Enhancing Domestic Resource Mobilization in North Africa through Innovation and Technology

The 2025 Intergovernmental Committee of Senior Officials and Experts (ICSOE) for North Africa will take place in Rabat, Morocco, on 11-13 November 2025 under the theme: “Enhancing domestic resource mobilisation through innovation and technology in North Africa.”
The ICSOE meeting will provide member country representatives, stakeholders and experts from Algeria, Egypt, Libya, Mauritania, Morocco, Sudan and Tunisia with an opportunity to assess the results achieved by the ECA Office for North Africa’s over the past year and agree on strategic priorities for the year ahead, with a focus on regional integration and SDG implementation.
Parallel to ICSOE meeting, the ECA office for North Africa will hold an expert group meeting (EGM) under the same theme.
Domestic Resource Mobilization (DRM) plays a key role in countries’ fiscal independence and their ability to chart resilient development trajectories. By effectively harnessing domestic financial resources through efficient taxation systems, public savings, and public spending, countries can increase their capacity to fund core public services and long-term strategic investments without becoming overly dependent on other resources, such as development aid, Foreign direct investment (FDI) or sovereign debt, thus securing greater stability for their economic planning.
The EGM meeting will be an opportunity to examine progress made in domestic resource mobilisation across North Africa, examine opportunities for further improvements with a focus on the role of innovation, digital transformation, and technology in strengthening domestic resources mobilization toward achieving the SDGs, and identify opportunities for South-South cooperation and experience sharing.
The ICSOE and EGM outcome documents will be submitted to the 2026 session of the Conference of African Ministers of Finance, Planning and Economic Development (COM2026) scheduled to take place in Morocco in March 2026 under the theme: “Growth through innovation: harnessing data and frontier technologies for the economic transformation of Africa”
