Some reports are required by statue or regulation, while others are special reports that are requested by the General Assembly. Presented below are reports issued by DEQ from 2021 through the present. 2026 Report Date 2024 Chesapeake Bay and Virginia Waters Clean-Up Plan This Chesapeake Bay and Virginia Waters Clean-Up Plan Report was developed to comply with consolidated water quality reporting requirements set forth in § 62.1-44.118 of the Code of Virginia . April 2026 A Scenario-Based Review of Wetlands After Sackett This study enhances the analysis of wetlands in Virginia conducted by VIMS in 2023. It incorporates additional wetland classes, improved hydrological connectivity modeling, and consideration of jurisdictional complexities along Virginia borders. In consideration of the pending Waters of the United States (WOTUS) rule, CCRM revised its earlier Sackett Impact analysis to reflect a focused, scenario-based approach, integrating updated datasets, refined adjacency assumptions, and improved hydrologic connectivity modeling. April 2026 2025 Chesapeake Bay and Virginia Waters Clean-Up Plan This Chesapeake Bay and Virginia Waters Clean-Up Plan Report was developed to comply with consolidated water quality reporting requirements set forth in § 62.1-44.118 of the Code of Virginia . January 2026 DEQ Memo to Del. Lopez re HB 1916 During the 2025 legislative session, House Bill (HB) 1916 proposed new registration requirements for waste tire haulers, increased the tire recycling fee, and expanded allowable uses of the Waste Tire Trust Fund. The House Natural Resources Subcommittee recommended laying the bill on the table and requested DEQ review the issues raised and provide findings, recommendations, and any proposed legislative changes. This report presents DEQ’s analysis and recommendations in response to that request. February 2026 DEQ Memo to Del. Lopez re HB 2178 During the 2025 legislative session, Del. Nadarius Clark introduced HB 2178, which would have required DEQ to establish a program to prevent the discharge or release of preproduction plastics from certain permitted facilities and to ensure prompt and environmentally responsible containment and cleanup. The House Committee on Agriculture, Chesapeake and Natural Resources’ Natural Resources Subcommittee recommended laying the bill on the table and requested that DEQ review the issues raised and submit findings, recommendations, and any proposed legislative changes. This report summarizes DEQ’s analysis and recommendations in response to that request. February 2026 2025 Report Date 2025 Alexandria Combined Sewer Overflow Outfall Progress Report This report provides an overview of the implementation status of the approved 2018 Long Term Control Plan Update (LTCPU), now branded as RiverRenew. Once operational, RiverRenew will prevent over 120 million gallons of combined sewage from polluting the Potomac River and its tributaries each year. December 2025 2025 City of Richmond Combined Sewer System General Assembly Report This report provides an overview of the efforts undertaken to address the combined sewer system (CSS) Interim and Final Plans. This report demonstrates that the City will meet its regulatory obligations, and in doing so, will provide central Virginia with cost-effective engineered solutions that will further protect and enhance the vitally important James River and the environment. December 2025 2025 Consolidated Annual Report This is the first Consolidated Annual Report submitted by DEQ to the Governor and General Assembly pursuant to § 10.1-1183.1of the Code of Virginia. This statutory provision consolidated multiple existing stand-alone reports into a single Consolidated Annual Report. Submission of the Consolidated Annual Report to the Governor and the General Assembly satisfies the statutory reporting requirements for the individual reports included in this report. December 2025 2025 PFAS Annual Report The PFAS Assessment and Source Reduction Activities 2025 Annual Report is required by § 62.1-44.34:29-33.D of the Code of Virginia to characterize annual activities aimed at reducing per- and polyfluoroalkyl substances (PFAS) in drinking water through data transfer of PFAS monitoring results from public water systems (PWS), identification of significant PFAS sources in affected PWS source water, and guidance from the PFAS Expert Advisory Committee (PEAC). The report covers activities from October 1, 2024 to September 30, 2025 and includes the first full year of DEQ’s PFAS