The Philippines government have legislated several laws and policies that both framed in continental and home-rule theories; and employs law enforcement that is Weberian and Durkheimian-inspired penal and correctional laws and policies. This study is aimed to assess some crimes and laws to describe the government law enforcement practices and their relationship with criminology theories. The researcher assessed the Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act; RA 9262: the Anti-Violence Against Women and their Children Act of 2004; RA 11648 Increasing the Age of Sexual Consent; RA 8353 The Anti-Rape Law of 1997, as amended; RA 9344 Juvenile Justice and Welfare Act of 2006; and RA 7610, as Amended, Special Protection of Children Against Abuse, Exploitation and Discrimination Act.

Based on investment theories and guided by Mussel's (2013) intellect model, the present study investigated reciprocal relations over 1 year (2021-2022) between investment traits (need for cognition, achievement motives, epistemic curiosity) and fluid and crystallized cognitive abilities in 565 German elementary school children (298 girls; M age = 8.40, SD = 0.59; 59.5% with immigration background). Children's fluid and crystallized abilities increased over time, whereas fear of failure and curiosity decreased. Investment traits barely predicted change in cognitive abilities. However, mathematical ability predicted change in most investment traits (.14 ≤ |β| ≤ .20), even after accounting for control variables. Results largely contradict investment theories but support the role of crystallized abilities for the development of investment traits in elementary school age.

The article of Moldoveanu, et. al. (2022) published in Harvard Business Review revealed that 1.3 billion youth — the largest young generation in the history of the planet — is about to attempt to enter the workforce. But are they ready for it?
In the Philippines, despite of robust automation and adaptation of industries to Artificial Intelligence (AI), the number of unemployed Filipinos went down to 2.33 million in June from 2.99 million in the same month last year (PSA report in 2023). The 2.33 million (active jobseeker, excluding the jobless undecided SHS graduates) is not acceptable.
Business World (2021) reported that many employers are reluctant to hire senior high school (SHS) graduates on concerns about their readiness for the workplace, which concluded that SHS graduates are “inadequately prepared to work."
A Philippine Senator reported in a joint committee Senate hearing "that the government itself is defeating the purpose of the K to 12 law as it continues to lump together senior high school students with graduates of the old high school curriculum in its job hiring process."
"Government is the one that is not accepting senior high school students.. .the most unfair practice being done by the government because government-mandated senior high school, is promised with employment, but (the government) is not even hiring senior high students,” the Senator said (in Chi, 2023, ibid.).
Citing several studies on companies’ reluctance to hire senior high graduates even for entry-level work, DepEd has issued Order No. 28 s. 2023 convening a task force that will conduct a one-year review to address issues with the program’s implementation, assess how the senior high school program can better prepare its graduates to meet labor market demands and explore partnerships to improve the work immersion component of the program, “gather and consolidate relevant data to the senior high school implementation" by DepEd officials in charge of teaching and curriculum, as well as operations.
The problem however overlooked the pre-service training program of teachers. Specifically for this study, the Bachelor of Technical-Vocational Teacher Education (BTVTED) with concentration in Garments, Fashion, and Design is an academic program that aims to provide prospective educators with the essential proficiency and competency levels required for technical and vocational instruction. Students enrolled in this program afforded the opportunity to acquire practical experience and implement their acquired knowledge in authentic environments through their campus immersion.
The researchers discovered the factors associated with the phenomenal job-skills gap and inadequate preparedness for work of youth particular SHS students.

