The COVID-19 pandemic has triggered an unprecedented transformation in global education systems, ... more The COVID-19 pandemic has triggered an unprecedented transformation in global education systems, accelerating the transition from conventional face-to-face instruction to digitally mediated learning environments. While distance education has ensured the continuity of educational processes, it has also redefined the cognitive, pedagogical, and emotional dimensions of teaching and learning. This study aims to critically examine and comparatively analyze the metaphorical perceptions of teachers and students regarding the concept of distance education during the pandemic period. Adopting a qualitative phenomenological research design, the study was conducted during the second semester of the 2019-2020 academic year in Baku, Azerbaijan, involving 36 teachers and 74 students from two private educational institutions. Data were collected using a structured metaphor elicitation instrument and analyzed through qualitative content analysis. Following a rigorous data screening process, 35 teachergenerated metaphors were categorized into four conceptual themes, while 59 student-generated metaphors were classified into six distinct categories. The findings indicate that distance education is perceived as a multidimensional and paradoxical construct, simultaneously encompassing functional attributes such as necessity, knowledge acquisition, communication, and technological mediation, while also reflecting affective dimensions including emotional distance, disengagement, and perceived incompleteness. Notably, teachers tend to emphasize the limitations and pedagogical constraints of remote learning, whereas students demonstrate a more adaptive and technology-oriented perspective, often associating distance education with flexibility and accessibility. By integrating these findings, the study proposes a dual-dimensional conceptualization of distance education, highlighting the interaction between functional and affective components in shaping learning experiences. This research contributes to the literature by offering a comparative, metaphor-based framework that deepens the understanding of how distance education is cognitively and emotionally constructed across different stakeholder groups. The findings provide important implications for the design of more interactive, inclusive, and human-centered digital learning environments in the post-pandemic era.

In an era characterized by rapid technological advancement, socioeconomic complexity, and increasing global interdependence, educational systems are required to evolve beyond traditional knowledge transmission models and function as adaptive, resilient, and innovation-oriented institutions. Drawing on the theoretical contributions of scholars such as Émile Durkheim, Max Weber, John Dewey, and Sigmund Freud, the study synthesizes key perspectives from the sociology and philosophy of education. The analysis further incorporates comparative insights from diverse educational systems and reform experiences, highlighting the importance of institutional restructuring, governance innovation, and human-centered pedagogical approaches in enhancing system performance. The findings reveal that many contemporary educational systems face persistent structural and functional challenges, including institutional rigidity, misalignment between educational outcomes and labor market demands, and insufficient integration of innovation-oriented and humanistic learning models. These limitations are often compounded by centralized governance structures and fragmented reform strategies, which hinder the effective implementation of sustainable transformation processes. The study contributes to the existing literature by proposing a multidimensional conceptual framework for the transformation of educational systems, grounded in structural coherence, sociological relevance, and innovation-driven governance. It provides policy-oriented recommendations aimed at fostering adaptive learning environments, strengthening institutional capacity, and aligning educational systems with the evolving demands of the global knowledge economy.

While AI-driven tools-including digital phenotyping systems, natural language processing models, and conversational agents-offer significant potential to enhance diagnostic precision, accessibility, and personalized interventions, they simultaneously introduce complex ethical, clinical, and epistemological challenges. This study provides a comprehensive and critical synthesis of contemporary literature (2019-2025) to examine the ethical implications of AI deployment in psychotherapeutic contexts. Moving beyond descriptive review, the paper develops a conceptual ethical governance framework grounded in the principles of autonomy, beneficence, non-maleficence, and justice, as well as the emerging "ethics of care" paradigm. It identifies key risk domains, including algorithmic bias, opacity of decision-making processes, data privacy vulnerabilities, erosion of therapeutic alliance, and the reconfiguration of professional accountability. Furthermore, the study proposes a human-centered, explainable, and clinically supervised AI integration model, emphasizing transparency, continuous ethical auditing, stakeholder inclusion, and hybrid human-AI decision-making structures. The findings highlight that while AI can significantly improve efficiency and expand access to mental healthcare-particularly in resource-constrained settings-its unregulated or poorly designed application may exacerbate inequalities, compromise patient autonomy, and undermine trust in clinical practice. The paper contributes to the interdisciplinary discourse by offering a structured ethical framework that bridges technological innovation with clinical responsibility and humanistic values. It concludes that sustainable and ethically aligned AI integration in mental health requires robust regulatory architectures, cross-disciplinary collaboration, and the preservation of the fundamentally human dimensions of psychotherapy.

