The article examines the approaches of the Russian press (-Moskovskie Vedomosti‖,-Russkie Vedomos... more The article examines the approaches of the Russian press (-Moskovskie Vedomosti‖,-Russkie Vedomosti‖,-Novoe Vremia‖) to the evaluation of the Spanish King Alfonso XIII (1886-1941) at the first stage of his government. During this time he, acting within the powers granted to him by the Spanish constitution of the Restoration era, tried to stabilize the political situation in Spain and raise the prestige of the royal power, is also actively involved in social and political life of the country. Alfonso XIII also sought to raise the country's prestige in the international arena, seriously shaken after the-disaster in 1898‖. The special attention is paid to the problem of formation of public opinion by the Russian press, on the example of newspaper coverage of humanitarian and intermediate activity of the Spanish king during the First World War. The activity of Alfonso XIII, aimed at protecting the interests of the citizens of the Russian Empire and the Slavic population of Austria-Hungary, in particular, his personal involvement in the rescue of the Austrian authorities was sentenced to death by a correspondent of the newspaper "New time" in Vienna D.G. Yanchevetskiy, forced the Russian public during the war to change the attitude towards Spain, its king and Spanish neutrality. The Russian-Chinese Borderland in the Late Imperial Period in the Revision of Trade and Economic Relations

The article based on the analysis of modern Russian historiography, archival materials, and press... more The article based on the analysis of modern Russian historiography, archival materials, and press information characterizes a number of problems of economic policy in the Russian-Chinese borderland from 1880–1890 until the crisis in relations between the two powers in 1911. The methods of the 19th century were becoming less and less effective as the economy of the Qing Empire was being put on new capitalist “tracks”. Materials of periodicals, documents of personal origin received by governmental chanceries of Russia allow to reveal patterns of social thought of the turn of the 19th–20th centuries, describing the eastern lines of internal and foreign policy. The article outlines the opinions of the involved Russian regional population and the administration on trade and economic relations. The principles of the Treaty of Saint Petersburg and trade rules of 1881 did not stand the test of time. The Russian population in Eastern Turkestan, Mongolia, and later in the alienation zone of the Chinese Eastern Railway faced numerous problems related to property rights, illegal expropriation, barriers to commerce from the residents and the Chinese Qing authorities who saw in Russia a threat to their territory and even to the existence of the Qing dynasty. Foreign invasion into Manchzhuria, the construction of Russian settlements and cities in Chinese land, and then Russia’s defeat in the war with Japan forced the authorities of the two powers to look for new approaches to resolving trade and economic conflicts.

Discussion on the Issue of National Outskirts in Late Imperial Russia

The monograph “National outskirts in the policy of the Russian Empire and Russian social thought”... more The monograph “National outskirts in the policy of the Russian Empire and Russian social thought” is a comprehensive study of the strategy and tactics of imperial integration of foreign ethnic peripheries, the causes of political decisions of the authorities and public debate of the 19th — early 20th centuries on the problems of borderlands. The geographical coverage is large: Poland and Finland; the Western and Southwestern regions; the Baltics; the Caucasus; and Central Asia. Each of the considered outskirts had a unique juridical status and its own legislation, economy, social classes, diverse national structure, and a complex history of mutual relations with St. Petersburg. In the last twenty years the methodological approaches to the study of imperial history have been significantly supplemented. The combination of new archival sources with extensive historiographical heritage allows the authors of the reviewed monograph to form a new substantiated view on the relations between imperial center and national periphery. They involved mutual influence of the peripheries and the capital: the public and the tsarist bureaucracy. The modernization potential of the Empire by the beginning of the 20th century had been exhausted, and the inability to reorganize the system of regional government led to a protracted crisis. The clash of conservative and liberal concepts of Empire building is evident in the detailed source analysis of periodicals and journalism of the era. Diverse natural and geographical zones of Russia, ethnic and religious population, rich natural resources determine the exceptional civilizational significance of Russian border policy in 19th — early 20th centuries, and the attention to it of contemporary researchers.

These proposals did not consider the specifics of lawmaking in the Duma monarchy. Attempts of the Main Administration for Land Management and Agriculture headed by A. V. Krivoshein to monopolize the subject of resettlement encountered sharp opposition from the most influential part of the government. The decision taken in 1909 to establish the Committee on the settlement of the Far East and to organize the Amur expedition was a compromise which was not predetermined by P. A. Stolypin's original plans.

В издательстве СПбГУ на русском языке издан перевод книги директора Центра, профессора НУК, доктора экономических наук Гуань Сю элин «Политэкономия Владимира Путина», написанной совместно с Чжан Мэном. В 2016 г. Центр существенно увеличил и расширил масштабы своей деятель ности. В научных мероприятиях Центра принимает участие около 50 чел. (ученые из Народного университета и других учреждений Пекина). Работа ведется по секциям: политика, экономика, право, литература и др. Центр имеет свой сайт на китайском языке, где подробно освещается его деятельность. В 2017 г. запущена русская версия сайта Центра: http://rus.ruc.edu.cn/ru/. Научные мероприятия Центра проходят одиндва раза в месяц. Не было обой дено вниманием и эпохальное событие всей новейшей истории России-юбилей Великой российской революции 1917 г. 5 июня 2017 г. в Народном университете Пекина состоялся круглый стол, посвященный столетию Революции. В его работе приняли участие историки СанктПетербургского государственного университета, а также историки, экономисты, политологи, представлявшие различные научные и учебные заведения Пекина.

