Address assignment schemes vary from country to country and there is often a strong cultural, religious and traditional connotation to them. We describe the current situation of addressing in Botswana, which is currently drafting a proposal for an address assignment scheme for location and postal addresses as part of the 'Addressing Botswana' project. The Universal Postal Union (UPU) has an initiative, 'Addressing the world-An address for everyone', which aims to raise awareness on the importance of addresses as an essential part of the socioeconomic infrastructure of its member countries. Within ISO/TC 211, Geographic information/Geomatics, the ISO 19160, Addressing, project is developing recommendations for the development of international standards to facilitate address interoperability. Drawing on these initiatives, we initiated a research project that aims to support the Addressing Botswana project. Focusing on the address interoperability of the ISO 19160 project, we firstly look at address assignment scheme. Based on this, a unique address assignment scheme for Botswana will be proposed. In this paper we propose criteria for an address assignment scheme in Botswana: a single set of place or area names; different addresses types for urban, rural and farm areas; principles for address numbering assignment; integration of different referencing systems; and a single authoritative master database of addresses.

The advent of computers opened up a whole new range of possibilities, such as routing and vehicle navigation, automated processing of mail items, utility planning and maintenance, spatial demographic analysis and geo-marketing. Addressing schemes vary in different parts of the world, such as referencing to a road network or to a hierarchy of administrative areas; in informal settlements addresses can be informal, variable and creative. Addresses are used for a wide variety of purposes, often with conflicting needs, such as required geographical precision and accuracy. Various stakeholders are involved in both designing and maintaining an addressing scheme, including town planners, city managers, utility companies, postal operators and addressees. Some countries and international organizations have address standards and there is a process within the International Organization for Standardization (ISO) looking at bringing them together into a suite of international standards for addressing. In this paper we present a number of issues that have to be considered when designing an addressing scheme. Drawing on these, we show that there is a trade-off between people, the physical world and its digital representation when designing an addressing scheme. Based on these findings, we list a number of good principles for the design of a national addressing scheme. Addressing schemes vary in different parts of the world: in Euro-centric countries reference to a road network in the address is common; in eastern Asia a hierarchy of administrative areas without reference to a thoroughfare is used; and in informal settlements across the world the addresses are informal, variable and sometimes creative. This variety in schemes reflects the cultural connotation of addresses. Figure 1 shows some examples of addresses from different parts of the world.

In this paper, models are created to predict the levels of ground level Ozone at particular locat... more In this paper, models are created to predict the levels of ground level Ozone at particular locations based on the cross-correlation and spatial-correlation of different air pollutants whose readings are obtained from several different air quality monitoring stations in Gauteng province, South Africa, including the City of Johannesburg which is on the cusp of being one of the world's megacities and is currently the most polluted city in the country. Datasets spanning several years collected from the monitoring stations and transmitted through the Internet-of-Things are used. Big data analytics and cognitive computing is used to get insights on the data and create models that can estimate levels of Ozone without requiring massive computational power or intense numerical analysis.

With a focus on different aspects of stakeholder management, stakeholder aspect can be divided in... more With a focus on different aspects of stakeholder management, stakeholder aspect can be divided into three simplified main approaches being descriptive approaches, which depict "what happens", instrumental approaches which outline "what happens if", and normative approaches which suggest "what should happen". This study looks at the instrumental approach where various sets of critical success factors (CSFs) have been suggested for a successful and functional physical addressing system. Stakeholder theory includes the stakeholder's perceptions of its relationship with others, its interests and its identity. One perspective that is not often incorporated is an indepth exploration of stakeholder scenarios. Similar to narratives, through future scenarios individuals and organisations construct identity, outline the vision, communicate envisaged systems interoperability and construe relationships. This paper synthesizes documented theory and research in stakeholder theory, strategic planning, CSFs, future scenarios and proposes a conceptual stakeholder management framework for physical addressing system. This paper is focused on theory development and theory testing will be conducted in future research projects.
