advanced democracy to be the antithesis
of anti-worker reaction and militarism!
47. Genesis of the agricultural capitalist
We have examined the conditions that allowed primitive accumulation
with the formation of a wage-earning class. Let us now see how the
first capitalists appeared. In England, the agricultural capitalist,
i.e., the large landowner, appeared before the industrial capitalist.
Let us therefore discuss the former.
An agricultural property can be managed in various ways by its legal
owner. Under slavery, he makes slaves who are his property work on
it; the land is also his property. The slaves are technically
directed either by another slave or by a free slave who has been
emancipated and is paid by the master. Under feudalism, the land is
worked by serfs, but the master rarely concerns himself with
organizing its management. Mostly, each peasant family has a small
field, a fraction of the produce of which is given to the owner
(tithe); in addition, the owner keeps for himself the best pieces of
land, on which the peasants are obliged to work for a certain amount
of time (corvée).
Once the serfs have been emancipated, various cases become possible.
Direct administration, or self-sufficiency, was possible when the
owner possessed not only the land but also capital stock (livestock,
seeds, fertilizers, tools, and later machinery, etc.) as well as cash
capital to advance wages to day laborers, who were directed by a
foreman employed by the owner. This was the first form introduced by
the English landlords, although the former serfs were not only day
laborers but also small landowners and usufructuaries of small
fields.
Soon, however, the foreman became a sharecropper. Metayage, or rather
sharecropping, is a form of management in which the owner provides
the land and part of the movable capital, the sharecropper provides
the rest of the supplies, provides the labor by hiring wage earners,
and finally the product is divided in proportions agreed between the
owner and the sharecropper. Here we are talking about large
sharecropping applied to vast single estates where the sharecropper
does not work but hires day laborers, as distinct from small
sharecropping where the land is divided up, even if it is a single
large property, into many small farms worked personally by the
sharecropper and his family.
The large English farmers soon became rich as the small independent
farmers and day laborers, who had previously owned a little land
themselves, became impoverished for the reasons already mentioned.
Thus, the sharecropping system gave way to outright leasing. Rent is
a form of management in which the owner contributes only the land and
rural buildings; all movable capital belongs to the tenant, who hires
the workers and keeps all the produce for himself. He pays the owner
a rent in cash, so his income is divided into the landowner’s ground
rent and the capitalist profit of the tenant-entrepreneur. It should
be noted that both the rent and the profit of the enterprise arise
equally from surplus labor, divided between the owner and the
capitalist by virtue of a class alliance under the shadow of the
state, since we deny that bare land and not labor can be a source of
wealth.
We also distinguish here between large and small rents. The latter is
not capitalistic in nature, as it involves small areas of land worked
directly by small tenant farmers who own few and poor means of
production, similar to artisans, but without land. We note that even
advanced agricultural techniques correspond to the unified management
of large estates. This is direct administration or large rent,
depending on whether the legal personalities of the owner and the
capitalist coincide or not. On this basis, large-scale labor, the
division of labor, and the mechanical industrialization of
agriculture can be achieved.
On the other
hand, smallholdings are generally backward forms (except in the case
of land that is exceptionally fertile for small-scale cultivation)
and even when there is large land ownership, it is managed in several
small plots rented out at low rents and by small sharecroppers.
Incidentally, the second type of situation was that of large Russian
estates after the emancipation of the serfs and the abolition of
patriarchal communities. In these cases, small farms accompany large
estates.
The transition to large farms is a task requiring long technical and
economic progress. The legal separation of small farms from the
exploitation of large estates can be an immediate event: in reality,
the land is not shared but remains technically divided as before,
while at least one form of extortion of surplus labor (what used to
be land rent) is immediately abolished.
Returning to England: the first large tenants quickly became wealthy,
partly because in the 16th century gold, silver, and therefore money
decreased in value, all goods became more expensive, but wages rose
much later. As the lease agreements were very long-term, the tenant
saw his income from the sale of products increase, while his wage
costs and rent actually decreased, so that he became rich at the
expense of the wage earners and the owners.

48. Genesis of industrial production
The expropriation of small farmers and their replacement by large
agricultural enterprises not only allowed the nascent capitalist
industry to find masses of wage earners who did not come from the
guild crafts, but also provided the process of primitive accumulation
with its material and economic elements; in fact, since the reduced
number of farmers did not decrease the production of agricultural
commodities, as this was offset by the greater exploitation of day
laborers, technical improvements, and the greater yield of
large-scale labor, a large mass of subsistence goods became
available, as well as a quantity of agricultural products that could
be used as raw materials for industry (spinning and weaving of linen,
cotton, wool, etc.). After expropriation, raw materials are purchased
by the manufacturing capitalist, along with the available means of
subsistence, in the form of wages paid to hired workers.
The transformation of agriculture, therefore, not only provided and
supplied the new proletarian class and the new capitalist landowner,
but also made available to the new urban capitalist his constant
capital (raw materials to be processed) and his variable capital
(subsistence). This did not happen only in England but also in many
parts of Central Europe, as in Westphalia at the time of Frederick
II, where the linen-spinning peasants were expropriated of their
land, and if they wanted to have linen to work and subsistence to
consume, they had to go to the large manufacturing factories as wage
workers. In other words, the expropriation of the rural population,
by determining the supply of raw materials and subsistence, creates a
domestic market for capital.
But this destruction of all domestic agricultural industry is not
complete at the time of manufacturing, since the latter always leaves
certain initial operations to small craftsmen or small workers who
are partly farmers scattered throughout the countryside. It is only
the introduction of machinery that definitively eradicates this
primitive and scattered production, absorbing all operations into the
factory and conquering the entire internal market for manufactured
goods for capital.