The paper aims to highlight the history of fortifications built by the expedition of Alexander Ch... more The paper aims to highlight the history of fortifications built by the expedition of Alexander Cherkassky on Mangghyshlaq peninsula in the wide context of international relations between Russia, Khanate of Khiva and Turkmen tribes in Peter's Age. Historiographical overview indicated lack of new approaches to the problem and absence of any serious attempts to find the fortresses. Instead of the exact information on the number of the objects (two) there was a misapprehension that there were three posts. Not only published sources were examined by the staff, but also some archival documents were explored. During the source studies an unkown map made by a participant of the mission of 1716-1717 was discovered. Authors used the findings of the current field study on Manghyshlaq peninsula. However, the emperor and the government (The Council of Ministers) got fairly broad opportunities for legislative activity. This paper will focus on how the government implemented granted prerogatives and solved a number of issues related to the operation of the financial mechanism of the Empire in 1905–1914. During the period of the parliamentary monarchy the Council of Ministers was entitled to legislative authority and, under certain circumstances, could compete with the Duma and the State Council. Cotton farming, being one of the leading branches of economic activity of Turkestan of the beginn... more Cotton farming, being one of the leading branches of economic activity of Turkestan of the beginning of the 20th century, attracted the attention of big investors of the Russian Empire. This article examines functioning of the Novo-Urgench branch of the Russo-Asian commercial bank (RACB) on the basis of the material from Russian State Historical Archive (RGIA): successful and unsuccessful operations, organizational structure, interaction with clients, and its influence on the regional market. The unique character of this branch of one of the largest Russian banks lay in that fact that it was the only lending and financial institution that expanded its operations throughout the entire oasis of Khiva, including territories that were under control of the Khan of Khiva. The article studies the reasons and principles of functioning of different collegial bodies creat... more The article studies the reasons and principles of functioning of different collegial bodies created or projected for political and economic decision-making by the government in the period from the reform of the Council of Ministers in 1905 to the beginning of World War I. During this period, Russia's top officials already played the most important role in political and economic decision-making. Of course, the bureaucratization of the political elite was also accompanied by the bureaucratization of the supreme authority. The authors of the article consider the division of powers of departments and attempts to redefine the spheres of influence in the central administrative apparatus during the Duma monarchy on the eve of the War. They describe the position and degree of influence of some royal ministers (V.N. Kokovtsov, S.I. Timashev, I.K. Grigorovich, S.D. Sazonov, I.P. Shipov, P.A. Stolypin) in this matter. The sources of the research were previously unexplored materials of the Russian State Historical Archive (RGIA), published documents on the course of government meetings, in particular, Special statements of the Council of Ministers. In combination with these sources, a comprehensive analysis of the legislation in the field of public administration allows us to characterize in great detail the organization and activities of various types of interagency meetings.

On the basis of archival data from previously unpublished documents and manuscripts of the Archiv... more On the basis of archival data from previously unpublished documents and manuscripts of the Archive of the Foreign Policy of the Russian Federation, the Bahmetev Archive of Columbia University in the United States, the article provides a clear description of the role of the Eastern Pamirs in the culture of the frontier and Russia's strategy. The authors characterized the activities of the Pamir detachment, from 1889 to 1917 standing guard over the southeastern borders of the Russian Empire, the memoirs, departmental correspondence, reports of officers of the General Staff in different years who served in a unique unit were analyzed. The documents reveal to the reader the mysterious image of "Roofs of the World", which was formed at the turn of the century before last and at the end of the era of geographical discoveries and under the influence of Russia's territorial expansion in central Eurasia. The beginning of scientific study of the region coincided in time with the Anglo-Russian-Chinese delimitation in Central Asia-a process that actually stretched over more than twenty years. The authors paid special attention to the life of Europeans and the local population in the hard conditions of the Eastern Pamirs, an analysis of the relations of the indigenous population with the Russian military, and the peculiarities of the region's perception in the late imperial period. The final section of the article shows how the system of border control and interaction with local people, used before 1917, was modernized in the Soviet period and partially preserved in the post-Soviet space

The article based on the materials of the Russian State Historical Archive and the Russian State ... more The article based on the materials of the Russian State Historical Archive and the Russian State Historical Archive of the Far East characterizes the migration policy pursued by the central and regional authorities in the Far East of the Russian Empire. The active phase of peasant migration from European Russia and Siberia mainly touched upon the period of Stolypin transformations. While in the Amur region Russian colonization carried out in the territories prepared and relatively well developed in terms of infrastructure, Kamchatka and Sakhalin lacked attention and funding from the authorities. The Sakhalin Katorga, which lasted for more than 20 years, even after its abolition had an impact not only on the legal status of local residents, but also on the funding of the new settlers. The porto franco system, as an integral part of the policy of economic support for the Far East suburbs, accompanied by cheap labor from Northeast China since the 1870s and 1880s. It is noteworthy that all attempts to abolish porto franco accompanied by numerous discussions about the "yellow danger" and the need to strengthen Russian influence in the region.
