The IGNOU library is the most resourceful information centre in the country in the field of Distance Education. The library has the largest collection of books, journals and other related materials in the field of Distance Education, throughout the country. It was established in 1986 in tune with the objectives of IGNOU.
Mission
The primary mission of the library is to support the educational and research programmes of the University by providing physical and intellectual access to information. In accordance with the objectives of the University, the library aims to develop a comprehensive collection of documents, useful for the readers.
IGNOU Library
The Indira Gandhi National Open University operates through a three-tier system having University Headquarters at Maidan Garhi, New Delhi; Regional Centres and Learner Support Centres scattered all over the country. Library and Documentation Division is a hierarchical system with the Central Library at the Headquarters followed by libraries located at Regional Centres (RCL) and Learner Support Centres (LSC). The Central Library caters to the needs of Academic, Administrative and Supportive staff and students at the headquarters.The RCLs look into the library requirements of Staff, Students, Academic Counselors and Academic coordinators at Regional Centres and the SCLs to meet the needs of the students exclusively. The number of RCLs and LSCs change from time to time depending upon the establishment of new RCs and LSCs considering the enrollment of students in the region. Every RC and LSC invariably has a small library attached to it. The Central Library is the main library which co-ordinates the effective functioning and development of RCLs and LSCs.The Central Library has been using the Koha, an integrated Library Management software package with all the modules for the library housekeeping operations. Using Koha Web OPAC, users can search the library online catalogue by Author, Title, Subject and Keywords.
As the role of the Library within any University can be realised only in the context of the institution's philosophy of education, the basic objectives of the Lⅅ are in tune with those of the IGNOU. They are as follows:
to develop appropriate collections in various disciplines for satisfying the needs of the diverse clientele of the libraries of the University, Regional and Study Centres,
to provide reading, lending, reference, information and documentation facilities to all categories of staff and students,
to develop a special collection of distance education books and journals at the libraries at the Headquarters as well as Regional Centres, and
to provide documentation and comprehensive reference/information services in areas related to distance education to other Open Universities of the world in general and in India in particular.
to facilitate electronic resources in the form of e-journals, e-books and e-databases for education and research as per international and national trends.
to enable remote access to electronic content for distance learners and create comparable information experience as in the case of campus based conventional learning systems.

Acquisition Section:
Acquisition Section of the Library deals with the purchase of books, reference books, textbooks serial publication and multi-volume books. The section also deals with day to day operations such as receiving indents for purchase of books, checking duplicates, placing orders, receiving and entering the books with serial number in the accession register as well as in the system of the Library and the budget control etc.
Technical Processing Section:
Technical services are the "behind the scene" activities that a library undertakes to effectively deliver library services to the public. These services include the processes and procedures which are necessary to order library materials, like classifying, cataloging, assigning subject headings, data entry, checking and physical processing, to get the materials ready to put on library shelves. These services also include the activities that are necessary to control the lending and returning of library materials. Other technical services include the activities related to preservation of library materials. Library follows Dewey Decimal Classification scheme for classification, AACR2 for cataloguing, Library of Congress Subject Headings for assigning subject headings and Cutter’s Author mark for book numbers etc.,
Periodicals Section:
Periodical Section handles Print as well as Electronic Journals databases. Processes Journal subscriptions, renewals, orders, payments/advances, Journals receipts, bound volumes every year. Maintains budget (s), accounts and statistics. Regulates the shelf arrangement of the current journals, displays recent arrivals daily.
Circulation Section:
This is the front end of library operations providing the lending services to the library users. All the functions of this section are computerised and the transactions in this section are based on the barcode technology. All the registered library users are provided with a Bar-coded ID Card and all the books in the library are bar-coded.
IT and Computer Section:
This is the hub which monitors all the computerised activities of the library i.e., the back-end of automation activities in the library. Library Server is connected on the Campus-wide Local Area Network apart from connecting all the sections of the library with structured cabling using switches and hubs located in different levels. The section is entrusted with responsibility of maintenance of all the systems, network, Internet and e-mail facilities, training the users, data validation, merging etc. All the staff members are trained to handle the Library software, Operating System, Proxy server, Scanner operations, Networking, Internet and CD based resources etc., apart from rectifying minor trouble shooting in the Hardware, Software, UPS connectivity, Database maintenance. This section also handles various activities like Bibliographic Search Services from Library holdings, OPAC Service, Online Resources Search Service, and Website Maintenance for Online Resources.
Administration Section:
This section handles Budget proposals and monitors the overall expenditure incurred in the Library including settlement of bills, Advances, Imprest amounts etc. Purchase of Equipment and other materials needed for library operation, Maintenance of stock, assets and consumable registers including stock verification. Posting of staff members in shift duties, holiday duties and maintenance of their leave records and attendance. Over all maintenance of Library building including insurance and pest control. Liaisons with administration, finance and engineering departments. Attends to both internal and external audits.

Members should replace the books lost or damaged by them, failing which they need to pay the total cost of the books to the library as per existing rules.

