Funding Information
Housing Forward, as the lead agency for The All Neighbor Coalition (the local Continuum of Care Program), is tasked with coordinating, planning, and preparing the annual application for the Department of Housing and Urban Development (HUD) which brings critical resources for our unhoused neighbors to our community.

FY2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO)
Update – 12/21/25
On Friday December 19, the Department of Housing and Urban Development (HUD) reissued an
FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).
Earlier in the day a federal judge issued a preliminary court order, which temporarily blocks HUD from implementing the NOFO. Because of that injunction, HUD can publish the NOFO for public review but cannot move forward with the NOFO until legal issues are resolved. The judge is expected to issue a written order next week, which we hope will provide more information about how the CoC should proceed.
What does this mean for CoC Project Applicants?
No action is required at this time and the NOFO policy and timelines may shift depending on the court’s final decision. We will continue to update you on any developments.

All Neighbors Coalition Request for Qualifications (RFQ) Case Management
The All Neighbors Coalition is issuing a Request for Qualifications (RFQ) to fund agencies as subrecipients for current and future projects managed by the lead agency. Agencies will deliver Rapid Rehousing and Permanent Supportive Housing, which provides short and long-term rental assistance, case management, navigation, and connections to community services. This RFQ will create a pool of agencies that meet a minimum threshold of knowledge, skills, and abilities to deliver case management services. Agencies can meet eligibility for local funding only or both local and federal funding. The All Neighbors Coalition anticipates making awards under this RFQ on an as needed basis through 2026 based on funding availability.

System-wide Diversion in Irving
The All Neighbors Coalition is issuing a Request for Proposals (RFP) to fund agencies to deliver the Systemwide Diversion Initiative in the City of Irving.
Eligible agencies must be able to deliver in-person services within the City of Irving. The goal of the Diversion Initiative is to end an individual or family’s experience of homelessness as quickly as possible while empowering them to regain stability. The emphasis is on securing safe, appropriate options in the community rather than an emergency shelter stay, whenever possible.

FY24 CoC Builds
HUD has announced a Special Notice of Funding Opportunity (NOFO) to add new units of permanent supportive housing (PSH) for individuals and families experiencing homelessness through
new construction, acquisition, or rehabilitation
. As required by HUD, the local Continuum of Care (COC) is required to review all submissions and choose a single project to be submitted to HUD by the local CoC’s lead agency, Housing Forward. This opportunity can fund up to $7.5 Million for capital, supportive services, rental assistance, and administrative costs.

Rapid Rehousing Subrecipients
The All Neighbors Coalition is issuing a
Request for Proposals (RFP) to identify subrecipients to deliver Rapid Rehousing
, which provides short-term rental assistance, case management, navigation, and connections to community services.
The Rapid Rehousing RFP includes FY2024 HUD funding
being applied for
through the CoC Program DV Bonus which is dedicated to households experiencing trauma or a lack of safety related to fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking and qualify for services through Category 1 or Category 4 of the homeless definition of 24 CFR 578.3 or section 103(b) of the McKinney Vento Homeless Assistance Act. This funding opportunity is open to
both
HUD designated Victim Service Providers (VSP) and non VSPs.

Permanent Supportive Housing RFP
The All Neighbors Coalition has a shared goal of significantly reducing chronic unsheltered homelessness. Since 2021, the Coalition has reduced unsheltered homelessness by 24% by providing immediate access to low barrier permanent housing and wrap around services to people. To build on this progress, the All Neighbors Coalition has made it a top priority to increase exit pathways from homelessness by increasing available permanent supportive housing units with integrated behavioral health supports.
This Request for Proposals (RFP) is to fund supportive services for 50 neighbors in permanent supportive housing. This project will serve individuals who are experiencing chronic homelessness.

Destination Home RFP
The All-Neighbors Coalition is issuing a Request for Proposals (RFP) to fund Housing Stability Case Management for an estimated 250 neighbors enrolled in the Destination Home project.
The initial Destination Home (DH) Supportive Services RFP grant term is 9 months (October 2024-June 2025) from the time of award, with annual renewal contracts beginning in July 2025. Housing Forward will assume match responsibility for the grant and pay rental assistance and utilities for neighbors enrolled in the project.
Housing Forward anticipates awarding 10 FTE for Housing Stability Case Management under this RFP, however, more FTE may be awarded in the future following the project transfer and budget amendment process with HUD. Each agency will submit a budget proposal with their application using the template provided in the section below, which outlines the funding parameters for each budget line item.
*Funding availability is contingent on the final execution of the grant transfer process with HUD.

Youth Homelessness Demonstration Program RFP - Closed
In 2023, the All Neighbors Coalition was awarded the largest amount of funding through the
Youth Homelessness Demonstration Program
across the country. Since then, Housing Forward, the Youth Action Board (YAB), and youth-serving providers and partners of the All Neighbors Coalition have worked together to build a comprehensive
Coordinated Community Plan
for significantly decreasing youth homelessness in our community utilizing the funds available.
The funds available through this RFP are dedicated to serving youth and young adults ages 24 and under with the goal of permanent housing.

2024 Coordinated Outreach RFP
The All Neighbors Coalition is issuing a Request for Proposals (RFP) to fund staff providing Coordinated Outreach services.
The All Neighbors Coalition has a shared goal of significantly reducing chronic unsheltered homelessness. Our community has made great progress this year, reducing unsheltered homelessness by 14 % and chronic homelessness by 32 % between 2022 and 2023. This success was achieved by providing immediate access to low barrier permanent housing and wrap-around services to people living in encampments and other locations outside.
To build on this progress, the All Neighbors Coalition has made it a top priority to expand the capacity of dedicated outreach teams working under the communitywide Coordinated Outreach Strategy.

The Systemwide Diversion RFP combines $2.1 million annually in Department of Housing and Urban Development (HUD) funding from two CoC Program Projects, * as well as private funding raised for the All Neighbors Coalition Flex Fund.
The anticipated grant term will be 1 year starting February 1, 2024, with an option for ongoing renewal.

On February 2, 2023, the U.S. Department of Housing and Urban Development (HUD) announced a first-of-its kind package of resources to help communities implement a coordinated approach to ending unsheltered homelessness.
Dallas and Collin Counties received $22.8 million to address unsheltered homelessness.

Day 1 Families Fund - 2022
On behalf of the All Neighbors Coalition, Housing Forward received a $1.25 million grant from the Day 1 Families Fund. The Day 1 Families Fund issues annual awards to leading organizations employing needle-moving work to help families achieve housing stability. The grant provides $250,000 for Housing Forward to provide backbone support for the family homeless response system, as well as $1,000,000 for agencies providing direct assistance to families.
