Addition
Hi, 21 communities requested this banner, and we are already talking with WMF for fast-tracking this banner, because this is quite urgent. The discussion have run for 1 week, and the result is 20 communities other than IDWP agree to show the banner as well. The request for comment will still run for at least one more week, and we are hoping the other 20+ communities in Indonesia will also join in the second batch.
Things to consider: The Indonesian government blocked the login method of auth.wikimedia.org, therefore its expected that many contributors cannot login to vote. We are already trying to disseminate the information on how to overcome this block, but it will take time. We are expecting more people will still voting after this. ✒ Bennylin 09:37, 9 March 2026 (UTC)[reply]
- @Bennylin, according to stats.wikimedia.org, in February 2026, English Wikipedia has 58 million page views from Indonesia, while there were 128 million page views across all projects. Do you want to extend this banner to English Wikipedia as well (in English of course)? Robertsky (talk) 04:41, 10 March 2026 (UTC)[reply]
- Hi @Robertsky, thank you for the idea. We have no issue with that. I have put a message in WikiProject Indonesia. Do you think I should put one in the Teahouse? ✒ Bennylin 06:09, 10 March 2026 (UTC)[reply]

- I'm on it. Per CentralNotice/Usage guidelines we will definitely need approval from WMF, therefore pinging FPutz (WMF) as the main point of contact for this process. Best, —DerHexer (Talk) 12:03, 9 March 2026 (UTC)[reply]
- Thanks! There is some small changes in the banner. ✒ Bennylin 16:09, 9 March 2026 (UTC)[reply]
- There are questions from community such as Indonesian Wikidata community, if a banner could be placed on Wikidata for visitors from Indonesia as well? And if it could be, then I would like request for the same for Commons and Meta-Wiki as well. ✒ Bennylin 16:40, 9 March 2026 (UTC)[reply]
- @Bennylin: Thanks for your preparations. I have created the campaign and banner (preview). Usually, banner texts should be available in all targeted Wiki project languages. Am I right in assuming that all readers of the other wikis can read Indonesian? Then it should be acceptable. — The black box looks very obtrusive, but I think that this is intended here. ;) As soon as we get approval from WMF for the campaign in general, and your approval after you have checked everything, I can enable the campaign. Please ping me when you react to my message. Best, —DerHexer (Talk) 12:17, 9 March 2026 (UTC)[reply]
- @DerHexer Thank you for the ping. I'm adding my colleague @CRoslof (WMF). We will get back to you as soon as we can. FPutz (WMF) (talk) 12:41, 9 March 2026 (UTC)[reply]
- @DerHexer and everyone involved in this thread and initiative, nice to interact with those of you whom I haven't before. I'm Ziski from the WMF Global Advocacy team. Thank you for your thoughtfulness and willingness to support the movement at this moment. We appreciate being notified of the CN banner proposal and respect the community’s deliberation and decision to put up this banner. As mentioned in the updated policy, it is useful for us to know when communities plan to advocate about an external event so that we can better coordinate and support each other. Thanks for helping to make this happen! On our end, we are taking concrete steps to resolve the situation. We are closely coordinating with a number of partners and stakeholders who are already actively engaging on the issue. We will keep you and members of the Indonesian communities updated as things evolve and will reach out if there are ways you can help amplify efforts safely and effectively, aside from this community-driven open letter. Thank you again for your solidarity and for always looking out for the health of the Wikimedia projects and communities. FPutz (WMF) (talk) 10:38, 11 March 2026 (UTC)[reply]
- @FPutz (WMF): Thanks for the statement! I had in mind that WMF needs to approve any advocacy CN campaign, but according to CentralNotice/Usage guidelines, WMF only needs to be notified in order to advice on any changes. As far as I interpret your statement, you are okay with the current proposal. As soon as I have time to look at the last minute changes later today, I will enable the campaign. Best, —DerHexer (Talk) 11:35, 11 March 2026 (UTC)[reply]

