Congress Approves FY09 Omnibus Appropriations
By a vote of 245-178, the House on Wednesday, February 25, 2009, passed
the FY09 omnibus appropriations bill (H.R.1105). The bill includes the
nine appropriations bills that were not finalized in 2008 (all but Defense
and Homeland Security). The $410 billion package was then considered
by the Senate over the first two weeks of March. On March 10, 2009,
the Senate passed the bill by voice vote shortly after voting, 62-35,
to invoke cloture on the bill. During its consideration of the bill,
the Senate leadership was able to hold off numerous efforts to amend
the bill, thus eliminating the need for a conference with the House.
President Barack Obama, despite concerns over the $7.7 billion in congressionally-designated
or congressional-directed projects (more commonly known as “earmarks”) contained in the bill,
signed it into law on Wednesday, March 11

slated to receive 59,000,000 from Marine Mammals, Marine Turtles, and
Marine Protected Species funding; $24,000,000 will go to Salmon Management
Activities from Fisheries Research and Management programs.
The
Committee report states: “Pacific salmon restoration.-The San Joaquin
River Restoration Settlement will restore California's second longest
river and help rebuild imperiled Pacific salmon runs. NMFS is obligated,
under the Federal court order, to participate in the restoration planning
and settlement implementation along with other Federal agencies. NMFS
is expected to adhere to the requirements of the court order and report
back to the House and Senate Committees on Appropriations on any developments.”
PACIFIC COASTAL SALMON RECOVERY
