This paper focuses on the perceptions and mentalities of teachers from the public teaching system... more This paper focuses on the perceptions and mentalities of teachers from the public teaching system from Romania regarding the ways that they were into contact with the eLearning platforms due to COVID 19 pandemic period. Even though in Romania at that time, or in present there are no legal framework regarding the eLearning platforms for pupils. By exception from the National Ministry of Education from Romania, the eLearning platforms were considered a proper solution for Romanian system for teaching during COVID 19. Once with the end date of the alert situation for COVID 19, 8 March 2022, and after finding the advantages of eLearning system a law project proposal is in discussion for proper regulation. The pilot study was focusing on semi-structured interview and participatory observation of the 39 teachers from public national system from Romania (North East and Bucharest-Ilfov development areas). They act from the first level of education, -kindergarten, continuing with primary school, elementary school, high school and until the final level,meaning, university. The result of our pilot study reveals the fact that there are two types of teachers that use eLearning system, the `active` and `passive` type. Each of them have their own characteristics and were resilient to change because of lack of abilities for eLearning and not having references points from where to start. Step by step they became more self-confident and take into consideration to include in the future the eLearning system into their onsite future teaching method.

As he mentions in his book the blog was a result after he decided to leave the newspaper and to write on its own about the cybercrime on the internet that affects all of us, including the younger generation. Even though he is not a computer expert as he declares, in 1994 graduated with a Bachelor of Arts in International Studies from George Mason University and he documented by his own regarding the computer and internet security during his work as reporter and continuing after opening his own website. Meanwhile he published his book and participated in different presentations regarding cybercrime and elements connected to it. Brian Krebs as reporter and author received different nominees and in 2013, together with security expert Bruce Schneier, was included in the Hall of Fame of authors of specialized blogs. In 2015 he won the Prose Award. His blog was voted three consecutive years (2011, 2012, 2013) by the RSA Conference, the biggest assembly on this domain, to be `the blog that best represents the cybercrime security industry`. The information presented on the blog is very well documented and has a proper presentation suitable for our current global and continuing adaptation to internet challenges for people. This can be considered a proper instrument for researchers, students, stakeholders that have their focus on cybersecurity and the spam issues that are all the time on the internet and even on our personal computers. The book is structured on twelve chapters with and epilogue at the end, very useful for us as permanent current users of the internet. This paper shows that Romania, as a post-communist country until the '90 succeeded to embrace the... more This paper shows that Romania, as a post-communist country until the '90 succeeded to embrace the social economy sector and accessing these opportunities for its own social-economic development of communities and social inclusion of vulnerable citizens. The social economy domain existed in Romania before communism, but it had different stages of development and characteristics due to its period of political regime. A mixed research method, combining secondary analysis of data, longitudinal analysis and local case study experience was conducted. The original value of the scientific field is by analysing the way the social economy entities from the European and Romanian levels have a common objective to bring sustainable community development using the mixed research method. Also, how in 15 years the number of social enterprises in Romania grew and offered real opportunities to citizens, such as job opportunities, program qualifications and support for dependent persons etc.

The originality of this study is given by the mixed researched methods (participatory observation, sociological exploratory experiment and self-administrated questionnaire) used to collect the information and identify if receiving autonomy, competence and relatedness from the teachers, students become more engaged in courses activities and learning performance. Contrary to our initial supposition we were able to conclude that the Z generation of students are not developing `anxiety` feelings when they are separated from their smartphones during classes if they are fully assured the autonomy, competence and relatedness for taking this decision. But, during that period their main thoughts are related to anxiety or expectation that something is to happen and they risk not to see it on their smartphone....

The sector of social economy grew and gained its own place in the actual social and economic acti... more The sector of social economy grew and gained its own place in the actual social and economic activity at local, regional and national level in Romania. Even though until 2015 there was no clear legislative regulation social economy entities were created and contributed to the community development and job offers for vulnerable persons. This paper is focusing on a case study of best practices in social economy of entities from Romania. The main goal was to present the financial opportunities existing after we became a member of the European Union, social indicators targeted and achieved by these projects. Finally, to present two best practices of social economy entities created and acting in Romania. We will also focus on its collaborative economy for developing the social and economic communities where they were acting. Namely, Non-Governmental Professional Association of Social Work (ASSOC) from Baia Mare, Maramures and Alături de Voi Romania (ADV Romania) from Iasi.

Recently an article in the local press emphasized the fact that universities in Iasi have "infused" 82 million in city's economy. Local universities have attracted European funds totaling that amount. The entire amount approaches the annual budget of revenue of the City . Like all beneficiaries of EU funds, universities has to face the same bureaucracy that hinders the absorption of European funds. This does not preclude the continuation of projects in the partnerships established between universities from the consortium UNIVERSITARIA.

Accessing and preparing the conditions to increase the absorption level of Structural Funds repre... more Accessing and preparing the conditions to increase the absorption level of Structural Funds represents an absolute priority in the present and following years. This study aims at tracing the evolution of the projects funded from Structural Funds in Romania, as well as identifying a series of dysfunctions in this context. First of all, we underline the fact that the absorption of European funds is not and should not be an aim in itself. Some Structural Funds are granted for infrastructure, some for the development of human resources, others for the elimination of the gap between regions, and finally, others for the development of a solid business environment. It is the responsibility of each country to correlate all these directions into a unitary strategy designed to accelerate its own modernisation process. Secondly, we attempt to identify a series of ethical dilemmas regarding the drafting, the selection and the implementation of projects.

Purpose: The purpose of the present work was to explore how the RDA succeeded in engaging the participation of its community of scientists in a rapid response to the EC request. Methods: A survey questionnaire was developed and distributed among RDA COVID-19 work group members. A mixed-methods approach was used for analysis of the survey data. This included ethical and legally appropriate sharing of data. The European Commission (EC) called upon the Research Data Alliance (RDA) to recruit experts worldwide to quickly develop recommendations and guidelines for COVID-related data sharing. Purpose: The purpose of the present work was to explore how the RDA succeeded in engaging the participation of its community of scientists in a rapid response to the EC request. Methods: A survey questionnaire was developed and distributed among RDA COVID-19 work group members. A mixed-methods approach was used for analysis of the survey data. Results: The three constructs of radical collaboration (inclusiveness, distributed digital practices, productive and sustainable collaboration) were found to be well supported in both the quantitative and qualitative analyses of the survey data. Other social factors, such as motivation and group identity were also found to be important to the success of this extreme collaborative effort. Conclusions: Recommendations and suggestions for future work were formulated for consideration by the RDA to strengthen effective expert collaboration and interdisciplinary efforts.