- Hi @DerHexer::
- "Am I right in assuming that all readers of the other wikis can read Indonesian?": Affirmative. Everyone who passed primary school in Indonesia learnt Indonesian language as the first language. According to the 2020 census, over 97% of Indonesians are fluent in Indonesian language. Most people are bilingual (trivia: A 2023 study ranked Indonesia as #1 globally for trilingualism, with 17,4% of population) and the speakership for various local languages in Indonesia have decreased rapidly due to Indonesianization. Therefore, wiki projects in those local languages are of paramount importance, and this blocking in the long term will have a huge affect on the 18 languages of Indonesia that already have a wiki projects and many more which are still in Incubator.
- "Usually, banner texts should be available in all targeted Wiki project languages.": You made a very good point. For now, we can have the Indonesian banner, while I will encourage local speakers to translate it to the 6 languages that have participated in this round of banner.
- "The black box looks very obtrusive, but I think that this is intended here": We have weighed the option between black or white background, and the consensus was on the black background.
- "As soon as we get approval from WMF for the campaign in general, and your approval after you have checked everything, I can enable the campaign.": Thank you very much for the understanding.

@Bennylin, FPutz (WMF), and CRoslof (WMF): I have enabled both campaigns (JV campaign, banner). Let me know when an English Wikipedia campaign received approval from the community. Best, —DerHexer (Talk) 20:33, 11 March 2026 (UTC)[reply]
- Hi @DerHexer, after 2 weeks, the discussion in en.wp has reached consensus to agree to display the banner: https://en.wikipedia.org/wiki/Wikipedia:Village_pump_(proposals)/Archive_227#CentralNotice_banner_in_Indonesia_explaining_the_recent_block_on_auth.wikimedia.org_and_linking_to_ID_WP_community_statement. Here is the banner. Thank you.
- Please also enable for Minang languages/projects. So, in addition to the current languages, please add: bew, btm, min, gor, en five languages. ✒ Bennylin 07:00, 25 March 2026 (UTC)[reply]
- Hi @Bennylin, here’s the campaign for enwiki and the banner (preview). Please take a look especially at the end date so I can go ahead and enable it. I also wanted to clarify the request about the other languages/projects. We can definitely set up additional campaigns for those, but I would need the banner text for each language. Alternatively, if you’d prefer to use this same banner (in English) across those other languages within the same campaign, that’s also possible, just let me know which option you’d like. Once I have that confirmation, I can proceed with enabling the campaign. Best, Soylacarli (talk) 14:54, 26 March 2026 (UTC)[reply]
- @Soylacarli: the campaign banner LGTM.
- The text for other languages are already ready and translated in Indonesian Wikipedia/Spanduk pembatasan akses masuk log and its translations. ✒ Bennylin 09:36, 27 March 2026 (UTC)[reply]
- Hi @Bennylin: I’ve enabled the EN campaign. Given the complexity around the banner and translations, I created a table below with the language/ banner/campaign for easier coordination. I was able to set up the campaigns for bew, btm, and min, but I couldn’t find the text for gor on the page you shared. It took a bit of time, but I’ve duplicated each of the campaigns. If you could please review and confirm that everything looks correct, I can go ahead and enable the remaining campaigns. Best, --Soylacarli (talk) 16:01, 27 March 2026 (UTC)[reply]
- @Bennylin I saw that you thanked my edit—just to note that I need explicit written confirmation before enabling the campaigns. Should I go ahead and enable them? Best, Soylacarli (talk) 21:40, 31 March 2026 (UTC)[reply]
- @Soylacarli. Yes. Only Gorontalo that use the Indonesian text. Everything else is good to go. Thank you. ✒ Bennylin 08:30, 1 April 2026 (UTC)[reply]