Researcher (M.Phil. & Ph.D.)
05 books from General Collection only can be issued to them for the period of one month only. However the books from other collection may be issued at the discretion of the Librarian. The renewal can be done on request for another period of one month, if there is no demand for the book.
Refundable security deposit of Rs. 5000/- to be deposited by demand draft on library counter. The security deposit is refundable on the claim within two years of the date of expiry of membership of the library and beyond this money lapses to the University
For overdue books, the fine of Re.1/- per day per book to be charged for the first 10 days. For subsequent days, Rs. 5/- per day per book to be charged.
Members should replace the books lost or damaged by them, failing which they need to pay the total cost of the books to the library as per existing rules.
Consultants:“No Dues” certificate should be asked from the library by ACD/Registrar (Admn.) as the case may be. The honorarium
/remuneration/fellowshp for the last month of the term should be released after obtaining clearance from the library.

Ph.D scholars: “Before the research work is recommended for examination of the students, “No Dues” shall be asked for by the Research Unit/School/Division/Centre concerned from the Library

Opening Hours
The library remains open on all the working days except Saturdays, Sundays and University notified holidays.
The opening hours of the Library are from 9.30 AM to 6.00 PM
All Library services are provided from 10.00 AM to 5.00 PM
Lunch break is observed from 1.30 PM to 2.00 PM for all services except reading and circulation services.
Use of the Library and Library Materials
Members must show their Library Card on entering the Library, while borrowing books and journals and at any time if asked to do so by the Library Staff.
Briefcases, bags, umbrella, lunch boxes and other personal belongings must be deposited at the entrance.
Every member must sign the Register available at the entrance. Personal reading materials must be specifically indicated in the Register and shown to the security guard while entering and exiting from the Library.
Members are free to browse through the books. Books taken out of the shelves must be put on a table. Replacing the books on shelves is not encouraged as it may be misplaced. Misplaced book is a lost book.
A Non-member can use the library material on the premises with the permission
Readers should not mark, underline, dog-ear mark, write, tear pages or damages the Library documents.
Strict silence, decorum and discipline must be maintained in the Library
Member should behave in a reasonable and seemly fashion in the Library and must not damage library property or disturb other members.
Smoking, eating, sleeping and talking loudly are strictly prohibited in the Library.
Members should not reserve seats either for themselves or for others.
Newspapers and magazines must be read only in the Library on specific tables and should not be taken to any other reading areas.
No Library material can be taken out of the library without permission
All authorized users of the library shall have access to electronic resources subscribed by the library.
Users who want to access these resources from outside the campus shall be provided with remote access rights.

Lending Services
The library at the headquarters caters to more than 3000 plus members comprising academic and administrative staff of the university, retired staff, consultants, Ph.D. students and other project staff of the University. Lending service is available to all the permanent staff of the University.
Reprography Services
The readers can get the Xerox of interested articles or chapters from the library documents. The service is available for IGNOU staff and other visitors on nominal charges of Re.1/per page.
Reading and Reference Services
The library has a very good collection of latest reference material comprising encyclopaedias, dictionaries, yearbooks, directories, statistical sources, geographical sources etc. Reference and information service is provided to the members as and when requested.
OPAC (Online Public Access Catalogue) Service
The Central Library of IGNOU is fully computerized. The Complete catalogue of the library is available through Web-OPAC. The information can be browsed and downloaded from anywhere.

Institutional Membership Services
IGNOU Library has Membership of British Council Library (BCL) New Delhi, Indian Library Association (ILA), New Delhi and Indian Institute of Public Administration (IIPA), New Delhi. The registered members can avail library facilities from these Institutions. In order to get the reference, reading and Lending Services (through ILL) from these libraries, registered members of the Central Library can collect the Membership card of the institution from Central Library which in turn to be shown at concerned Library for availing the services.
DELNET Services
Library is a member of Developing Library Network (DELNET) which provides services like browsing of Union Catalogues, Inter Library Loan and Document Delivery Services. Interested Readers can access the Catalogues of other Libraries through DELNET. Password of DELNET is available at Central and RCs Libraries.

Drillbit-Extreme Plagiarism Detection Software' is an automatic text-recognition system made for detecting, preventing and handling plagiarism. All Higher Education Institutions (HEIs) as part of ShodhShuddhi initiative have been provided access to this tool by the UGC's INFLIBNET Centre w.e.f 01 Oct 2023. Teachers have been provided access to Drillbit so that they can check their papers, units and student's thesis using the system. Library also organizes periodic training sessions for students and researchers about how to use the system. The library offers assistance to those experiencing problems while checking documents. All Ph.D. theses need Drillbit report by the Library before its submission to the Research Unit.

Dr. V K Jagajeevan is Librarian of the University from 22nd June 2022. He has been working as Librarian (Incharge) from 22nd July 2021 to 21st June 2022 and Deputy Librarian of the University from 24th January 2006. Prior to this he had also worked as Assistant Librarian (IIT Kharagpur); Library Assistant (Nuclear Science Centre, New Delhi); and Information Trainee (National Centre for Science Information, Indian Institute of Science, Bengaluru).
