DARS offers a free Medicare counseling service called Virginia Insurance Counseling and Assistance Program (VICAP). Learn more about VICAP. DARS offers guidance on how to choose a long-term care facility and information on how to pay for long-term care. If you’re worried about a loved one’s care, long-term care ombudsmen can step in to resolve issues in nursing homes.