49. Genesis of the industrial capitalist
We now come to the central point: the appearance of the first
industrial or factory capitalist (strictly speaking, the tenant
farmer is also an industrial capitalist).
We will not deny that in some cases the small initial capital was
formed from the accumulated labor of independent artisans and even of
some wage workers; much more often, however, it was the head of a
guild or master craftsman who became a capitalist, as he naturally
had more legal and illegal means of setting money aside.
With workers now available to hire and raw materials to purchase, all
that was needed for the capitalist to emerge was the possession of a
sum of money for the initial advances. Now, since earlier times,
there had been private individuals who had accumulated money in
proportions far greater than those achievable through the fruits of
labor; that is, there were two types of capital that did not yet have
the character of industrial capital, namely
usurious
capital
and
commercial
capital.
We have already said that the benefit realized by those who invest
money in usury (meaning by this word any interest-bearing loan) and
in commerce is always, in a more or less direct measure, coming from
surplus labor and is therefore surplus value. However, the
characteristic form of capitalist production is still lacking, namely
the direct sale of labor power, production remaining in the hands of
workers who are not separated from the means of production and the
product. Since they do not have enough money to advance their small
amount of raw materials and other things, nor do they wish to wait
for the time and place most convenient for exchanging their product,
they must cede part of their earnings to the money accumulator who
performs these services for them; and by ceding their earnings, they
cede part of their labor.
Usurers and merchants therefore had money at their disposal but could
not transform it into industrial capital with the feudal constitution
of the countryside and the corporate constitution of the cities. Old
societies fight against the formation of capital with very strict
laws on usury and with a moral campaign against those who live off
usury and even merchandise; not only the warrior lord but also the
adventurer, whose figure borders on that of the brigand, is
considered more respectable than the merchant.
The severity with which usury was punished in the ethical framework
of medieval consciousness is demonstrated, among other things, by the
place it occupies in Dante’s system of punishment. Usury is part of
violence (although the relationship between the lender and the payer
of interest appears materially peaceful). Just as the blasphemer is
considered violent against nature because he breaks the law of
nature, so the usurer is called violent against art, that is, against
human work, because he breaks the moral law according to which no one
should be deprived of part of the fruit of his labor. We are not
surprised that Dante’s morality does not see the same crime in the
income of the feudal lord, nor does it show any indignation against
the slavery of classical antiquity, although it repudiates it in the
name of Christian principles. At that time in history, it seemed
morally repugnant that money should yield money to those who do not
work, a fact that is now affirmed as being in accordance with
religion, nature, and sound sociology. And in the final verses of
Canto 11 of Inferno, Virgil explains to Dante the unworthiness of the
usurer, invoking Aristotle’s Physics, according to which human art
must be the source of life (work is the source of value), and Genesis
(you will earn your bread by the sweat of your brow), while
the
usurer takes another path
and therefore offends nature in its
follower, Art (work). It is curious that this does not offend the
rich man who inherited his wealth and who is punished in the previous
circle as violent towards himself and his possessions if he
squandered them instead of passing them on to his heirs. The
contradiction could be explained theoretically with some scholastic
subtlety, but, as we have noted, it is immediately clarified by our
critical method through historical and social circumstances. The
inalienability of real estate is one of the cornerstones of the
feudal system.
Once the barriers preventing usurious and commercial capital from
hiring labor and becoming modern capital have fallen, resistance
continues: artisans demand that merchants be prohibited from becoming
manufacturers; new manufacturing centers are established in new
locations rather than in the old cities governed by guilds, springing
up in export ports and sometimes within a special territory
established by the monarch.
50. The factors of original (or primitive) accumulation
Therefore, it is not labor but ancient mercantile and usurious
accumulation that essentially explains primitive accumulation.
However, what gave it a formidable impetus was the exploitation of
newly discovered lands and communication routes, the discovery of
precious metal deposits, the conquests and plundering of the East
Indies, the slave trade, and the like... idyllic poems. As soon as
the capitalist era began, great wars broke out for commercial and
colonial domination, and hegemony passed from Portugal to Spain,
Holland, France, and England (the threat of German or Russian
hegemony was eliminated by the world war, but other formidable
competitors arose to challenge England’s position: Japan and, above
all, the United States; the Second World War brought the latter to
the forefront).
We can see the methods of primitive accumulation already in full
development in the hands of England at the time of its crusade
against the French Revolution: among them are the colonial regime,
state debt, the modern banking system, and protectionist customs.
Some of these methods are based on the use of brute force, but all
without exception make use of the power of the state, the
concentrated and organized force of society (for the benefit of the
ruling class) to violently precipitate the transition from the feudal
economic order to the capitalist economic order and shorten the
transition phases, as well as to counter the opposing nascent force
of the proletarian class tending to overthrow the capitalist economic
and state order. Indeed, force is destined to facilitate the path of
all old societies that are on the verge of transformation; force is
an economic agent.
The history of the atrocities committed by whites in the colonies and
the means by which they enriched the famous East India companies and
their high officials would be endless. It is well known that
Catholics and Protestants denied the Native Americans a soul because
they were not mentioned in the Bible. The Puritan and Protestant
colonists of America put a price on the scalps of the Indians;
everyone knows the methods of capture, transport, and use of black
slaves; everyone remembers the opium wars and the premeditated
poisoning of entire populations of ancient civilizations for the
benefit of English capital.
