Highway 5 Improvements Project | Carver County, MN
The Highway 5 Improvements Project is widening the highway from two to four lanes west of Highway 41 in Chanhassen to downtown Victoria. The project includes:
Intersection improvements to enhance traffic flow and safety.
Reconstruction of Highway 13 (Rolling Acres Road/Bavaria Road) between Interlaken and 78th Street to calm traffic and improve safety for all users.
Water quality management best practices to collect and treat highway runoff.
Safety improvements for people who walk, bike, and roll including improved access and a safer crossing for the Lake Minnetonka LRT Regional Trail.
Traffic and Trail Impacts
Current closures and traffic impacts include:
Highway 41
between Highway 5 and Tanadoona Drive is closed through mid-summer.
Bavaria Road
between Highway 5 and Highway 18 (Lyman Boulevard) is closed through mid-summer.
Shoulder and lane closures
along Highway 5 are in place to provide space for crews to safely and efficiently complete work.
Lane closures and flagging
will occur outside of peak morning and afternoon travel times.
Trail closures
within the project area.

Trail Impacts
The trail
along Bavaria Road
(Highway 13) between Highway 5 and Highway 18 is closed through mid-summer.
The trail in the
northeast corner of the Highway 5 / Highway 41
intersection between 78th Street and Century Boulevard is closed through fall 2026.
The trail on the
east side of Rolling Acres Road
(Highway 13) between Highway 5 and Tamarack Trail will close April 23 through early June.
The trail on the
south side of Highway 5
between Highway 41 and Century Boulevard is closed through late May.

Highway 41 Closed Through Mid-Summer 2026
Highway 41 between Highway 5 and Tanadoona Drive is closed.
Drivers should use Highway 5, Highway 41 (south of Highway 5), and Highway 18 (Lyman Boulevard).
Properties directly west of the closure area will use Tanadoona Drive to access West 78th Street.
Properties directly east of the closure area will use Century Boulevard to access West 78th Street.

Bavaria Road Closed Through Mid-Summer 2026
Bavaria Road between Highway 5 and County Road 18 (Lyman Boulevard) is closed.
Drivers should use Highway 5, Highway 7, and Rolling Acres Road.
78th Street area properties will use Kochia Lane to access 78th Street. Properties directly east and west of the closure area with no alternate access will be allowed access through the closure area.

Additional Traffic Control Measures
Carver County and project partners are actively monitoring traffic conditions and making adjustments to improve safety and reduce cut-through traffic in nearby neighborhoods.
Traffic control measures include signage, barricades, lane narrowing or channeling, and speed bumps.
Highways 5 at Highway 11 Closed Through Mid-July

Project Overview and Resources
The project advances the vision of the
Arboretum Area Transportation Plan
, a long-term, community-driven framework to improve mobility between Chanhassen and Victoria. As traffic volumes grow, the project focuses on reducing congestion, improving safety for all users, strengthening walking and biking connections, protecting the environment, and better linking neighborhoods, businesses, trails, and regional destinations.
Timeline
Construction is planned from winter 2026 through autumn 2027. Construction was carefully planned to reduce road closures and limit impacts as much as possible. Access to the Arboretum, Downtown Victoria, businesses, homes, and local roads will remain open throughout the project.

2026 Schedule
In 2026, work will focus primarily on northbound and southbound roadways, the Lake Minnetonka LRT Regional Trail, and Highway 5 near the current Arboretum entrance.
2027 Schedule
In 2027, construction will shift directly to Highway 5 between Victoria and Chanhassen.
Funding and Grants
Funding for the project, estimated at $125M, is now fully secured through federal, state, county, and city sources.
