About CIOB Membership
CIOB CPD Policy
As a CIOB member, you agree to complete CPD in each subscription year to comply with Rule 10 of the Rules of Professional Competence and Conduct.
Members, apart from retired members holding RetMCIOB or RetFCIOB, are required to undertake a minimum of 25 hours of CPD in each subscription year.
While we do not prescribe the types of activities you do, it is recommended that members should have a mixture of formal and informal learning within their annual CPD.
Formal learning – is directed by a trainer, teacher or industry expert.
Informal learning – self-directed learning such as reading.
While we suggest a combination of 15 hours of formal learning and 10 hours of self-directed learning, this split is not a requirement.
Reflective Account of Learning
Members are required to provide a short Reflective Statement on their overall learning for the year, reviewing what they did, how it was useful and how it impacts their further development.
This is a mark of a professional practitioner. By the reflecting on the learning already undertaken, Members are able to better understand their future learning needs.

My name is Lindsay Montgomery. I am the Head of Qualifications in the Education Department here at CIOB.
This video will tell you why the policy is changing, what is changing about it, and how you can meet the requirements.
Firstly, why is the policy changing?
We’re changing the CPD policy to align it with other professional bodies. Given the changes and the growing need for transparency across all industries, CIOB is moving to align its CPD policy more closely with those of other professional bodies, particularly our sister bodies in the built environment.
It will also be more closely aligned to ongoing competence, not just a snapshot at the start of a career. It will provide a development framework to support for you to move through your career with the help of CIOB.
It will be easier to cover all the different areas of learning and remain up to date in your practice.
And we’ve removed the points-based approach to learning to make it simpler and easier to keep audit records, moving to a time measurement instead.
So, what exactly is changing about the policy?
The previous policy was introduced at a low baseline to allow members to adapt to CPD to formalise their learning. And it was always the intention to increase the requirements to ensure that members meaningfully commit to lifelong learning through their membership.
Therefore, the amount of CPD required is increasing.
We are looking to align CIOB with other built environment professional bodies for consistency across the industry and to ease members' record keeping, particularly for those members who are members of more than one professional body.
The way that we measure CPD therefore is changing and we wish to provide a robust response to government calls in the UK and elsewhere in the in the world for stricter oversight and even regulation of members working in the built environment.
We'll also allow members to tie their CPD learning more easily to things such as site access cards in various jurisdictions.
Therefore, CPD will be matched more closely to ongoing competence.
What exactly is changing?
This is just a table to show you what was and what will be.
As you can see on the left hand side, the different components of the CPD policy.
The middle column is the previous policy that was working up until 2025 and on the right is what it will change to from this subscription year 2026 onwards.
So before we were measuring in points, if you remember, you had to match your activity to points.
But from now on, we'll just measure the time spent measured in hours, the time you spent doing your learning.
Previously you had to do a minimum of 10 points in a year, but in future you will do 25 hours within the subscription year.
Those are both minimums, you can do more if you're learning demands that of you.
The mandated areas.
Before, we mandated learning in whole life safety and made sure that you did three points, as it were, in that.
That is changing completely, and now your mandated learning will cover the four core chartership themes. I'll come onto those later.
They are professionalism, quality, health and safety, and sustainability.
You will need to do three hours learning on each theme in each year.
That would give you a total of 12 hours of CPD.
Now, as you have 25 to complete, that leaves you 13 hours and you can use those either to do more learning in the four themes or to meet your own personal development goals.
Before, if you remember the reflective account, you had to write an account for each activity that you did in the CPD year.
In future, you will just have to do one overall reflective account on your learning.
I'll come onto what a reflective account is as well.
And then lastly, the CPD types.
The type we said before was a whole list of different activities that would earn different numbers of points, they're changing that completely, and now the only types will be a mixture between formal learning and informal learning.
Formal learning being something directed by somebody else, almost like a class or an official course or a programme that you are following.
And informal learning be things you just do yourself, self-directed, possibly reading, watching videos, using new equipment and learning the instructions, something like that.
How to meet the requirements.
How are you actually going to meet these requirements for the CPD policy in 2026 onwards?
You'll record your CPD in hours.
Continue to record it in the CIOB portal in exactly the same place that it currently is.
But when you look at it, the template will be slightly changed. It will ask you slightly different questions.
It'll be easier to plan fulfilling your CPD obligations as a member because you'll know you'll have to do a little over two hours CPD per month to fulfil your obligations.
Both formal and informal learning are both acceptable, but they will be given slightly different weight.
So do make sure you have a mixture of the two as much as you can, and then only one reflective account is required. And that will take into account what you did and also your development plans for the future.