The colonial regime greatly developed navigation and trade and
produced merchant companies protected by governments, which favored
the accumulation and concentration of capital. The conquest of the
colonies ensured outlets for the products of nascent manufacturing,
while the treasures extorted from the natives through forced labor
and all other means flowed into Europe as capital. While today
industrial supremacy implies commercial supremacy, since competition
on foreign seas is free from political constraints, at that time the
opposite was true, so that the most powerful colonial nation, Holland
(17th century), was the one with the most capital and raced ahead on
the road to accumulation.
Public credit, i.e., the system whereby the state borrows money from
private individuals in return for interest, began in the Italian
commercial cities of the Middle Ages. It is natural that such a
system favors accumulation, since small and large private capital,
whether usurious or commercial in nature, and exceptionally the
savings of artisans, who would find no other way to produce surplus
value, become industrial capital in the hands of the state, which has
other means at its disposal to hire wage earners (maritime and port
work, arsenals, shipbuilding, public works in general, etc.).
Furthermore, public debt represents the capitalist imprint on the
state: the king of France is still the envoy of God and has power
over the life and death of every subject, but he must fear a few
financiers and loan sharks in Paris, to whom the law denies the
slightest privilege. It is natural that the first bourgeois
economists should praise public debt for the impetus it gave to all
forms of capitalism; it anticipated the creation of large enterprises
that would otherwise have had to wait for a slow process of
concentration, and it paved the way for joint-stock companies and the
trade in negotiable securities which, although they represent, like
government bonds, receipts for money lent, circulate themselves as
money. For public credit was followed by private credit.
The
banking system
arose from state credit. The bank is an
institution through which private individuals lend their capital.
Many small sums of money find no enterprises in which to invest
themselves, and are therefore deposited in a bank. The bank, having
large sums at its disposal, lends them in turn to a few large
entrepreneurs who have little capital but good opportunities of
finding wage labor and markets for their products. These
entrepreneurs pass on part of the surplus value to the banker, who in
turn passes on a smaller part to the various depositors. The division
of the surplus value extracted from the working class in varying
proportions is explained by the greater or lesser
risk
run by
the person who has advanced the money. According to the theory of
risk, the state offers great security of repayment and therefore pays
minimal interest, large semi-state banks pay higher interest, small
banks pay even higher interest, and entrepreneurs, especially those
with few valuable assets and engaged in new ventures, pay very high
rates. Finally, the loan shark, who lacks decent and convenient means
of getting his money back from his victims, demands fabulous rates.
In reality, all these debts are fractions of the surplus value that
has come out of the loan sharking exchange between labor and wages.
However, the mechanism of banks and interest-bearing securities at
fluctuating market prices allows the development of speculative
struggle among capitalists to subdivide the available rent over the
total social production.
In speculative struggles, the decisive weapon is not so much a lack
of scruples, which is within the reach of every imbecile, as the
availability of large masses of value. The whole phenomenon, in
addition to spurring investment and initial accumulation, greatly
favored the high concentration of capital.
With public debt and banks, international credit arose, allowing
primitive accumulation in new countries with available workers but
lacking subsistence, raw materials, and the money to purchase them
elsewhere. Venice lent vast sums to Holland, which in its decline
lent to England; in the 19th century, England lent to the United
States. But the capital lent, reproducing itself progressively, was
soon able to repay the initial advance and become autonomous. Since
the end of the First World War, the United States has been the
creditor of the whole world.
Public credit, being based on state revenues with which interest must
be paid, gave rise to the modern tax system. This became another
formidable element of primitive accumulation, both by ruining small
farmers and artisans to the point of expropriation and by diverting
large amounts of value from the consumption of the poor classes to
the capitalists lending to the state.
Finally, we have the
protectionist system
, whereby an industry
whose formation encounters difficulties is favored by the state in
various ways, imposing heavy customs duties on similar products
manufactured abroad and imported into the country, so as to raise
their price domestically, allowing domestic manufacturers to make
higher profits, paying export subsidies for the products of those
industries sent abroad, sometimes even prohibiting the importation of
products from other countries, etc. It is «the artificial means of
creating manufacturers, of expropriating independent workers, of
transforming the instruments and material conditions of labor into
capital, of forcibly accelerating the transition from the traditional
system of production to the modern system» (Chapter XXXI).
Primitive accumulation and the genesis of the industrial capitalist
thus derive their strength from public debt and taxation, from the
colonial system, from banking finance, and from protectionism.
Sometimes governments lent capital directly to manufacturers. All
these phenomena loomed large at the dawn of large-scale industry. It
also benefited unrestrainedly from the rounding up of children, a
veritable slave trade in little whites, parallel to that of black
slavery. With the Peace of Utrecht, England reserved for itself the
privilege of the slave trade between Africa and Spanish America; from
this trade came the greatness of Liverpool: «for this orthodox
city, the traffic in human flesh was the specific method of primitive
accumulation». «This is the price we paid for our conquests,
this is what it took to develop the
eternal and natural
laws
of capitalist production, to consummate the divorce of the worker
from his working conditions, to transform these into capital and the
mass of the people into wage earners, into
working poor»
. «If, as Augier says, money comes into the world with a thirst for
blood on its lips, capital oozes blood and mud from every pore”.
51. The modern theory of colonization
(This chapter XXXIII is preceded by XXXII,
which we will summarize later, given its conclusive and programmatic
nature).
