Welcome to the Campbell County Occupational License Office!
We are responsible for the collection of the Occupational License Tax within Chapter 110 of the Campbell County Code of Ordinances. Every person, association, corporation, or other business entity engaging in an occupation, business, trade, or profession is required to file and pay occupational license tax. Business activity includes rental property, sole proprietorships, partnerships, and corporations. The Occupational License Office is the tax collection and licensing agent for Campbell County and the cities of Alexandria, Cold Spring, Ft. Thomas, Highland Heights, Melbourne, Southgate, Wilder and Woodlawn.

Mental Health, Intellectual Disability, and Aging Tax Information
Requests for proposals are released to the public each December in coordination with Boone and Kenton County Human Services to provide a cohesive application for all three counties. The Human Services representatives from all three counties work closely together throughout the year to fully assess the needs of Boone, Campbell, and Kenton County residents by developing the request for proposal, analyzing submitted proposals, reviewing monthly reimbursement summary requests and quarterly narrative reports, monitoring funded agencies, and serving on various community boards and committees.
The FY27 Mental Health, Intellectual Disabilities, and Aging Payroll Tax application for the time period July 1, 2026 – June 30, 2027 is due no later than 4:00 PM on January 30, 2026.

AJ Jolly Horse Trails
AJ Jolly offers approximately 20 miles of trails for the citizen or visitor looking to enjoy a day out on the horse.
The Campbell County Environmental Education Center encompasses over 50 acres and allows visitors to experience field, forest, and wetland habitats. The center has two main walking trails for visitors to explore.
The state of Kentucky was pushing to improve its public park systems during the late 1950s. A Campbell County public park was voted to be established on November 16, 1959 by the Campbell County Fiscal Court. A five-person board was appointed by the county judge executive, Andrew J. Jolly, Jr, to provide, conduct, and maintain parks, playgrounds, and recreation centers in the county. A vote for a bond approval allowed six new state parks to be built, along with the building of a dam for the construction of the AJ Jolly lake. The golf course opened on June 28, 1962, along with a bridle path and stable with 15 horses. The rest of the park was open to the public in 1963. A park extension was announced and the fiscal court voted to rename the county park to "AJ Jolly Park" in honor of the former county judge.

All fees are non-refundable. We accept cash, check and credit card. There will be a bank fee associated with using the credit card option of either $2.50 or 3% of the fee being assessed whichever is greater.
NOTE:
If work is started without the appropriate permit, all fees will be doubled.
The City of Alexandria Zoning is now being managed by Campbell County Planning, Zoning & Building Department. All zoning inquiries and permit submittals should come through this office as of 3/01/2023. Code Enforcement concerns will continue to be handled by the City at this time.

How to Sign-Up for Residential Trash Service
Campbell County does not provide pick-up or drop-off services for household trash.
FIRST:
If you live in a subdivision or planned neighborhood, find out if there is a Homeowners Association for your community.  Often, the HOA contracts trash service for the neighborhood.
SECOND:
If you do not have a Homeowners Association, contact your city.  Cities usually manage garbage service for incorporated areas.

THIRD:
If you live in an unincorporated region and not in a city, you are free to contract waste removal with any hauler that you prefer.  Curbside recycling is available for select households in unincorporated Campbell County on a subscription basis. Please call Rumpke at 1-800-828-8171 to see if your household is eligible. Campbell County also offers a
Public Drop-Off Recycling Program
where residents gather recyclables at home and drop them off at
designated recycling sites
in the community.

Housing Choice Voucher Rental Assistance Application
Campbell County Department of Housing will make every reasonable accommodation to assist qualified disabled persons in accessing available services. You will be mailed a notice of invite with next-step instructions once you have been selected from the waitlist.
It is important to have a reliable mailing address and to keep your mailing address current with CCDH at all times. If your notice of invite is returned to CCDH as undeliverable to your address of record with CCDH, for any reason, you will be removed from the waitlist without further notification.