Hotel industry in Tacloban City was yet to describe the difference or changes in pre and post-pandemic housekeeping standards of hotels in Tacloban City and how the changes happened and their impact.
The researchers conducted an investigation with 3 selected hotels aimed at determining the standard operating procedure of housekeeping department before and after pandemic; determining the DOH and DOT directives for hotels responsive to pandemic; identifying the modification that has been made during the pandemic based on the new health protocol implemented by the Department of Health/ Department of Tourism; analyzing the comparative results on the procedures applied by the housekeeping department pre and post pandemic; finding or developing theoretical linkages or emerging theories supported by related evidences.
The study findings include the common responses from the narratives of the hotels’ informants from pre- and post-pandemic housekeeping standards, the factors affecting the decision for changes or measures to the impact of the changes to the hotels’ operations associated with the factors.
Factors include the continuous improvement policy (QUALSERVE, TQM) Theory of Planned Behavior (TPB), Health Belief Model (HBM), and legal framework of DOH Department Memorandum No. 2020-0157 and 0157-A and DOT Memorandum Circular No. 2020-002. Factors mentioned are expressed by the informants to have had great impact in their respective operations including the guests’ trust and confidence, guests’ and employees safety, minimization of epidemic or disease outbreak risks, increase in number of guests, revenue increases, and positive huge ROI.

Nino Shrine & Heritage Museum that affect the visitors' satisfaction, loyalty and word-of-mouth recommendations to their friends and relatives critical to the growing numbers of visitors annually. The investigation was done within the phenomenological-case study research design. The findings of the investigation suggest that the perceived experience and perceived quality of the destination, visit and service in comparison to expectations developed the negative feelings described as "Totally Unsatisfied." The perceived experience or performance of the destination and service of Sto Nino Shrine and Heritage Museum, failed to deliver the expectations. We compared the visitors' expectations as performance standards; and the money spent (perceived value), with the perceived experience and perceived quality of the actual performance of the destination and service to describe the gap between the expected and perceived experienced quality. The structural description of visitors' feelings or emotional satisfaction, affected or developed by the expectation-performance gap, is "Dissatisfied" feelings which lead to disloyalty and non-recommendation of the destination and service. The feelings or satisfaction are affected by the perceived quality and experience. Each component of the perceived value is described as "Dissatisfied" except the Empathy-"waiting time", Price and Cost-components of perceived value described as "Satisfactory" which suggests that the perceived value is not affected by perceived quality, perceived experience and feelings or satisfaction about expectation-experience gap. Several literature and evidences support the findings of the study. In conclusion, the decreasing number of tourists visiting the Sto Nino Shrine and Heritage Museum is traced from the feelings or satisfaction of the visitors, described as "Totally Unsatisfied," feelings developed from perceived experience and perceived quality of the destination, visit and service in textural form. Further concluded, the perceived value is not a factor to-neither can be affected by perceived quality of destination, visit and service, perceived experience and visitors' feelings or satisfaction and loyalty.

Beforehand, Filipino students previously ranked as the lowest in reading comprehension and second lowest or ranked 78th in science and mathematics among 79 countries in 2018 Programme for International Student Assessment (PISA). With TIMMS 2019, the Filipinos’ score of 297 ranked dipped down to 64th out of 64 countries participating in the assessment. With the Target of 100% proportions of children, boys and girls with minimum proficiency in Mathematics, the Philippines National Assessment Test (NAT) in Mathematics posted records of 61.7% and 63.8% proportions of boys and girls Grade 6 students, respectively (Bernardo in ABS-CBN News, CNN, 2020; dela Fuente, No date).
DepEd RO8 Regional Director Ma. Gemma Mercado Ledesma issued Regional Memoranda No. 279, s. 2019 and No. 280, s. 2021 to institutionalize the Unified Numeracy Test in the region. Launched and conducted quarterly, it aims to develop numeracy skills among learners for various practical purposes and to help the teachers and curriculum implementers to get ideas about the skills and levels of the learners in four fundamental operations.
The regular quarterly unified numeracy test however is not yet assessed how it impacted the learners’ progress and proficiency. The Math teachers of Rizal Central School are likewise not yet assessed how they perform the professional teaching standards within the 7 Domains (37 Strands) especially the Domain 5, the Assessment and Reporting which is composed of five strands, how do they impacted learners’ proficiency and how do they adapt or change teaching methods and strategies based on the data resulting from the unified numeracy test.
The absence of the students’ progress and proficiency assessment tasks within SDG 2030 GPF and MPL; and the teachers’ self-assessment within the Philippine Professional Standards for Teachers (PPST) 7 Domains and 37 Strands; lack of proper documentation, reporting and use of data, lack of adaptation or change process are hypothetically linked with the Mathematics Low Proficiency Levels of Grade 4 students, males and females.