The economic situation created by capitalism in the colonies of the
first occupations is very interesting—apart from a complete study
of the phenomenon of imperialism—because it shows a flagrant
contradiction in bourgeois economics. In defining private property as
originating from labor, savings, and abstinence, bourgeois economics
deliberately confuses private ownership of personal means of labor
with capitalist ownership based on the labor of others. It suits the
bourgeois economic theorist to apply to capitalist society the same
concepts of law and the same definition of property inherited from a
pre-capitalist society. We have seen all the absurdities of this way
of looking at things. In the colonies, however, bourgeois economics
itself is forced to admit and call for the violent destruction of
small private property in order to make way for capitalist
production.
After using the colonies as mere stores of accumulated treasure to be
plundered, as places to buy goods needed in Europe, and above all as
outlets for the manufactured goods of the mother country, capitalism
naturally wanted to transport the same machines for producing surplus
value, its industrial plants, to the colonies.
There was now no shortage of capital to purchase and transform the
means of production and perhaps even raw materials and foodstuffs on
the scene: all that was needed was wage labor. But the natives of the
colonies either lived well on small-scale personal production or had
previously been driven into the interior or even exterminated; it was
therefore not easy to transform them into
free
wage laborers,
as it had been easy to reduce them to slavery. As for the settlers
who arrived from the mother country, they found before them immense
expanses of unoccupied land to use for agriculture and often for
mining. When free land exists, that is, when there is an unlimited
supply of it, everyone obtains it almost free of charge and by right
of occupation. Thus, the same “sacred and natural” law of supply
and demand that forces the landless in Europe to sell their labor
power gives them the opportunity in the colonies to easily obtain the
means of labor for a free personal enterprise. Moreover, in the
nascent farms there was not only agricultural and pastoral work, but
also small domestic industries; the American farmer made his own
tools, furniture, and even his own house. The willing capitalist,
having no workers and no buyers, could even refrain from all
consumption, as he would not have accumulated a penny of surplus
value. The case of the distinguished Mr. Peel, who brought with him
from England to America £50,000 worth of food and means of
production, and was moreover so shrewd as to bring with him 3,000
members of the working class, including men, women, and children, is
infinitely amusing. But not only did Mr. Peel fail to open any
factories, he was cruelly abandoned by everyone, so that he was left
without a servant to make his bed or draw water for him. «Unfortunate Peel, who had foreseen everything! He had only forgotten to export the English relations of production».
What do the theorists of the ‘naturalness’ of capitalism do?
First of all, they defend slavery or forced labor of the indigenous
people (a topic of debate in the League of Nations until after the
First World War), caring little about kicking the law of free supply
and demand in the teeth. And as for the white colonists, not daring
to support slavery, they kick the law a second time by proposing that
the state set a very high and artificial price for concessions of
free land, so that immigrants, unable to buy it, will be forced to
work as wage earners. The British government implemented this plan to
promote capitalist accumulation in the colonies, but then the flow of
emigrants turned towards the western United States, which until the
end of the 19th century was insufficiently populated and rich in free
land. However, after forcing bourgeois economists to disavow
themselves, capitalist development rendered their panaceas useless.
Capitalist accumulation in America, since the Civil War of 1861,
which produced enormous public debt, taxes, and the birth of the most
vile financial aristocracy, reached dizzying heights through the
World War and the period that followed. The United States, saturated
with proletarians and threatened by massive unemployment, began to
reject Asian and European immigrants. Inevitably having to dump huge
masses of products overseas, and perhaps tomorrow, for reasons of
internal politics, part of the plethoric industrial reserve army that
is forming there, having arrived too late in the division of colonial
domination, they will certainly attempt to colonize Europe itself,
overturning its productive apparatus and thus provoking a new and
greater conflict.

CONCLUSION
52. The historical outcome of capitalist accumulation
We have seen that what characterizes primitive accumulation, i.e.,
the historical formation of capitalism, is the expropriation of the
immediate producer
, i.e., the producer who possesses enough
means of production to enable him to carry out his personal work and
remain the owner of the products, which he will exchange to obtain
what he needs.
Even in this form, it is private property, but it is wrong to say
that the small producer owns
capital
. Capitalist private
property only exists when the means of production
and the products
belong to non-workers, and the actual workers have been expropriated.
We therefore have two distinct types of private property: private
property of the worker (artisan and peasant era), private property of
the non-worker (capitalist era).
The worker’s private ownership of the means of his productive
activity corresponds to small-scale production, i.e., small
agricultural or manufacturing enterprises in which the workforce, in
addition to the free worker, includes his family and at most a few
apprentices. This stage of production is primitive, but it has its
justification in the course of technical development. Its replacement
of prehistoric collective property, in which the almost immediate
products of nature were exploited with a minimum of work and
procedures, is justified. The small business system «is the nursery of social production, the school where manual skill, ingenious dexterity, and the free individuality of the worker are developed».
This type of technology and enterprise can accompany different legal
forms of property and different types of society: it is found in
slavery (alongside the private ownership of the
non-worker
over the land, the worker’s own person, and the product) and in the
feudal system (alongside private land ownership and serfdom), but its
true form accompanies that type of production in which the worker is
the free owner of the conditions of work, i.e., the farmer of the
land, the craftsman of the tool. This system of small independent
producers presupposes the fragmentation of the land and the
scattering of other means of production. After having rendered its
services, if it were to continue, it would become a force opposing
further development, which takes the form of the concentration of the
means of production, with the most modern resources such as the
collaboration of a large number of industries, the division of labor,
and machinery, everything that makes it possible to push to the
maximum the «wise domination of man over nature, the free development of the social powers of labor, agreement and unity in the ends, means, and efforts of collective activity».