Preference: First Residency
Reason or Cause: Head of Household, Spouse, or Sole Member lives in Campbell or Pendleton County, Kentucky.
Documentation Required:
Lease agreement, Utility bill, Pay stub, Piece of first class mail
Preference: Second Residency
Reason or Cause: Head of Household, Spouse, or Sole Member lives in one of the following Kentucky counties: Kenton, Boone, or Bracken OR the following Ohio counties: Hamilton or Clermont.
Documentation Required:
Lease agreement, Utility bill, Pay stub, Piece of first class mail
Residency preference verification must be current at the time it is selected on the pre-application (dated within the month of application) and at the time eligibility is determined (dated within the month of the applicant family’s eligibility appointment) or, for lease agreements, including the months of the family’s pre-application submission and eligibility appointment. Generally, only one type of documentation is required. The agency reserves the right to request additional verification. You will be required to verify your preference was valid in the month you applied and in the month of your eligibility appointment.

Reason or Cause: Any member of the applicant family listed on the pre-application has a disability.
Documentation Required:
The PHA’s Certification of Disabled Status form completed by a physician, medical professional, or other reliable source as defined in the PHA’s administrative plan documenting the family member meets HUD’s definition of disability (contact your representative at the PHA to obtain).
Paperwork documenting benefits are received due to disability (i.e. Social Security Administration).
Generally, only one type of documentation is required FOR EACH preference claimed.  Preferences claimed on the pre-application must be current on the date of pre-application and at the time eligibility is determined. Updates to preferences can be reported by the applicant family, in writing and within 10 days, while a family is on the waitlist. For example, if a family moves to an area that makes them eligible for the residency preference while they’re on the waitlist, they may report the change to the agency to claim the preference, or, if a sole applicant turns 62 while they’re on the waitlist, they may report the change to the agency to claim the preference. If an applicant family has claimed a preference that is not verifiable or for which they are not eligible they will be returned to the waitlist without the preference listed. You must verify your preference was valid in the month you applied and in the month of your eligibility appointment.

Recruit Police Officer:
Persons interested in recruit positions must have a High School Diploma or GED and must be 20 years of age.
Lateral Police Officer:
Lateral candidates must possess or be able to obtain certification by the Kentucky Law Enforcement Council.
Candidates with police service in states other than the Commonwealth may be considered for lateral entry, provided they meet the Basic Training requirements as set forth by the Kentucky Law Enforcement Council.
School Resource Officer (SRO):
Candidates must be Kentucky certified police officers who are retirees of the Kentucky Retirement System. Applicants will be required to go through a KLEC compliant background investigation and required training courses.
Police Social Worker (PSW):
Applicants for PSW must possess a Bachelor’s Degree in Social Work, Psychology, or other social science related field supplemented with 3 years’ experience in the area of social science. Or, Master’s Degree in Social Work, Psychology, or other social science related field with 2 years’ experience in the area of social science. Or, any equivalent combination of education, training and experience which provides the necessary knowledge, skills, and abilities for this position.

Campbell County households can get four (4) free vouchers to dispose of household trash throughout the
Fiscal Year (July 1
– June 30)
. Vouchers are valid upon receipt until the end of the voucher period. Guidelines and restrictions apply.
Voucher Period 1
July 1 – December 31
Voucher Period 2
January 1 – June 30
Residents can get four (4) vouchers each fiscal year, beginning July 1.
Vouchers will expire either on June 30 or December 31, depending on when you apply for your voucher.
Applicants must provide proof of Campbell County residency.
Examples: valid driver’s license or photo ID, utility bill, deed, or lease.
Vouchers are good for one truckload or one 8-ft trailer load. If stacked, pile must by under 3-feet tall. Additional expenses are the responsibility of the resident.
Accepted: household trash, furniture, mattresses, yard waste, and home renovation debris.
Not Accepted: hazardous waste, tires, appliances, electronics, and liquid waste.
Rumpke has the right to refuse any item.
Supplemental vouchers are available (receive up to 10) once every four years per household.

The PHA’s Certification of Disabled Status form completed by a physician, medical professional, or other reliable source as defined in the PHA’s administrative plan documenting the family member meets HUD’s definition of disability (contact your representative at the PHA to obtain).
Paperwork documenting benefits are received due to disability (i.e. Social Security Administration).
Generally, only one type of documentation is required FOR EACH preference claimed.
Preferences claimed on the pre-application must be current when claimed and at the time eligibility is determined. Updates to preferences can be reported by the applicant family, in writing and within 10 days, while a family is on the waitlist. For example, if a family moves to an area that makes them eligible for the residency preference while they’re on the waitlist, they may report the change to the agency to claim the preference, or, if a sole applicant turns 62 while they’re on the waitlist, they may report the change to the agency to claim the preference. If an applicant family has claimed a preference that is not verifiable or for which they are not eligible, they will be returned to the waitlist without the preference. You must verify all preferences selected are valid in the month and year you claim the preference and in the month and year of your eligibility appointment.

