CAPCIT is a body attached to the Parliament of Catalonia; nonetheless, it bears a nature, structure and undertakes duties that make it stand out from the other bodies of the Parliament of Catalonia. CAPCIT is a mixed body, whereby aside from the members of parliament who pertain to it, its members include representatives from the foremost Catalan scientific and technical institutions. As a result, CAPCIT can be considered a forum through which scientific institutions submit reports to members of the Parliament of Catalonia. CAPCIT is comprised by a total of 18 members as follows: 9 are members of the Parliament of Catalonia: 6 MPs are appointed, one for each of the six parliamentary groups represented in the Parliament of Catalonia; there are also 2 MPs who are members of the Board of the Parliament of Catalonia, as well as the president of the Parliament, who also holds the presidency of CAPCIT. 9 further members  are representatives from the main scientific and technical institutions of Catalonia, specifically the Institute for Catalan Studies (IEC), with 3 representatives; the Catalan Foundation for Research and Innovation (FCRI), with 2 representatives; the Catalan Council for Scientific Communication (C4), with 1 representative, and lastly, the Catalan Public University Association (ACUP), with 3 representatives. CAPCIT has the following goals: a) Contributing to the improvement of the scientific and technical knowledge of the Parliament and disseminating it among Catalan society. b) Channelling participation from the main scientific and technical institutions when it comes to shaping the will of the Parliament in these spheres. c) Cooperating with institutions, bodies, professional associations, universities and other organisations and institutes that operate in the fields of science and technology as well as coordinating with them. d) Promoting shared responsibility with regard to public science and technology policies. Generally speaking, the material working fields of CAPCIT are as follows: a) Science, in the broadest sense; b) Technology, the Internet and communications; c) Bioethics and health; d) The environment and energy; e) Dissemination and education in the above spheres.