source assessment efforts. December 2025 CY2024 Virginia Recycling Rate Report DEQ completed its review of the recycling rate data reported for calendar year 2024. DEQ reviewed 67 submitted reports. The data on these reports represent recycling information from 301 Virginia cities, counties, and towns. December 2025 2024 Annual Ambient Air Monitoring Report The 2024 Virginia Ambient Air Monitoring Data Report is a compilation of air pollutant measurements made by the Virginia Department of Environmental Quality (DEQ), the U.S. Department of Agriculture - Forest Service, the National Park Service, and the Environmental Protection Agency (EPA). Ambient air quality was measured at 34 locations within Virginia during 2024. October 2025 WQIF Quarterly Projected Grant Disbursements Report This report summarizes projected quarterly disbursements for active and pending Water Quality Improvement Fund (WQIF) grant agreements, as required by Item 365 I of the Commonwealth's 2024 budget. The report includes updates on 10 active grants and eight pending applications. September 2025 WQIF Quarterly Projected Grant Disbursements Report This report summarizes projected quarterly disbursements for active and pending Water Quality Improvement Fund (WQIF) grant agreements, as required by Item 365 I of the Commonwealth's 2024 budget. The report includes updates on 14 active grants and eight pending applications. June 2025 2024 Nonpoint Source Nutrient Credit Certification of Land Use Conversions Annual Report to DOF 2024 Acts of Assembly Chapter 146 (HB 892, Del. Bulova) requires that by July 1 of each year, the Department of Environmental Quality shall report to the Department of Forestry the following information about nonpoint source nutrient credits certified in the previous year pursuant to § 62.1-44.19:20 of the Code of Virginia and 9VAC 25-900 of the Administrative Code of Virginia that involve land use conversion: (i) the name of the nonpoint source nutrient credit-generating practice, (ii) the acreage of the forest or agricultural lands that could be impacted by the nonpoint source nutrient credits, and (iii) the location of the generation of the nonpoint source nutrient credits, including the locality in which such nonpoint source nutrient credit-generating practice is located. June 2025 Litter and Recycling Grant Program Annual Performance and Accounting Summary Report (Grant Year 2024) This report summarizes the litter prevention and recycling program expenses and activities conducted in grant year (GY) 2024 by the local government recipients of the annual litter prevention and recycling noncompetitive grants. June 2025 Q3 FY2025 Water Quarterly Improvement Fund - Grant Disbursement Projections This quarterly report provides a summary of projected grant disbursements from the Water Quality Improvement Fund. December 2024 2024 Wastewater Infrastructure Working Group Report This report from the Wastewater Infrastructure Working Group (Working Group) summarizes the Working Group’s two meetings during 2024 as well as activities by the Department of Environmental Quality (DEQ) and the Virginia Department of Health (VDH) to increase and improve access to wastewater infrastructure in the Commonwealth. December 2024 2024 Richmond Combined Sewer Overflow Outfall Progress Report This report is on the efforts the City of Richmond has undertaken to address the Interim and Final Plans for its combined sewer system. December 2024 Report to the House Committee on Agriculture, Chesapeake and Natural Resources on HB 530 This report discusses DEQ's review of Arlington County's process under the Chesapeake Bay Act for granting exceptions to land development within Resource Protection Areas. December 2024 Virginia Ambient Air Monitoring 2023 Annual Report This report is a compilation of air pollutant measurements made by DEQ, the U.S. Department of Agriculture - Forest Service, the National Park Service, and the Environmental Protection Agency (EPA). December 2024 2024 Pollution Prevention Annual Report This report includes the programs and initiatives that the Office of Pollution Prevention (OPP) works to minimize environmental footprints through actions that often exceed regulatory requirements while enhancing bottom lines. OPP coordinates incentive programs and assistance, as well as internal programs that allow DEQ to lead by example. November 2024 Roanoke River Basin Bi-State Commission 2024 Annual Report This report provides information regarding the Roanoke River Basin