The phenomenal success of Jollibee associated with food safety handling and proper food preparation practices are analyzed within the theoretical framework of Appreciative Inquiry (AI), first developed by David Cooperrider and Suresh Srivastva, et. al. (1987).
The findings revealed that the phenomenal success of Jollibee Foods Corporation is associated with company’s food safety handling and proper food preparation practices as manager-informants with unanimous counts for validity and consistency of narratives. Evidences are reviewed to evaluate the statements. The data results are supported by related evidences. The study used the Appreciative Inquiry approach as a theoretical framework that served as guide and explained some events and periods of progress and development of Jollibee. The results are linked to the Appreciative Inquiry organizational change process.
In conclusion, the success of Jollibee is associated with managerial and organizational factors particularly the food safety handling and preparation practices; and the emerging theory is the high possibility that the success is basically predicted by the Appreciative Inquiry approach that brought out positive change within the company and the best out of the systems and individual high performing employees and managers. Highly recommended by the researchers includes the (1) further research to test the emerging theory about the significant relationship between Appreciative Inquiry approach and organizational success; and (2) although, Appreciative Inquiry approach is best for public administration and not-for-profit organisations, it promotes participatory and consultative leadership and enabling the democratization of problem-solving and decision-making process of organisations. The Appreciative Inquiry is more attractive for managerial use if its phases or 4Ds stages are interpreted in David Cooperrider’s context to avoid the “premature” setting of goals that pre-empts or force the members and/or managers to take the Destiny with the aim to achieve the shared Dreams and developed Design instead of having the focus on “Discovery” of “new” assets or strength coming from the members, customers, other stakeholders, for “change creation” or another set of Dreams.

Tourism is an industry called for sustainable consumption and disposal because it is an industry ... more Tourism is an industry called for sustainable consumption and disposal because it is an industry vulnerable to overconsumption and produces a substantial amount of waste and pollution. Worldwide, an estimated solid waste generated is 0.79 kilograms per person per day or a total of 2.24 billion tonnes of solid waste annually. In other places, tourists’ garbage files up to twice as much waste as local residents. In areas with high concentrations of tourist activities and appealing natural attractions, waste disposal is a serious problem and improper disposal can be a major despoiler of the natural environment - rivers, scenic areas, and roadsides (World Bank Report, 2022; GDRC.ORG, 2023; Sustainable Travel International, 2023). Tacloban City, capital city in Eastern Visayas region and considered as gateway to different tourist attractions in different cities and towns of the region, hosts and accommodated an average of 559,803 guests and tourists (534,196 foreign, 25,607 local tourists) annually (PSA,2019). And an average value of 1.67 kg waste is generated per tourist daily as revealed by Obersteiner, et. al. study (2021). Obviously, the tourism industry in Tacloban City created major problems particularly water and land pollution associated with wastes generated by the tourists and guests. It is projected that by 2025, Tacloban City will generate 202.97 tons per day. It is a challenge for Tacloban City to have an effective and efficient disposal system in compliance with RA 9003 and rationalize the integration of its solid waste management in its development agenda and policy particularly Tacloban City Ordinance No. 2017-13-37 (CPDO- Tacloban City CLUP 2017-2025). The study described the waste management practices of hotels in Tacloban City and evaluate how the city government’s policy and development plan on sustainable tourism impacted the local hotels’ social responsibilities.

