QUALIFICATION STANDARDS:
Education:
Bachelor’s degree relevant to the job, preferably in Multi-media Arts, Mass
Communication, Development Communication, Communication Arts, or any related
course.
Experience:
Has experience preferably in news and feature article writing, social media
content development, digital audio/video graphics, and photo/video editing. Knowledge
in livestreaming software is an advantage.
BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION (JOB
SUMMARY)
Develop, design, package and publish content according to brand guidelines
(ACPC information, education and communication (IEC) materials such as brochures, primers, posters, tarpaulins, audio-visual materials, etc;
Edit and produce short and long-form videos (Facebook Reels, Youtube);Prepare
news and feature articles for the ACPC news magazine, website and social media platforms;
Handle the lay-outing and publication of ACPC’s research outputs, monitoring
and evaluation reports, annual reports, and other publications;
Assist in the dissemination and circulation of ACPC publications and other
information materials;
Represent the ACPC as resource person for orientations, info caravans, and/or inter-agency meetings;
Handle ACPC’s media relations activities and conduct media events such as press briefings and radio and TV guesting to promote ACC plans and programs;
Provide secretariat support to the ACPC Governing Council and Management Committee meetings;
Maintain and update the electronic archive of ACP research outputs and other information materials;
Perform other tasks assigned by the supervisor.

BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION (JOB
SUMMARY)
● Develop and implement ACPC Communication Plan;
● Prepare news and feature articles for the ACPC news magazine, website and social media platforms;
● Copyedit and proofread all content for ACPC news magazine, website and social media platforms;
● Prepare Minutes of the Meeting of the ACPC Governing Council and Management
● Committee meetings;
● Serve as host/emcee for official events, ceremonies, trainings, and public engagements;
● Prepare speeches, messages, scripts, and agency briefing materials/presentations.
● Develop, package and publish other ACPC information, education and communication (IEC) materials such as documentation of features stories, brochures, primers, posters, tarpaulins, audio-visual materials, etc.
● Represent the ACC as resource person for orientations, info caravans, and/or inter-agency meetings;
● Handle the conduct of credit matching seminars and workshops and dialogue sessions among farmers, fishers and other stakeholders to assess the status of rural, agricultural and fisheries financing;

Bachelor’s degree in Statistics, Mathematics, Economics, Agricultural Economics, Demography, or another relevant field.
Experience:
At least one (1) year of relevant work experience (e.g., in statistical data collection, analysis, tabulation, research and survey operations).
Training:
A minimum of 4 hours of relevant training (e.g., statistical methods, data
analysis software, survey design) in the last five (5) years.
BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION (JOB
SUMMARY)
● Provide critical support in managing and processing large volumes of program data and ensuring
● Statistical accuracy and consistency across all reports and outputs;
● Generate statistical summaries, tabulations, and visualizations needed for regular monitoring
● Reports, evaluation studies, and ad hoc data requests from ACPC management and stakeholders;
● Support evaluation studies (baseline, midterm, and impact) by applying appropriate statistical tools and techniques in collaboration with the Evaluation Team;
● Facilitate data collection / downloading from ACE Portal, cleaning, and validation to ensure accuracy, completeness, and consistency of datasets;
● Handle data requests and acts as the focal person for consolidating data in response to urgent or high-priority requests from DA management, the ACPC Council, COA and other oversight bodies; and
● Ensures compliance with the ACPC’s Quality Management System (QMS), including adherence to documented procedures, process standards, internal controls, and continual improvement initiatives in accordance with applicable ISO standards and government regulations.

SUMMARY)
● Conduct policy and performance evaluations of ACPC credit programs;
● Assist in the updating and maintaining the ACPC Evaluation Agenda;
● Contribute analysis and write-ups to regular monitoring and agricultural finance reports;
● Oversee the preparation and posting of monitoring and evaluation reports on the ACPC website;
● Draft analytical briefs and technical reports;
● Participate in field validation and coordination activities with implementing agencies; and
● Ensures compliance with the ACPC’s Quality Management System (QMS), including adherence to documented procedures, process standards, internal controls, and continual improvement initiatives in accordance with applicable ISO standards and government regulations.

● Draft Terms of Reference (TORs) for evaluation studies;
● Provide analytical write-ups for evaluation studies;
● Submit regular monitoring and evaluation reports to DA and other agencies;
● Develop evaluation tools and documentation templates for use by the section;
● Collaborate with the Monitoring Section for data alignment and indicator consistency;
● Provide technical assistance and secretariat support to ACPC programs as needed; and
● Ensures compliance with the ACPC’s Quality Management System (QMS), including adherence to documented procedures, process standards, internal controls, and continual improvement initiatives in accordance with applicable ISO standards and government regulations.