Core CPD themes
Of the 25 hours of CPD Members are required to undertake each subscription year, 12 hours of Members’ CPD activities must cover the four CIOB core themes, with at least 3 hours CPD activity recorded for each theme. These core themes, based on the CIOB’s core values that sit at the heart of Chartered Membership, ensure ongoing competence and learning development required by the Chartered grades.
It is expected that Chartered members maintain and develop this competence and that non-Chartered members have a development plan that works towards them.
The core themes are:
Health, Safety and Wellbeing (3 hours)
Sustainability (3 hours)
Quality (3 hours)
Professionalism (3 hours)
The remaining 13 hours of CPD may be chosen by the member to meet their own learning and development needs.

What CPD do you need to do?
Members commit to continuous learning in order to keep up to date and ensure they're working in alignment with current best practice
Members here includes all CIOB members at all grades, student, applicant, TechCIOB, MCIOB, and FCIOB.
The only exemption being those members on the retired grades, RetMCIOB and RetFCIOB.
Members are required to record their CPD, and you may find it more convenient to do so through the CIOB portal.
You should complete 25 hours of CPD activities in each membership year, covering each of the four core professional review themes.
You will also need to provide a reflective account of what you did, how it was useful, and how that impacts on what you will do in future.
What are the themes?
You need to talk to your annual 25 hours of CPD around the four core professional review themes, health, safety and wellbeing, sustainability, quality, and professionalism.
These are the competence standards members are assessed in, and so it makes sense to maintain competence through your career and CIOB journey in a similar way
Make sure you complete and record at least three hours of learning on each theme, giving you 12 hours overall in the core themes. That's a minimum, so you can do more if that suits your learning programme.
The remaining 13 hours of the 25 hour minimum can be directed as you choose.
It's a good idea to pick according to your personal learning and development plan
Formal or informal.
There are different ways of doing CPD and making sure you are learning and keeping up to date.
Activities and opportunities can be formal or informal, and CIOB recommends you do a mixture of both if appropriate.
Out of your 25 hours annual CPD, it is recommended, you complete about 15 hours of formal learning and 10 hours of informal activities.
Formal learning would be classes, courses, formal things where somebody leads the learning, has a plan for what you are supposed to know and possibly assesses your learning at the end.
Informal activities would be something where you're self-directed. Perhaps you are reading articles, maybe you are watching videos on the internet or using new equipment or products and learning how they work.
Your circumstances may not allow you to divide your learning in exactly this way, and you may end up doing more or less formal learning.
This recommendation allows flexibility according to your personal needs.
Here are some scenarios to give you an idea of how you could fit CPD into your role as a professional.
Jaleel is a student studying on a CIOB accredited construction degree. His course covers modules on quality, health and safety, sustainability, and working as a professional, the four themes, so Jaleel can demonstrate learning in all four of those core PR things.
Jaleel can also access more learning for free through the CIOB Academy that may be more directly related to the work he's doing at that precise time.
Sean works as a construction manager and he's a member of CIOB.
His employer requires he complete mandatory training courses in onsite safety, snagging and quality control, waste management rules, and developing a team.
He could count those as formal learning towards his CPD for the year, and together you can see that they would cover each of the four core themes.
He can then do further learning to get up to the minimum three hours in each theme, and then he can choose other learning that may match his professional development goals.
Mei is working for a construction contractor and has won a scholarship to investigate the impact of dust on construction workers and the general public.
Her CBD will be almost completely self-directed research, informal learning, rather than sitting in classes, and that would make up her 25 hours as long as she completes at least three under each of the four core themes
Marcin is the managing director of a construction consultancy.
He's not a member of CIOB yet, but he would like to become a Fellow.
Marcin attends a fellowship workshop and successfully applies, becoming FCIOB.
He's completed all of his personal development CPD activities and has also covered the mandatory themes by delivering training and development for his staff in health and safety, quality,
sustainability, and professionalism.
So he's had to learn those and prepare learning and teaching in those, in order to deliver to his staff.
Christine is a fellow of the CIOB and works in a university built environment department delivering master's degree modules.
She attends many CIOB events or webinars in order to keep up with industry best practice, and deliver that to her students.
Some of Christine's health, safety and wellbeing learning is around safeguarding and student wellbeing rather than construction health and safety.
Christine focuses much of her delivery on quality and sustainability, which requires her to attend industry events and carry out research. She meets her CIB requirements in all four core themes.
She also has a clear personal development plan around her role and her goals for the future.

