Otter Creek Basin Clean Water Service Provider Call for Proposals
About:
CWSP Application Cover Letter- Otter Creek Basin
The ACRPC, in its role as the Clean Water Service (CWSP) Provider for Basin 3, the Otter Creek, Lewis Creek, and Little Otter Creek watersheds, is issuing a request for proposals for projects that improve water quality in Basin 3. Any proposed projects must be consistent with the Clean Water Initiative Program (CWIP) Funding Policy. Applicants must consult with DEC staff on potential project impacts on natural resources, like wetlands or river corridors and to give DEC 30 days to review project impacts. Projects must be in keeping with the vision set forth by Act 76, the Clean Water Service Delivery Act, and policies and guidance set forth by the Vermont Department of Environmental Conservation to implement the Act.
Applications are accepted on a rolling basis with quarterly review of proposals.

Water Quality Project Development Block Grants
About:
ACRPC is administering a 2022 Environmental Conservation (DEC) Project Development Block Grant to subgrant up to $34,000 to develop water quality improvement projects. Funds should be used for getting landowners, municipalities and other partners “on board” with projects to improve water quality and to move those projects towards design and implementation. All project work, invoicing and reporting must be complete by July 1, 2024.
Grant description and application instructions
Activities covered by this grant include (but are not limited to):
– reviewing and prioritizing water quality projects listed in sources like stormwater master plans or tactical basin plans;
– contacting landowners to assess interest and feasibility;
– reviewing permitting concerns;
– meeting with towns;
– working with partners and/or online tools to estimate phosphorus reduction potential
– developing basic concept drawings
