REQUEST FOR PROPOSALS FOR CONSULTANT SERVICES TO PREPARE THE VENTURA COUNTY COORDINATED PUBLIC TRANSIT-HUMAN SERVICES TRANSPORTATION PLAN
The Ventura County Transportation Commission (VCTC) invites qualified consulting firms (“Proposers”) to submit proposals to provide professional planning services to develop an updated Coordinated Public Transit–Human Services Transportation Plan (the “Coordinated Plan”) for Ventura County. This project is anticipated to be funded in whole or in part with Federal Transit Administration (FTA) funds, and the selected Consultant shall comply with all applicable federal requirements in effect and as may be amended.

The Ventura County Transportation Commission (VCTC) is requesting proposals from qualified Certified Public Accountants to perform
professional auditing services beginning with the fiscal year ending June 30, 2026. VCTC is contemplating a multi-year contract (three
years) with a renewal option for one additional two-year term in addition to performing other financial audits as specified below. These
audits are to be performed in accordance with auditing standards generally accepted in the United States of America, the standards set
forth for financial audits contained in Government Auditing Standards and the U.S. Office of Management and Budget (OMB) Super

Overflow Railroad Bridge Repair Project, located at approximately Mile Post 423.44 on the Santa Paula Branch Line (SPBL) in unincorporated Ventura County, just west of the City of Fillmore, California.

Disadvantaged Business Enterprise
VCTC is committed to encouraging involvement of Disadvantaged Business Enterprise (DBE) and firms in all aspects of contracting involvement in all phases of VCTC’s procurement activities, including, but not limited to, fixed-price contracts, regular purchases of goods and services, and special government grant procurement to the maximum extent feasible.
It is the policy of VCTC to ensure that DBEs have an equal opportunity to receive and participate in DOT-assisted contracts. VCTC’s policy objectives are as follows:
Ensure nondiscrimination in the award and administration of DOT-assisted contracts;
Create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;
Ensure that the DBE Program is narrowly tailored in accordance with applicable law;
Ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
Help remove barriers to the participation of DBEs in DOT-assisted contracts;
Assist the development of firms that can compete successfully in the marketplace outside the DBE Program.
VCTC will take every necessary and reasonable step under 49 CFR Part 26 to ensure nondiscrimination in the award and administration of Federal Transit Administration assisted contracts.
To qualify as a DBE a firm must meet the eligibility criteria stated in 49 CFR Part 26 and be certified through the California Unified Certification Program which is supervised by the California Department of Transportation (Caltrans).
The DBE goal
for FY 2024/25 – 2026/27 is 1.34%, of which 0.65% is race-neutral and 0.69% is race-conscious.

The Ventura County Transportation Commission (VCTC) is required under federal law to maintain a Disadvantaged Business Enterprise (DBE) program.  At this time, VCTC has developed a draft revised DBE program.
The draft is available for review by all interested parties during normal business hours for twenty days from the date of this notice, May 8, 2025. Interested parties can request copies of the draft from the contact person listed below.