Bi-State Commission's activities during the 2024 fiscal year. October 2024 Virginia Annual Recycling Summary Report DEQ completed its review of the recycling rate data reported for calendar year 2023. DEQ reviewed 42 submitted reports. Of the 42 reports, 23 were submitted by SWPUs not required to report during the 2023 reporting cycle. October 2024 PFAS Assessment and Source Reduction Activities 2024 Annual Report This annual report, prepared by the Virginia Department of Environmental Quality pursuant to § 62.1-44.34:33 of the Code of Virginia, details activities related to PFAS assessments, self-reporting, and discharge monitoring. October 2024 Air Quality and Air Pollution Control Policies of the Commonwealth of Virginia This report, prepared by the Virginia Department of Environmental Quality pursuant to § 10.1-1307 H of the Code of Virginia, details the status of Virginia's air quality, provides an overview of the air division programs, and briefly summarizes federal and state air quality programs. October 2024 Virginia Annual Water Resources Report This annual report, prepared by the Virginia Department of Environmental Quality Virginia pursuant to § 62.1-44.40 of the Code of Virginia, focuses on water quantity and supply, summarizing reported water withdrawals for the 2023 calendar year, identifying water withdrawal trends, and providing an update on the Commonwealth’s water resources management activities. October 2024 An Economic and Environmental Impact Assessment of Recycling in Virginia This report evaluates the human and environmental benefits and impacts of recycling in Virginia. DEQ prepared the report pursuant to Item 377 C in the Commonwealth’s 2022-2024 Biennium Budget, House Bill 30. May 2024 Nonpoint Source Pollution (NPS) Management Annual Report This report fulfills the DEQ legislative requirement under § 319(h)(8) and (11) of the Federal Clean Water Act (33 USC 1329). It describes NPS Pollution Management Program activities undertaken by DEQ and cooperating agencies during FY 2023. Overall, it provides highlights of and progress on Virginia's NPS Management Plan. The Virginia delegation of the Bi-State Commission did not meet during FY 2022 - 2023. 2023 FY 2023 Chesapeake Bay and Virginia Waters Clean-Up Plan This is a progress report on implementing the impaired waters clean-up plan as described in § 62.1-44.117 in the Code of Virginia. December 2023 2023 Annual Report of the Plastic Waste Prevention Advisory Council This is a report of the Plastic Waste Prevention Advisory Council (PWPAC) for the Commonwealth of Virginia. The Council is working to design a path to eliminating plastic waste and pollution with plastics packaging circular economy industry standards December 2023 Evaluation of Administrative Fees for Aboveground Storage Tank Facilities, Pipeline Facilities and Tank Vessels that Store and Handle Oil This report provides an evaluation of DEQ’s implementation of the fee programs established under Article 11 in Code of Virginia § 62.1-44.34:14. et seq. of the State Water Control Law (SWCL) for aboveground storage tank facilities, pipeline facilities and tank vessels that store and handle oil for FY 2022 - 2023. December 2023 Virginia Annual Water Resources Report: Status of Virginia’s Water Resources & Management Activities The Annual Report focuses on water quantity and supply, summarizing reported water withdrawals for the 2022 calendar year, identifying water withdrawal trends, and providing an update on the Commonwealth’s water resources management activities. December 2023 Air Quality and Air Pollution Control Policies of the Commonwealth of Virginia This report details the status of Virginia's air quality, provides an overview of the air division programs, and briefly summarizes federal and state air quality programs. December 2023 2023 Richmond Combined Sewer Overflow Outfall Progress Report This report is on the efforts the City of Richmond has undertaken to address the Interim and Final Plans for its combined sewer system. December 2023 Alexandria Combined Sewer Overflow Outfall Progress Report This is a report on the implementation status of the approved 2018 Long Term Control Plan Update (LTCPU). December 2023 Commonwealth of Virginia Wastewater Infrastructure Needs Assessment This report is an estimate of the amount of wastewater infrastructure funding that is necessary to implement the Commonwealth’s Wastewater Infrastructure Policy. December 2023 Eastern Virginia Groundwater Management Advisory Committee (EVGMAC) 2023 Annual Report DEQ convenes the EVGMAC at least four times each fiscal year, and during each meeting DEQ updates the EVGMAC on activities related to groundwater management in the Eastern Virginia Groundwater Management Area and solicits EVGMAC members to present topics and analysis at future meetings. December 2023 2023 Pollution Prevention Annual Report This report includes the programs and initiatives that the Office of Pollution Prevention (OPP) works to minimize environmental footprints through actions that often exceed regulatory requirements while enhancing bottom lines. OPP coordinates incentive programs and assistance, as well as internal programs that allow DEQ to lead by example. December 2023 List of Approved Hazardous Waste Permit Modifications Under the Virginia Hazardous Waste Management Regulations, DEQ must maintain a list of approved hazardous waste management permit modifications. This list must be updated annually and a notice provided that the updated list is available for public review. August 2023 Senate Bill 565, Enactment Clause 4: Study Assessing the Feasibility of Setting a Statewide Methane Reduction Goal and Plan This report directs DEQ to convene a workgroup of stakeholders to determine the feasibility of setting a statewide methane reduction goal and plan to achieve the same. The primary focus of the workgroup was on natural gas transmission and infrastructure; however, other significant sectors are examined as well. July 2023 2022 NPS Annual Report The Nonpoint Source Pollution (NPS) Management Annual Report fulfills the DEQ legislative requirement under § 319(h)(8) and (11) of the Federal Clean Water Act (33 USC 1329). It describes NPS Pollution Management Program activities undertaken by DEQ and cooperating agencies during FY 2022. Overall, it provides highlights of and progress on Virginia's 319 required NPS Management Plan . June 2023 Toxics Release Inventory Report In March of each year, DEQ publishes the Virginia Toxics Release Inventory Report. The report contains information on the release or other management of listed chemicals and chemical categories as reported by Virginia industries in specified industrial sectors and by federal facilities located within the Commonwealth. March 2023 2023 Ozone Exceedances This report documents any ozone exceedances that occur during the current ozone season. 2023 2022 Report Date Virginia Roanoke River Basin Advisory Committee 2022 Annual Report The Virginia Roanoke River Basin Advisory Committee (VRRBAC) was established in the executive branch of state government as an advisory committee to the Virginia delegation to the Roanoke River Basin Bi-State Commission. Duties and powers of the VRRBAC are pursuant to Code of Virginia § 62.1-69.34. This report provides information regarding the VRRBAC’s activities during the 2022 calendar year. The VRRBAC did not meet from December 2021 to December 2022. 2022 2022 Roanoke River Basin Advisory Committee Report (Virginia and Bi-State) Required by Virginia Code § 62.1-69.44, provides information regarding the Roanoke River Basin Bi-State Commission's activities during FY 2022 - 2023. The Virginia delegation of the Bi-State Commission did not meet during FY 2022 - 2023. 2022 2022 Review of Supply and Demand for Stream and Wetland Mitigation Credits and Incentivizing Dam Removal Projects in Virginia This report, prepared by a DEQ-led workgroup at the request of the Chairman of the House Committee on Agriculture, Chesapeake and Natural Resources, addresses issues related to the review of the supply and demand for wetland and stream mitigation credits and incentivizing dam removal projects in Virginia. The request was pursuant to three pieces of legislation proposed during the 2022 General Assembly session: HB 276, HB 479, and HB 1283. Note: the workgroup’s examination of the issues raised in HB 1283 will be reported under a separate cover. December 2022 FY 2022 Chesapeake Bay and Virginia Waters Clean-Up Plan This is a progress report on implementing the impaired waters clean-up plan as described in § 62.1-44.117 in the Code of Virginia. December 2022 2022 Pollution Prevention Annual Report This report includes the programs and initiatives that the Office of Pollution Prevention (OPP) works to minimize environmental footprints through actions that often exceed regulatory requirements while enhancing bottom lines. OPP coordinates incentive programs and assistance, as well as internal programs that allow DEQ to lead by example.