The organization of small-scale production therefore becomes at a
certain point incompatible with the new forces aroused by the new
technical possibilities and necessities within society. It must be
eliminated in order to allow the transformation of scattered means of
production into concentrated means of production. But the next stage
is still a stage of private property: a social class will take
advantage of the inevitable concentration of private property to make
it its monopoly and base its rule on it. The realization of all this
constitutes the primitive accumulation and the consequent violent and
cruel expropriation of the working people, the atrocity of which we
have pointed out. It is in the midst of a real social tragedy that
private property based on personal labor is replaced by capitalist
property; that the final divorce between labor and property takes
place. This expropriating tragedy forms the prehistory of Capital.
This transition is, for us, that is, for the results of our
scientific investigation of the interplay of economic forces and the
historical development of society, entirely inevitable; moreover, it
is an indispensable condition for the useful development of human
productive force and technique. Its development is therefore
revolutionary, and if, by some absurd hypothesis, it depended on our
approval and that of a supposed “moral conscience”, we should not
deny it. In announcing its atrocity, we have not contradicted
ourselves at all, but have exposed and demolished the tendentious
apologetic theories of capitalist property which, in claiming to
prove its eternity, are not content with highlighting the historical
necessity of its appearance and its contribution to the liberation of
further bursting productive forces, but want to present its formation
as peaceful, idyllic, beneficial, and pleasant to the very masses of
humanity involved in the relentless machinery of that process.
As for our method, moral judgments have no place in it, especially
when it comes to establishing the objective laws of social
development. We will deal with them for the purpose of destroying
erroneous ideologies and when it comes to resolving the problem of
the conscious and voluntary intervention of human collectivities
(parties) in the stages of development. For even then, what
determines the program will not be provided by moral evaluations. As
far as the investigation is concerned, we carry it out using a method
that is common to all modern natural sciences, which excludes the
sentimental judgments of the observer. When we ask the observer to
tell us whether and to what extent oxygen promotes life and carbon
dioxide destroys it, we are not interested in whether one fact or the
other pleases or displeases him. Having positively established that
capitalism had to destroy the multitudes of small producers in order
to achieve productive concentration, we accept this fact. What we
cannot accept, even scientifically, is the capitalist claim to have
brought delight and well-being to those multitudes by merely cutting
off the heads of a few despots and lords. This assertion conflicts
more with the facts than with moral assumptions; while it serves to
establish how low the moral assumptions of bourgeois thought and all
other thought are.
53. What will be the further development of capitalism
We have thus sought and exposed the laws of the functioning of
capitalist production and those of its historical formation. But what
will be its further development?
It cannot be objected that asking this question goes beyond the
strictly scientific method: all sciences, after having posed the
problem of the functioning of the universe and its evolutionary
process in the past, pose that of its future development; we are
therefore consistent in doing the same for the science of human
society.
In resolving the question of what will become of the social form of
capitalist private property, we do not start from a preconceived
moral or finalistic process, such as the indefinite perfectibility of
man, Progress, the triumph of Justice, Equality, and Freedom. Such
words, taken by themselves, mean nothing to us, knowing full well
that their value varies according to the times and classes.
First of all, we base ourselves on the path already traveled by
society in order to recognize the actual laws of development.
Furthermore, our hypothesis that production technology tends to
become increasingly efficient and complex, and results in an
ever-improving organization of humanity’s struggle against the
difficulties of the natural environment, is not for us a mysterious
and absolute truth, nor an uncontrollable intention or an
irresistible aspiration of our feelings. It is a scientific
conclusion with a high degree of probability, both because the
historical data confirm it and because the biological laws of
adaptability to the environment and the evolution of species lead to
it. If we have called it only a hypothesis, it is to dispel any
residual mystical or idealistic interpretation, and because the
events of man’s struggle against nature could be slowly or even
abruptly reversed by physical facts against which human society would
be powerless, such as a change in temperature, humidity, atmospheric
composition, a collision of stars, etc., facts which are, however,
highly unlikely. Social factors could also reverse the direction of
development, such as a chemical war that permanently poisoned various
layers of the Earth’s atmosphere or something similar

Assuming, however, that such unforeseen events do not occur, we can
rely on the certainty of productive progress, the increasing
complexity of technology, and with it human activities and needs. Our
conclusion, therefore, on the further advance of human efforts
against natural difficulties does not need to be supported by flights
of fancy or idealistic a priori assumptions, nor by faith in a
mission of human intelligence (and even less in superhuman
intelligence), without which the world would become useless and
impossible!
Let us therefore resume the process of social transformation. With
the old society of small enterprises thoroughly decomposed, the
producers
transformed into proletarians and their
working
conditions
into capital, the socialization of labor and the
further transformation of the soil and other means of production into
socially managed instruments are constantly advancing.
We see this concentration continuing before our very eyes, thanks
once again to expropriation. It is no longer the small producer who
is expropriated, but the smaller capitalists who are expropriated by
the larger ones. The small enterprise of the past has disappeared,
but the new collective enterprises are always too small in relation
to the resources of technology and give way to new, more perfect and
larger enterprises. The application of science to technical means is
developing in ever-increasing proportions, in the sense of ever
greater interconnection between the various centers of production,
between the various spheres of activity, between the various
countries of the world. Machinery, telegraphy and radiotelegraphy,
railways, navigation, aviation, etc., make it technically and
increasingly necessary to solve production problems on a global
rather than just a national scale. Technical improvement was once
hindered by the small size of companies, but today it is hindered by
their private autonomy, even if they are large and powerful
companies. Development was once hampered by personal private
property, but today it is once again hampered by capitalist private
property.
