The Robert Carr Fund is a unique pooled funding mechanism that works.
Founded in 2012, RCF invests in global and regional community-led and civil society networks to sustain and expand the role of inadequately served populations (ISPs) in the HIV response.  Participation is central to everything we do, with communities at the heart of our decision-making process.

RCF is committed to provide core, long-term and flexible funding that enables community-led networks to be more resilient, agile and innovative. Our grant-making process is participatory and inclusive every step of the way. We are widely recognized as a model of good funding practice.

Shifting the power to communities, the Robert Carr Fund contributes to advancing the global HIV goals, strengthening sexual and reproductive health and rights (SRHR), access to services and social justice for all.
SAGE – Sustaining Action for Gender Equality project
The Sustaining Action for Gender Equality (SAGE) project, funded by the Gates Foundation, is a new initiative launched by the Robert Carr Fund (RCF) and Aidsfonds. Gender inequality is a major driver of HIV infections, especially among women, girls, and gender-diverse people. The SAGE project seeks to bridge the gap between the HIV movement and broader movements for gender justice, striving to create a world free from AIDS where no one is left behind.

Since 2012, the Robert Carr Fund (RCF) has invested US$125 million in community-led HIV advocacy. The RCF 2022–2024 grant cycle report, shows how far core, flexible, long-term and community-driven investments can go.
Despite unprecedented challenges, networks achieved breakthrough results.
Immediate Termination of RCF Activities in the Russian Federation
On August 4, 2025, the Robert Carr Fund (RCF) was officially designated as an “undesirable organisation” by the Office of the General Prosecutor of the Russian Federation. As a result of this designation, RCF is compelled to immediately cease all operations and support within the Russian Federation.