This study investigates the communication mechanisms employed by the Forestry Department of Ghardaia Province (Algeria) in addressing pressing environmental challenges, including desertification, soil erosion, pollution, and illegal hunting activities. Adopting an analytical and descriptive research design, the study evaluates the structure, channels, and strategic orientation of environmental communication practices within the forestry administration. It further examines the extent to which these mechanisms contribute to awareness-raising, behavioral change, stakeholder engagement, and policy implementation. Particular emphasis is placed on environmental communication as a multidimensional process that integrates information dissemination, participatory governance, and socio-ecological resilience building. The findings suggest that while the Forestry Department utilizes a range of traditional and modern communication tools-such as awareness campaigns, educational outreach, media engagement, and inter-institutional coordination-there remain structural and operational limitations that hinder optimal effectiveness. These include insufficient digital transformation, limited community participation, and gaps in strategic communication planning. The study concludes by proposing a comprehensive framework for enhancing environmental communication through digitalization, participatory approaches, and integrated policy alignment. It contributes to the broader discourse on sustainable environmental governance in developing regions by highlighting the central role of communication in mitigating ecological risks and fostering long-term environmental sustainability.

This period represented a crucial stage in the cultural and intellectual revival of Azerbaijani society. Progressive thinkers and educators of the time recognized that one of the fundamental causes of social backwardness in many Muslim societies, including Azerbaijan, was the exclusion of women from modern education and public life. Azerbaijani intellectuals argued that the progress of the nation and the development of society were impossible without the education and enlightenment of women. The study examines the activities and ideas of leading representatives of the Azerbaijani intelligentsia, including

Drawing on Rasulzade's publicistic articles published primarily in Açıq Söz and İ qbal, the study analyzes how he interpreted the relationship between education, national identity, state policy, and cultural development under the conditions of Tsarist imperial rule. The article demonstrates that Rasulzade regarded education as one of the principal foundations of national survival and progress. According to his pedagogical thought, schools for Azerbaijani children and youth should be organized in the national language, shaped by the national spirit, informed by the religious and moral values of the people, and open to the teaching of secular sciences, history, and modern knowledge. He argued that such a system required not only well-designed curricula but also qualified teachers capable of implementing them in a way that combined intellectual progress with cultural continuity.Particular attention is given to Rasulzade's analysis of teacher-training institutions, mosque schools, madrasas, educational societies, and the proposed reform of religious education. The study shows that he considered the imperial educational policy toward Azerbaijani Muslims to be deeply contradictory and unjust, since it restricted mother-tongue education, limited national development, and often subordinated pedagogical considerations to political interests. At the same time, his writings reveal a clear and constructive alternative: the establishment of national schools and seminaries capable of educating a generation that would be knowledgeable, morally grounded, socially conscious, and loyal to its language, culture, and homeland. The article concludes that Rasulzade's educational ideas remain relevant for contemporary debates on language policy, teacher education, national curriculum development, and the role of schooling in preserving cultural identity while participating in modern global progress.

The paper examines the evolving dynamics of innovation systems, focusing on how knowledge accumulation, skill-intensive labor, and research-oriented institutional frameworks stimulate economic productivity, technological renewal, and social welfare. Using crosscountry comparative indicators, the study analyzes global economic trends that demonstrate strong correlations between human capital enhancement, intellectual property institutionalization, innovation capacity, and macroeconomic stability. The article advances an integrative analytical model that links educational attainment, healthcare quality, and intellectual property regulatory structures to innovation outputs, high-value competitiveness, and sustainable development. Empirical evidence discussed in the paper reveals that countries that prioritize education, talent formation, research investments, and intellectual property enforcement outperform others in innovation efficiency, technological productivity, and structural transformation. Findings also highlight that weak intellectual property environments discourage private investment in research, reduce knowledge commercialization, and induce brain-drain-driven development losses. Accordingly, the study demonstrates that human capital and intellectual property policies should be jointly institutionalized as national economic priorities. The results provide implications for innovation-led policy design, emphasizing the need for robust human-capital financing, strong legal mechanisms of knowledge protection, international research collaboration, and innovation-based economic diversification. The article concludes that sustainable development trajectories require long-term investment in people and ideas, supported by institutional systems that protect intellectual outputs and convert knowledge into economic value.