54. New contrast between productive forces and forms of property -
The proletarian revolution
The new needs arising within capitalism create new situations for the
social classes and thus develop new forces that are poorly restrained
by the legal forms of property implemented by capitalist power on the
ruins of previous social and state regimes.
«As the number of capital magnates who usurp and monopolize all the
advantages of this process of social transformation decreases, the
mass of misery

oppression, slavery, degradation, and exploitation grows, but so does
the rebellion of the working class, which is growing ever larger and
is disciplined, united, and organized by the same mechanism of the
capitalist production process». Small producers lived in isolation
and were economic rivals of one another. The capitalists themselves,
even though they stand together at the head of society, are
implacable competitors with one another. They are right in saying
that competition is the indispensable spring of production; they
should only add: of production on a capitalist basis. It is therefore
difficult for capitalists to dispense with competition and identify
their social interests on a world scale. But the proletarians live in
large masses; the bourgeois revolution has made them
free
that is, it has forced them to run from country to country and from
continent to continent in search of work, and competition among them
is clearly to the detriment of all. The material conditions of this
class (and not some mystical motive) give rise to a sense of
solidarity and association on an ever-widening basis. It is not a
moral imperative or the cry of an apostle, but the direct result of
the forces set in motion by capitalism, which forms the real impulse
behind the programmatic cry: “Proletarians of all countries,
unite!”
«The monopoly of capital becomes a fetter on the mode of production which has developed with it and under it. The centralization of the means of production and the socialization of labor reach a point where their capitalist shell can no longer contain them. It is bursting. The death knell of capitalist private property has sounded. The expropriators are being expropriated».
The work of the mature Marx, a cold, descriptive, external critique
of the economic world, ends with a cry that is an invitation to
social war, a sure prerequisite for revolutionary victory.
What is the economic aspect of this new revolutionary conflict
between the productive forces and the forms of property? It is this:
the general technical-productive movement continues in the direction
of the socialization of labor and the centralization of its material
means. The expropriation of smaller private owners also continues,
and, going beyond all limits, no private property is any longer
compatible with the requirements of the new, vast social structure of
productive activity. A transition must take place. Capitalist
property and the formation of surplus value that characterizes it had
to arise to make the beginning of socialization possible, but they
must disappear for it to continue. However, this will certainly not
be a reversal of the process that has already taken place; there will
not be a counter-revolution but another revolution in economic
relations.
The worker was deprived of his personal means of labor and will no
longer become its isolated owner. However, the
reunification
of the worker with his working conditions will take place in the only
way compatible with the transformations of technology, that is, the
working community will acquire control and management of the whole of
the means of production and the whole of the products.
«The capitalist form of appropriation arising from the
capitalist system of production, and therefore capitalist private
property, is the first negation of individual private property, which
was based on personal labor. But capitalist production, with the
necessity of a natural process, generates its own negation. It is the
negation of the negation. It reestablishes not the private property
of the worker, but ‘individual’ property on the basis of the
acquisitions brought about by the capitalist era: that is, on the
basis of collective labor and the common possession of the land and
the means of production created by labor itself».
This penultimate paragraph of the work recalls the classic
expressions of
dialectics
and links to what Marx writes in the
second preface, in 1873, about Hegelian dialectics, whose mystifying
aspect (not
mystical
, translators!) he claims to have been
criticizing for thirty years, while acknowledging that Hegel was the
first to expound the dialectical method. Marx turned this upside
down; in Hegel, the process of thought stood
on its head
and
created reality; in Marx, on the contrary, «it is nothing but the
material transported and translated into the human head». A short
appendix to this work will be published on this point under the title
“Marx’s dialectical method”.
It is clear that the expression “individual” property, referring
to the negation of its negation, that is, to the collectivist system
of distribution that succeeds capitalism, means that each participant
in social production will be able to participate in the enjoyment of
social products without any force or
right
of private
usurpation interposing itself, as the independent producer already
did in his small private circle for the products of his personal
labor.
And Capital closes with a reference to the passage in the Manifesto
concerning the revolutionary function of the proletariat, because
with this connection the author wanted to reaffirm the constructive
continuity of his doctrine from the statements of 1847 to the
completion of his monumental work.
This is a shining example that will endure in the history of the
movement against the repeated and tireless attacks of lies,
deception, and betrayal.
«The unstoppable progress of industry, of which the bourgeoisie
is the unwitting agent, replaces the isolation of workers born of
competition with their revolutionary union through association. As
large-scale industry develops, the very basis on which the
bourgeoisie has established its production slips away from under its
feet.
«The bourgeoisie therefore produces, in advance, its own gravediggers. Its downfall and the triumph of the proletariat are equally inevitable».
NOTES:
) - It is of particular
importance to deal with measurable quantitative magnitudes in scientific
research. The aim of all science is the organic exposition of a given
group of facts or phenomena acquired by our experience, in such a way as
to highlight the relationships which
constantly run between the facts themselves. The scientific experience
of this relationship is called law. The most complete and satisfactory
form of a scientific law is that of a relationship between measurable
quantities (mathematical formula). For quantities to be measurable it is
necessary to be able to refer them to other quantities already known,
and in this
reference lies the law itself. Example: you know how to measure
space (length) in meters, time in seconds, you measure speed
taking as a unit that of a meter in a second, and apply the law
speed = space / time.