Health, Safety and Wellbeing
Improving the life of those who create and use the built
environment. This includes site safety and whole life safety of built assets.
For designers, this could be designing-out risk.
For constructors, it could be anything around the safety of those on and around the site, and for facilities managers, it could be the safety of users of the building.
Sustainability
Promoting sustainability of the built environment and construction
process for public benefit, through technology or modern methods
of construction.
For designers, this could be designing-out waste or environmental impacts.
For constructors, it could be waste management or enhancing the performance of the building through innovation and technology, and for facilities managers, it could be enhancing the performance of the building.
Quality
Commitment to meet standards that improve the quality of life for those who create and use the built environment through creation of high-quality built assets.
For designers, this could be bringing value to the design of built assets.
For constructors, it could be about ensuring the quality of workmanship, and for facilities managers, it could be about improving the performance of the building for occupiers.
Professionalism
Promoting professional, ethical behaviour throughout your organisation. Commitment to diversity and inclusion in construction, inclusive and accessible design, social value and corporate social responsibility, respect, fair trade and ethical employment practices.
For designers, this could be inclusive design and selecting professional teams.
For constructors, it could be about developing teams and bringing social value to projects, and for facilities managers, it could be about engagement with the users of buildings.

CIOB CPD Audit
The CIOB regularly calls a random sample of the eligible members for CPD Audits during the subscription year. Members called for audit will be required to upload their CPD for a set period on the CIOB Members’ Portal.
Failure to respond during the CPD Audit period may result in CIOB beginning disciplinary proceedings under the Disciplinary Regulations, for a breach of the Rules and Regulations of Professional Competence and Conduct.

Some CIOB members are also members of one of CIOB Certification Schemes. These Schemes are:

The content of the learning prescribed by the Scheme will count as part of the 25 hours of required CPD.

