Emphasis on "could" seeing as how this tag does NOT indicate whether the reference check was actually shown within the edits it is "appended" to.
An edit suggestion being "seen" is defined as: on desktop, any portion of the expanded suggestion was visible in the viewport, or on mobile, the suggestion card appeared in the drawer.
An edit suggestion being "used" is defined as: clicking the button associated with implementing, or beginning to implement a suggestion