Some laws translate
relations, corresponding to experience, between quantities already
all known, we have then a real new discovery; others, like that
given in example, are reduced to introducing deductively a new
quantity, and have value of theoretical conventions; however the
application to phenomena of their logical consequences will decide
their validity or not. Therefore not all conventions, which define
quantities by giving the way to measure them and to refer them to
others, are arbitrarily possible, but, even if first assumed as
hypotheses, they are finally either confirmed or rejected by the
application to experimental facts. So for example with the atomic
hypothesis the notion of the quantity “atomic weight”
was introduced and while for a long time it was thought to be an
expedient of convenience to make the chemical formulae square,
further studies on experimental data allowed to ascertain the real
existence of atoms and to determine their weight both absolute and
relative to that of hydrogen unity.
Anticipating a conclusion that may be part of research on the “theory
of knowledge” in the Marxist system, we also note that treating the
entities investigated with numerical measures and mathematical relations
between their quantitative measures leads to making the notions and
relations and their possession and handling less individual, more
impersonal and collectively valid. The pure qualitative appreciation
contained in judgments and investigations communicated in words of
common language, retains the personal imprint because the words and
their relationships take on a different value from man to man according
to previous tendencies and material emotional and cognitive
predispositions. Therefore, all judgments and moral, aesthetic,
religious, philosophical and political principles communicated and
disseminated verbally and in writing are personal and subjective. The
systems of figures and relationships of mathematical symbols
(algorithms) with which even many people who claim to be educated are
unfamiliar, tend to establish results that are valid for all
researchers, or at least transferable to broader fields without being
easily distorted by particular interpretations.
The transition, in
the history of society and its knowledge, is certainly not simple;
it is hard and difficult and not without returns and errors, but
in this sense the modern scientific method is constituted.
Of great interest
for this purpose, and in order to give a real and material
objective value to human knowledge, will be the examination of
modern “algorithms” that have reached such power to work
and walk “on their own” in a certain sense outside of
consciousness and intelligence, and as real “machines”
for knowledge. Their science becomes no longer a fact of the ego,
but a social fact. The theoretical “I”, like the
economic and juridical “I”, must be broken!
Marx wanted to treat
with scientific method even human economic facts, similarly to
what science and bourgeois philosophy had done for the phenomena
of physical nature.
He did not simply
use an algorithm because he thought and worked, he exposed and
fought at the same time; and in addition to the weapons of the new
era, he had to and knew how to use those with which the enemy
resisted: polemics, eloquence, invective and sarcasm, under which
he prostrated his contradictors many times.
It is in the din of
this battle that the new science of society and history was built.
Now we have to
overcome a first point: to make a science of value, whether the
ideological and philosophical economists like it or not, it is
necessary to introduce a measure, just as Galileo and Newton were
able to make science of gravity by measuring masses, accelerations
and forces. The fruitfulness of the new method – while giving
solutions susceptible to future more grandiose developments, and
not leading to “true absolutes” alien to science – routed
and buried forever the wrong approaches of the past on these
problems.

We make more use of simple mathematical formulas than the original. Sure enough,
this is not just a matter of allowing Marx’s theses to be grasped with less
effort, but above all of re‑establishing their exact meaning in a way that
falsifiers and adversaries find impossible to contest. In the text, great skill
is required to arrive at a good understanding when models of the phenomenon – of
necessity theoretical – are subject to scientific treatment, and when it comes to broad historical-narrative expositions.

economics and with the vacuous ethical and juridical concepts which underlie the
present institutions, or rather the apologetics of them. Marx points out, step
by step, which of his findings and postulates are held to be self‑evident in the
admissions of ordinary economists, and where lie the pitfalls and tricks which
lead them to avoid his rigorous and scientific conclusions, out of the prejudice
and interest of school and class.
In his historical references Marx underlines with incomparable effectiveness the
theses, which we will encounter again later and which are essential to Marxism,
that the extortion of surplus-value has not existed in all social epochs, since
it was lacking in primitive communities, such as in the autonomous individual
and familial production of the small artisan and of the peasant smallholder as
long as the latter remained free, that is to say, not subject to tithes and
corvée. In contrast, it comes into being in various forms with slavery, feudal
serfdom, and wage labor. This lays the groundwork for the demonstration that the
fact of surplus-labor and surplus-value, and therefore of exploitation, far from
being inseparable from every kind of economy, as the bourgeois theorist
pretends, can and will disappear in the future economy.
In a brilliant critique of the ethical-juridical kind, in which the author
dialectically and subtly pretends to take seriously the moral norms of bourgeois
philosophy and those of modern law, reducing them to absurdity and
ridiculousness, we are shown the perfect legal, ethical, and Christian fairness
of everything that takes place on the market, with exchanges in which everyone
sells at a fair price what is rightfully his, and at last, the “fraud” hidden in
the secret of the productive process is revealed.
To set the foundation for the judgment on the philosophical, religious, moral
and political
superstructures
of the capitalist world, it is pointed out in
powerful passages that there are two conditions for the “game” of the
appropriation of surplus-value to be possible every time the capitalist comes
into contact with the worker, and for it to be applied on an ever larger scale
in the historical process.
They consist in the
freedom
of the worker, in a double sense. First, he must be
free to alienate his own labor power, and therefore the new jurisprudence
(whereby all citizens are equal before the law) must break the feudal serfdom
which bound men to the land, and the guild system which bound them to the trade
and shop. Second, he must be freed from every hindrance of possessing on his own
account instruments of labor and small supplies of raw materials, as he did when
he was an artisan or a peasant. This is accomplished through the initial
expropriation of small producers, from which capitalism was ferociously born.
At the same time we are shown that this process, however infamous, was needed to
bring about the more intense and higher-yield forms of production necessitated
by modern technological means. But the whole mastery of these descriptive and
critical fundamentals of the current mode of production, and of the path by
which it has been realized, serves as a basis for the thesis that its dynamic
aspects, such as the application of scientific discoveries and machinery, and
the principle of the associated and co‑ordinated labor of an ever larger number
of producers, are not separable from the extortion of surplus-value and the
monopoly of the means of production and exchange held by the capitalist class.
