PPS Supports Resource Recovery Technology to Secure Stable Supply of Raw Material- PPS Administrator Visits Naphtha-Regenerating Innovative Enterprises to Explore Global Supply Chain Stability - PPS Supports Securing Stable Market Access by Expanding Resource Recovery TechnologyThe Public Procurement Service (Administrator Baek Seung-bo) visited City Oil Field (CEO Jeong Yeong-hun) on April 23rd, a company specialized in producing petrochemical feedstock by decomposing waste plastics, to explore ways to expand sales channels and secure stable raw materials through public procurement.
The visit was aimed at strengthening domestic alternative supply chains through waste resource recycling and supporting stable market access for innovative enterprises, especially as geopolitical instability in the Middle East increases the price volatility of imported raw materials.
City Oil Field’s plant utilizes low-temperature pyrolysis to regenerate naphtha and refined oil from waste plastics. By reducing import dependency, the facility enhances production stability and eases the cost burdens for businesses amidst global supply disruptions.
PPS plans to provide active support to ensure that the recycling plant—designated as an innovative product in 2022—gains market competitiveness and is prioritized for use by public institutions.
Meanwhile, representatives from Australia-based Simba Global, a major textile supplier, also visited the plant to explore the facilities and observe the excellence and competitiveness of these innovative products firsthand.
PPS Administrator Baek Seung-bo stated, “Securing a domestic alternative supply chain for raw materials is crucial for public safety and sustainable business operations. We will actively support innovative resource technologies so that our companies can secure stable markets and continue to grow.”

PPS Transfers ‘K-Procurement’ Innovation DNA to 5 Latin American countries- Co-hosting the ‘2026 International Public Procurement Workshop’ with IDB; attended by approximately 20 officials, including the Vice Minister of Guatemala.
- Transferring comprehensive knowledge of Korea’s procurement system and e-procurement while sharing digital and AI-driven best practices.The Public Procurement Service(PPS), headed by Administrator Baek Seung-bo, is hosting the 2026 International Public Procurement Workshop (IPPW) from March 23 to 26 in collaboration with the Inter-American Development Bank (IDB). The event will take place at the PPS headquarter in Daejeon and KINTEX in Goyang.
Since its inception in 2016, IPPW has established itself as the best public procurement workshop in Korea. By co-hosting with renowned international organizations such as the OECD, AfDB, and IDB, the workshop has served as a platform to introduce Korea's latest procurement trends to the world and share global dynamics.
This year’s workshop, the second collaboration with the IDB following the 2024 event, is attended by 13 high-level officials from five Latin American countries—Guatemala (including Vice Minister Carlos Melgar), Uruguay, Panama, Paraguay, and Colombia—along with six procurement specialists from the IDB and the Organization of American States (OAS).
* OAS: An international organization for cooperation across the Americas, which operates the INGP (Inter-American Network on Government Procurement), a collaborative body for Latin American public procurement.
The workshop aims to provide Latin American high-level officials with a structural understanding of the Korean public procurement model, enabling them to practically apply these insights to improve their own systems and enhance institutional capabilities. In particular, PPS will share its operational expertise regarding Korea's strategic procurement framework and “KONEPS.”
Furthermore, PPS will engage in in-depth discussions with Latin American nations and the IDB regarding the application of Digital AI in procurement administration—a key global issue—and share best practices.
Meanwhile, participants will visit the Korea Public Procurement Expo (KOPPEX), the nation’s largest public procurement exhibition, to witness the exceptional technological prowess and quality of innovative and excellent SMEs. Notably, a specialized booth tour will be conducted for five companies expected to see high demand in the Latin American market, laying the groundwork for local exports.
PPS Administrator Baek Seung-bo stated, “As this workshop is held alongside KOPPEX, it provides a valuable opportunity for participants to experience how public procurement can be used strategically to drive corporate growth. This will serve as a significant catalyst for foreign governments to adopt the Korean-style public procurement model.
He added, “We will continue to closely cooperate with international organizations like the IDB to support Latin American countries in establishing strategic public procurement systems on par with Korea's, thereby contributing to the sustainable development of procurement administration in the region.”