My name is Craig Marcham, head of governance with the Institute, and my team is responsible for the auditing process.
In this video, we will explain what a member's obligations are, what we mean by auditing and what happens if a member doesn't comply with the audit.
What are the member's obligations?
All Members of the CIOB, including those in the Applicant grade of membership, agree to abide by the rules and regulations of professional competence and conduct, the Royal Charter and bylaws, and all other associate policies which the Institute adopt from time to time.
Members agree this when they sign up for membership and each time they renew their membership.
Rule 10 of the rules and regulations of professional competence and conduct, states that Members should keep themselves informed of current thinking and development appropriate to the type and level of their responsibility, and that they should be able to provide evidence that they have undertaken sufficient study to meet their professional obligations.
Please note that those in the retired grades of membership, so RetMCIOB and RetFCIOB, are not required to undertake CPD and therefore do not need to comply with Rule 10 whilst they are on that grade of membership.
What do we mean by auditing?
To ensure that Members are meeting their obligations in accordance with Rule 10 of the rules and regulations of professional competence and conduct, the Institute undertakes random sampling of Members each year.
If a member is called to audit, we will first check to see whether the member has uploaded their CPD to the CPD portal. If CPD has been uploaded, then we will write to the member and confirm that they have been audited, and their submission meets the requirements of the CPD policy.
If we review a member submission and their submissions does not meet the requirements of the policy, for example a reflective statement has not been provided or lacks detail, then we will write to the member and ask them to review and resubmit their CPD by a specific deadline.
Finally, if a member has not uploaded their submission, then they will be asked to submit their CPD to the portal by a specific deadline.
For those who do not respond after the initial communication from the Institute, then a reminder will be sent for the CPD to be submitted. No further reminders will be issued.
Please note that if there is a reason why you cannot comply with the audit, you must reach out to the governance team to discuss your situation.
So what happens if a member does not comply with the CPD audit?
If a member fails to submit their CPD by the deadlines provided, then the Institute reserves the right to consider this as a breach of the rules and regulations of professional competence and conduct.
Any alleged breach of the rules and regulations will result in disciplinary proceedings under our disciplinary regulations.
If the matter comes before the Professional Conduct Committee, a sanction can be placed on your membership with the most serious sanction be an expulsion from the Institute.
The Institute reserves the rights to recover from Members costs for matters which go before the Professional Conduct Committee.

The review also provided an opportunity to benchmark our CPD requirements with other bodies, while also keeping pace with wider regulatory changes across the sector, such as the proposed introduction of a single UK construction regulator for all functions relating to the construction industry, overseeing professionalism alongside buildings and products.

Measuring CPD in hours
Minimum requirement of 25 hours annually of which at least 3 hours for each of the core chartership themes:
Professionalism
Quality
Health, Safety and Wellbeing
Sustainability
An annual reflective account of learning
Recommended mix of formal and informal learning
Formal learning is any learning delivered through events, webinars, courses, qualifications and the like.
Informal learning is self-directed, for example reading an article, listening to a podcast and the like.
The new CPD Policy applies to all CPD undertaken in 2026 and beyond.
On the Members’ Portal, which has been updated to reflect the requirements of the new policy.

It is not mandatory to record CPD in the Members’ Portal but it is a convenient and easy to use facility available to Members, helping keep track of progress through the year. We are aware that some Members may also be members of other professional bodies within the built environment, and will record CPD with them. It is fine not to duplicate your recording of CPD, as long as you are still meeting your CPD requirements under the CIOB CPD Policy.
Unfortunately, this won’t be possible. The CPD area of the Members Portal reflects the requirements of the new CPD Policy.
Yes. Although these CPD records will be displayed on the Members’ Portal in the format of the new CPD policy requirements.
Yes. The title and date of each CPD will be shown, along with hours if these were inputted as optional at the time.
Under the new CPD Policy members are required to make an overall reflective account of their CPD. Once this is complete, members will be able to submit their 2026 CPD record.
If you are selected as part of the audit of CPD for 2025, we will write to you separately setting the process to follow.
You can find your discount code for CPD by logging in to the
Members' Portal
, clicking on the ‘Learning’ tab, and scrolling down to ‘Member Discounts’. You can then use this code during the checkout process on the
CIOB Academy
site and it will reduce the cost of CPD in your basket to £0.
All members at all grades (including non-Chartered grades such as Student, Applicant and TechCIOB) have committed to undertake and record their CPD in each subscription year. All are subject to audit. The only exception is members on the retired grades, RetMCIOB and RetFCIOB, who need not complete CPD.
Members may choose to record their CPD however is convenient for them, but they may find it easier to do so in CIOB’s Member's Portal.
Those who are on a pathway to membership but are not currently a member at any official membership grade need not complete CPD under this policy but should prepare a 12-month forward plan as part of their application/assessment.