- About translations
- @DerHexer: Since we're probably gonna be dealing with a dozen of languages, is there a way to move the translation to Translatewiki or someplace else?
- I have User:Bennylin/Centralnotice-template-ID block-bjn and User:Bennylin/Centralnotice-template-ID block-bbc ready. ✒ Bennylin 14:12, 12 March 2026 (UTC)[reply]
- @Bennylin: Well, with a bit more time for preparations and a clearer understanding of the dimensions of multi-lingualism, we could have set up a multi-language campaign similar to Special:CentralNoticeBanners/edit/CoordinateMe2025_EN in combination with Special:CentralNoticeBanners/edit/WLP2026Regions banner (see also my slides from the admin training for limitations of the CentralNotice and Translate extensions). But this is now getting very complicated, especially with banners running. I think it's still easier for me to set up a new campaign (sadly, we cannot clone campaigns: phab:T91078) and create a new banner. — As soon as I will have more time for that. Best, —DerHexer (Talk) 14:52, 12 March 2026 (UTC)[reply]
- @Bennylin: See the bjn and bbc campaigns. Please approve it, then I will enable them. — Please note that we usually expect that the landing page will also be provided in all target languages. Because of your statement about language skills in Indonesia, we will make an exception here. Best, —DerHexer (Talk) 13:21, 13 March 2026 (UTC) PS: Do you intend to remove double votes? And maybe split signatures into registered and unregistered accounts? It's hard to keep an overview on the signature list.[reply]
- Thanks, both LGTM. We are currently translating the landing page to Javanese language. It will take time to do the rest. Thank you for the understanding.
- For the double votes, I've already cleaned them once or twice a day. I split them into several pages now, and kept a statistics in id:Wikipedia:Pernyataan_resmi_komunitas_Wikipedia_bahasa_Indonesia_terhadap_pembatasan_akses_auth.wikimedia.org_di_Indonesia/Petisi/1. We intend to leave them chronologically as-is. The script that we used (on the blue button) should be able to detect (and reject) users who have left a signature previously using mw.config.get('wgUserName');, but we currently don't have a solution (script wise) to detect anonymous signature. Therefore, I have to do it myself periodically. ✒ Bennylin 14:49, 13 March 2026 (UTC)[reply]
- @DerHexer: Could you mark Indonesian Wikipedia/Spanduk pembatasan akses masuk log and Indonesian Wikipedia/Pernyataan resmi komunitas terhadap pembatasan akses auth.wikimedia.org di Indonesia for translations? Thanks. ✒ Bennylin 15:00, 13 March 2026 (UTC)[reply]
- Both campaigns enabled. I have marked the smaller page for translation. However, the long message needs some adjustments in order to be compliant with Meta:Internationalization guidelines before it can be marked for translation, and I don't have time for this right now. Please reach out to another translation admin. Best, —DerHexer (Talk) 16:08, 13 March 2026 (UTC)[reply]

- @DerHexer:: During SOPA campaign, the post protest banner read: "more than 162 millions people saw our message". Is there a statistics for the banner impressions? Is it publicly available? Thanks. ✒ Bennylin 06:38, 13 March 2026 (UTC)[reply]
- @Bennylin: I have access to the CentralNotice metrics. Until UTC midnight, the banners were shown 1.2 million times. Unique devices are not logged. Best, —DerHexer (Talk) 08:22, 13 March 2026 (UTC)[reply]

- Proposed addition in banner
Indonesia has banned some website, but it can still easily accessed. In browser like Chrome and others you can simply only use DNS.
I propose to add something like: "To circumvent this ban, click here." With the link pointing to how to change DNS (besides other method like using VPN).
This DNS method is also easily searchable in website such as TikTok and Google. I believe people in Indonesia that wanting to access these banned website already know this DNS stuff. Thanks. Hddty (talk) 10:52, 28 March 2026 (UTC)[reply]
- This idea has surfaced before, but we realize that the government is watching the banner as well. Things like that will test their limit, and may increase the severity of the sanctions. So for now, we opt not to provide them in the banner. We do provide them in several places, like id:WP:FAQ, Contact Us, the talk page of the petition, and in our own/local Advanced Sitenotice banner. Truth is, in this day and age, people can ask AI for simple problems like this. So the purpose of the banner is not to provide a solution for this problem, but to inform the public about the problem and the petition to lift the block. ✒ Bennylin 15:47, 28 March 2026 (UTC)[reply]

Hi @Soylacarli and DerHexer:, our community has decided to extend this campaign for another month. The discussion is here. Indonesian language Wikipedia's birthday is at the end of May. We are thinking of extending at least until then (I will request again next month). Thank you! ✒ Bennylin 12:55, 9 April 2026 (UTC)[reply]