Some benefits agri-tourism has brought about include economic growth and employs millions of population and contributes to national GDP; social benefits millions of new jobs; land use plan for agri-tourism, achieved a balance in tourism development between urban and rural areas; spreading the benefits of tourism and contributing to poverty alleviation; heritage and ecological conservation (Asia Research Media).
Tourism gross value added (GVA) reached P1 trillion, up 9.2 percent from the P917.2 billion in 2020 (Simeon, 2022).
Development of agri-tourism in Tacloban City is part of short term development plan of Tacloban government particularly in northern barangays of the city.
The CBT agri-tourism development plan is expected to generate sustainable income and growth contribution to local economy. However, the perception of the residents of the northern barangays about CBT agri-tourism development plan was unknown. This study determined the perception of the residents about the tourism development projects.

Problems include communicable diseases, environmental hazards. All of such and preceding factors lead to the spread of communicable and non-communicable diseases, pollution, poor nutrition, road traffic, vices and crimes, inadequate water supply, poor solid waste collection and disposal systems, leftover foodstuffs that causes water contamination, air, land and water pollution. Mismanaged environmental sanitation and poor sanitary system spill over the communicable diseases to other cities and towns, increasing the risks of city populations, and the effects further escalate to global scale dimensions (Kuddus, 2020 ).
Tacloban City, a highly urbanized city with 240,089 populations, ranked 24th out of 33 cities in the Philippines in terms of Resiliency Level with a -20% and a score of 11.6446 provided in Cities and Municipalities Competitiveness Index of 2022.
The Sanitary System, one of the major factors affecting the resiliency level of Tacloban City, is ranked 21st out of 33 cities of the Philippines with a score of 1.5. The Sanitary System has its own resiliency level that should be attended and improved.
Tacloban City lacks sanitation infrastructure, according to Cities Development Initiatives for Asia (CDIA, 2022), and some residents use on-site facilities or septic tanks with fecal sludge being collected by private contractors that indiscriminately dumped at multiple locations unregulated by the government. Major establishments such as the Tacloban City Supermarket, Tacloban City Fish Port and the Tacloban Convention Center in the port area have no wastewater collection and treatment facilities.
The combination of domestic sludge disposal and the lack of commercial wastewater treatment are directly leading to the pollution of the five bays surrounding the city, which are habitat for countless marine species and sources of livelihood for many fisherfolks. The Tacloban City environmental sanitation and sanitary system are not yet evaluated within the parameters of the Sustainable Development Goals (SDG) 2030 indicators for planning to improve and to design a system for a sustainable Tacloban City.
Further, the sanitary system resiliency measured in qualitative attributes like availability, capacity, interoperability, performance, reliability, robustness, safety, usability/relevance, and survivability (Firesmith, 2019) is not yet evaluated as well.
Thus, this study will inquire, evaluate and describe the environmental sanitation and sanitary system resiliency that is critical to general resiliency of Tacloban City.

The dilemma in public governance suggests that economic valuation of ecosystem services is necessary and vital to sustainable development.

One way to create a low-cost filtering method is the use of biochar as a filtering agent. Biochar production from organic waste has been growing in recent years due to its broad applicability, availability, and smoother production. Biochar as a stable carbon-rich material shows incredible potential to handle and filter wastewater pollutants and contaminants---inorganic, organic and pathogen (virus, bacteria, etc.).

Th... more We are currently witnessing a major epidemic caused by the 2019 novel coronavirus (2019-nCoV). The evolution of 2019-nCoV remains elusive. We found 4 insertions in the spike glycoprotein (S) which are unique to the 2019-nCoV and are not present in other coronaviruses. Importantly, amino acid residues in all the 4 inserts have identity or similarity to those in the HIV-1 gp120 or HIV-1 Gag. Interestingly, despite the inserts being discontinuous on the primary amino acid sequence, 3D-modelling of the 2019-nCoV suggests that they converge to constitute the receptor binding site. The finding of 4 unique inserts in the 2019-nCoV, all of which have identity /similarity to amino acid residues in key structural proteins of HIV-1 is unlikely to be fortuitous in nature. This work provides yet unknown insights on 2019-nCoV and sheds light on the evolution and pathogenicity of this virus with important implications for diagnosis of this virus.
