The Chancellor
Professor Anthony Olusegun Adegbulugbe is a distinguished scholar in energy planning and management in Nigeria, having made substantial contributions to the country’s energy sector. He was formally installed as the third substantive Chancellor of Joseph Ayo Babalola University at the institution’s 14th Convocation Ceremonies in December 2023.
Adegbulugbe was the former special energy advisor to Nigerian President, Olusegun Obasanjo. In addition to serving as Chairman of the National Gas to Power Project from 2005 to 2007, he was a member of the National Economic Management Team. Along with former US Vice President, Al Gore, Adegbulugbe contributed to the assessments produced by the Intergovernmental Panel on Climate Change (IPCC), which was awarded the 2007 Nobel Peace Prize. He has been instrumental in developing Nigeria’s energy policies.
In 1976, Adegbulugbe obtained a first-class (BSc) in Electrical Engineering with a Grade Point Average (GPA) of 5.0 out of a possible 5.0 from the University of Ife. At the Massachusetts Institute of Technology (MIT), he pursued postgraduate studies and graduated in June 1981 with a DSc in Nuclear Materials Engineering with a minor in Energy Planning and Management.

Additionally, the United States’ Brookhaven National Laboratory awarded him certifications in Energy Planning and Management and Electric System Expansion Planning. In addition, he finished the International Human Resources Development Corporation’s 2006 course on International Gas Business Management in Boston, Massachusetts.
In 1984, Adegbulugbe began his professional career at the Institut für Kernenergetik und Energiesyteme in Germany as a Visiting Research Fellow. In 1994, he was named Project Director for Nigeria’s Greenhouse Gas Emission Reduction Program. From 1994 to 2010, he served as Director and Professor at Obafemi Awolowo University’s Center for Energy Research & Development, among other academic roles.
He was named Special Assistant on Energy Matters by former President Olusegun Obasanjo in 2005 and served in that capacity until 2007. From 2012 to 2013, he worked at the Nigerian Infrastructure Advisory Facility (NIAF) as a Senior Advisor. Up until 2013, Adegbulugbe served as Senior Advisor for the Nigerian Infrastructure Advisory Facility (NIAF). He was appointed chairman and Chief Executive Officer of Green Energy Limited and All Grace Energy Limited in 2014.
Adegbulugbe has actively contributed to the development of Nigeria’s energy plans and policies throughout his career. He was instrumental in the creation of Nigeria’s Energy Master Plan. The professional background of Adegbulugbe encompasses a variety of roles and undertakings. Adegbulugbe has also worked on consulting assignments such as the Nigerian Renewable Energy Masterplan, the assessment of energy infrastructure requirements, and the role of the private sector in the oil, gas, and power industries.
The Nigerian Society of Engineers (NSE), Knowledge Networks for Sustainable Energy in Africa (KNSEA), the International Association of Energy Economists (IAEE), and the Africa Energy Policy Research Network (AFREPREN) are among the esteemed professional associations that he belongs to.