Please help keep our recycling bins free of contamination by referencing the lists of acceptable and non-acceptable items. A NEW program is available to residents of Boone, Campbell, and Kenton Counties through Rumpke Recycling: Hefty ReNew. This new program will allow residents to collect certain items in orange Hefty ReNew bags; these items include plastic straws, utensils, bubble wrap, chip bags, and more. The orange Hefty ReNew bag can be purchased at your local participating grocery store for under $10. You can also request a
free starter kit here
. Once securely tied, the bag can be placed in your Rumpke curbside bin or at one of the six recycling drop-off locations.

What is the Kentucky Open Records Act? (KORA)

Can I Get an Accident Report from a State Police Post?
According to KRS 189.635, accident reports and their contents are confidential and exempt from disclosure under the Open Records Act, except for specific individuals and entities as outlined below:
Who Can Access Accident Reports:
•    Parties to the accident
•    Parents or guardians of a minor involved
•    Insurers or their written designees (for insurance business purposes)
•    Attorneys representing the involved parties
•    Parties to litigation (with a request filed along with a court-stamped complaint)
•    The Department of Workplace Standards in the Labor Cabinet
Additionally, reports must be made available to news-gathering organizations as defined by KRS 189.635(8)(b). Such organizations must complete a KSP-29 form to verify their status:

Campbell County Water Rescue
Campbell County Water Rescue has merged with Boone County Water Rescue.  The team is a branch of Boone County Emergency Management and responds to incidents and patrols the Ohio River and other waterways in Boone, Kenton and Campbell Counties.

Public Safety
Campbell County maintains among the lowest crime rates in the nation for counties similar in size. This is in large part due to the work of the Campbell County Police Department and its partner law enforcement agencies. Additionally, the Office of Emergency Management is an award-winning department charged with planning and executing disaster and emergency mitigation, preparedness, response, respectively and recovery.

The
Housing Choice Voucher Program
is a federal rent subsidy program sponsored by the
United States Department of Housing and Urban Development (HUD)
. The purpose of the HCV Program is to assist very-low income households to obtain decent, safe and sanitary housing. Qualified families pay 30 percent of their gross income for rent and utilities. The Housing Choice Voucher Program pays the remainder of the total contract rent to the landlord under a specific contract with money allocated from HUD.

Campbell County Code Enforcement is the office charged with enforcing the County Blight Ordinance O-10-97.

The Fiscal Court’s public facilities and grounds are intended for County sponsored activities. When the facilities are not in use by County officials or staff, they may be used by other organizations for occasional meetings.

Disposal of Household Hazard Waste in Landfills
To protect groundwater resources, Kentucky enacted stringent design standards for all contained landfills operating after July 1, 1995. Designs include impermeable clay liners, leachate collection systems and groundwater monitoring systems. Since all operating landfills meet these stringent standards, household hazardous waste can be disposed with other household garbage. However, household hazardous waste products should be recycled whenever possible and some wastes require special handling before disposal. The CCPD employs multiple Police Social Workers (PSWs) to support the department in providing more comprehensive service to the community. PSWs assist the public by connecting individuals with resources, offering information and guidance on a wide range of social services, and helping navigate various aspects of the criminal justice system.

Door to Door Solicitation
Per county ordinance, all door-to-door solicitors operating within the unincorporated areas of Campbell County must register with the
Campbell County Police Department
before beginning any solicitation activities.
Solicitors are required to provide:
•  Name and address
•  Employer or affiliated firm
•  Duration of intended solicitation within the county
Solicitors must carry their permit at all times while soliciting.
Local school students are exempt
from this permit requirement.
Occupational Tax License:
Applicants must also obtain the required
Campbell County Fiscal Court Occupational Tax License
before applying for the solicitation permit.
Resident Safety Tip:
Residents are encouraged to always request to see a solicitor’s permit. If a solicitor cannot produce a valid permit and the situation is not an emergency, please contact
Campbell County Dispatch at (859) 292-3622
to have an officer respond.
Residential Security Check Program
The
Campbell County Police Department
offers a free residential security check for residents of the unincorporated areas while they are away on vacation.
During each shift, officers make every effort to inspect the property for:
• Unlocked or damaged windows or doors
• Signs of forced entry
• Any suspicious activity