The study of Marx’s work and its use as an argument and means of propaganda and
of class and party struggle can be made after having mastered the central line
of investigation and deduction of which we have tried to present the outline,
perhaps dry but clear, and then by following the development of Marx’s
“narration”, stopping at all those seeming digressions which, despite appearing
as such, in reality represent syntheses and anticipations of the programmatic
and political positions of the communists.
This gives the lie to the idiotic assumption that the true “spirit” of Marxism
is a cold description of the economic phenomena of today’s social world,
carefully eschewing the risk of forecasting and proposing its overthrow.
) - Do not find this succession of little formulas too dry. It is intended as
a demonstration of the validity of the general law of surplus-value given by
Marx, illustrated using economic enterprises of the capitalist type.
We are here at the end of Part III, which establishes the definition of
surplus-value. At the end of Part V and before proceeding to the treatment of
the accumulation of capital, in a small summary chapter on the various formulas
of surplus-value, Marx contrasts the two groups of formulas which characterize
classical bourgeois economics and Marxist economics (Chap. XVIII of the original
text).
Both are based on the admission that value is given by labor. But they present
the matter quite differently when it comes to answering the following question:
what part of the working day does the worker work for himself, and what part
does he work for the owner of the company?
In both cases we may speak of necessary labor for the first part, which is that
which is paid in full, and of surplus-labor for the second part (of labor time),
which is the part whose equivalent goes to form the profit of the company owner.
According to the bourgeois economist, the formulas are:

In other words, that ratio reproduces what capitalist accounting calls the rate
of profit, earnings, dividend, and so on. We find the same fraction by writing
in the numerator the profit

If a car, let us say, costs – between materials, wages, wear and tear,
machinery, etc., etc. – one hundred thousand, and is sold for 110,000, the
company earns 10%. It is then claimed that the worker has only been exploited
for 10% of his labor time. If he has worked 11 hours, he has recovered the full
proceeds of ten, and only for one hour has he worked for the capitalist.
Modern official economics, with its pretensions to positive exactitude, always
follow this thesis, and therefore rejects Marx’s theory of surplus-value,
treating it as a brilliant polemical exercise and not as science.
In the latter, however, the formulas take a very different turn and look as
follows (starting from the same initial ratio):

The degree of exploitation, i.e., the amount of unpaid labor, is not put in
relation to the whole expenditure, i.e., to the whole advanced capital, but to
the wage expenditure alone, called by us the variable part of the total capital.
The difference between the two interpretations is enormous. Quantitatively, as
Marx shows here and elsewhere, it implies that the rate of surplus-value is much
higher. If in that car only twenty thousand, out of the hundred thousand, have
been spent on wages, the rate rises from 10% to 50%, since it is now given by
the ratio of the profit of 10,000 to the variable capital of 20,000. One‑third
of the day is unpaid. There are examples, such as one taken from contemporary
English agriculture, of rates of up to 300%.
Qualitatively, then, the formula of current economics lends itself to showing
the relation between wage‑earner and capitalist as a form of free association,
while the Marxist law shows its fundamental antagonistic character.
With our little calculation concerning the merger of two companies, we wished to
show how establishing the quantitative relation between surplus-value and
wage‑capital is not a whim of our economic school, but rather the only way of
accounting for the phenomenon under study, since what in the single cycle
appears as constant capital in the hands of the company owner is nothing but the
accumulated product of previous wage‑capitals, which have given rise to other
previous surplus-values from unpaid labor.
The subterfuge and tendentiousness are thus inherent to the very act – common as
it may be – of presenting the
balance sheets
of productive enterprises (even
non‑private ones), which are accepted as self‑evident and accurate by academic
economics and bourgeois legality.
) - Since accumulated surplus-value becomes new capital, and surplus-value
arises from capital invested in labor, there is a limit to accumulation given by
the size of the working population, which tends to rise with the number of
inhabitants of the earth; by the portion of the earth that has been pervaded by
capitalist “civilization”; and by the ratio of proletarians to citizens due to
the progressive expropriation of the middle classes.
But may it not seem that the enormous mass of
constant
capital, that is, capital
consisting of
plant
and commodity (product)
reserves
, has in the modern world
increased to an even more impressive extent than the mass of available working
days? And does this not contradict the Marxist construction?
We certainly do not want to answer such a question now, since we must first
expound and understand the whole doctrine of accumulation (Part VII), and
further still, the doctrine of the Marxist school on imperialism. But it is
interesting to consider how a “conservative” solution, namely that which
prolongs the duration of the capitalist cycle, consists in the “destruction” of
the constant capital produced, that is, of plant and stockpiles, and in the
reduction of countries that are already rich and advanced in the industrial
sense to “unequipped” countries by the devastation of their installations
(factories, railways, ships, machinery, buildings of all kinds, etc.).
Thus the reconstitution of that enormous mass of dead capital allows for a
further mad rush to invest in variable capital, that is, in living, exploited
human labor.
Wars effectuate this elimination of installations and commodity stockpiles,
whereas the destruction of laboring hands does not reach the same proportion
owing to the increase in population of the prolific human animal.
In the very civilized reconstruction (the biggest deal of the century, for the
bourgeois: an even more criminal aspect of capitalist barbarism than wartime
destruction itself, for us, disciples of Marx), it then sustains itself on the insatiable creation of new surplus-value.
