Contracting Opportunities The New York City Department of Youth and Community Development (DYCD) invests in a network of community based organizations and programs to alleviate the effects of poverty and provide opportunities for New Yorkers and communities to flourish. DYCD contracts with various community-based organizations that provide services and activities for youth and low-income populations. Doing Business with the City of New York To do business with the City of New York, organizations need to create a vendor account in the City’s Payee Information Portal (PIP) (to get paid) and also in Procurement and Sourcing Solutions Portal (PASSPort) (for all other contracting actions, including completing vendor disclosures, finding and responding to contracting opportunities, signing the contract upon contract award, and much more). The Mayor’s Office of Contract Services (MOCS) developed and maintains PASSPort. The Crisis Management System (CMS) is an integral part of creating and maintaining community safety in New York City.