Research paper thumbnail of Green Recovery and Sustainable Development in OECD States and Ukraine: Comparative Assessment, Policy Adaptation, and Environmental Reconstruction in a Post-Crisis Context

Bank and Policy, 2026

This study presents an integrated comparative analysis of sustainable development and ecological ... more This study presents an integrated comparative analysis of sustainable development and ecological transformation across OECD member states and Ukraine, with a particular focus on environmental governance, resource efficiency, and the systemic modernization of economic processes. While OECD countries have progressively advanced green transition initiatives, Ukraine now faces the dual challenge of ecological degradation and war-induced environmental damage, making sustainable development not merely a forward-looking strategy, but an urgent existential requirement. The research examines how environmental strategies, green technologies, and eco-innovation policies operate within differing national contexts, evaluating their capacity to stimulate economic growth while maintaining ecosystem resilience. Methodologically, the study applies both qualitative and quantitative approaches, incorporating statistical modeling, comparative analysis, and the OECD-green growth‖ indicator system. The findings reveal distinct structural patterns in environmental performance among the studied countries, identifying the critical gap between Ukraine and leading OECD economies in terms of ecological productivity, naturalresource efficiency, and innovation-driven sustainability. The article argues that effective ecological recovery in Ukraine must be based on deep institutional reform, adoption of environmental taxation, sectoral greening of industry, and large-scale restoration of damaged ecosystems. In contrast, OECD states increasingly demonstrate mature ecological cultures, advanced environmental monitoring systems, and diversified green investment instruments. The conclusions develop targeted policy recommendations aimed at Ukrainian authorities, international partners, and donor institutions to support postwar reconstruction through sustainable models, integrating ecosystem restoration, circular economy practices, and green financial frameworks. This research thus provides a scientifically grounded basis for Ukraine's ecological reintegration into the European space and contributes to broader discussions on global environmental resilience and equitable green transition.

As the largest economy in the South Caucasus, Azerbaijan continues to strengthen national economic stability by expanding the non-oil sector, modernizing institutional mechanisms, and embedding economic security as a key development pillar. This study provides an updated (2024-2025) theoretical-conceptual analysis of Azerbaijan's diversification model by examining the transformation of national economic structures, the evolution of regional development strategies, and the country's integration into global value chains and transcontinental logistics systems. It evaluates critical challenges arising from global geopolitical fragmentation, energy transition processes, the emergence of new green economy requirements, digital transformation, and the implications of regional conflicts and sanctions regimes. Particular attention is given to the state's efforts to strengthen macroeconomic stability, stimulate competitive non-oil industries, increase human capital productivity, and enhance economic security in line with global standards. The study concludes with a set of forward-looking policy recommendations designed to improve institutional governance, accelerate sectoral diversification, support SMEs and innovation ecosystems, ensure food and energy security, and enhance Azerbaijan's strategic position as a regional transportlogistics hub. The proposed framework serves as a scientific platform for economic debate and future research on national resilience and long-term sustainable development.

Research paper thumbnail of Investment-at-Risk under Geopolitical Uncertainty in BRICS Countries: An Integrated Theoretical Framework on Risk Transmission, Institutional Vulnerability, and Strategic Investment Behavior

Bank and Policy Journal, 2025

Their rising economic influence has, however, been accompanied by heightened exposure to geopolitical turbulence, including sanctions, trade disputes, regional conflicts, technological decoupling, and great-power competition. These dynamics introduce new layers of uncertainty that reshape investor expectations, disrupt capital flows, and alter strategic investment behavior. This study proposes a comprehensive theoretical framework to explain Investment-at-Risk (IaR) in the BRICS context by integrating insights from modern portfolio theory, real options theory, and institutional theory. The framework identifies five primary transmission channels-policy volatility, currency instability, supply chain reconfiguration, regulatory freeze and institutional paralysis, and shifts in investor sentiment-through which geopolitical uncertainty affects investment decisions. By synthesizing dispersed empirical findings and eschewing country-specific bias, this paper highlights how BRICS economies possess both shared vulnerabilities (e.g., commodity dependence, governance asymmetries, exposure to sanctions) and distinct geopolitical triggers (e.g., China-U.S. technology rivalry, Russia-West sanctions, India-China border tensions, Brazil's environmental governance pressures, South Africa's regional security risks). This theoretical reconceptualization extends the existing literature, which primarily focuses on post-shock empirical outcomes, by explaining the mechanisms through which geopolitical turbulence evolves into measurable investment risks. Moreover, the study highlights the strategic relevance of institutional resilience, political risk insurance, diversification of supply chains, and enhanced BRICS-level economic cooperation as potential stabilizing mechanisms. The paper concludes by identifying key avenues for future empirical research, including crosscountry comparative IaR modeling, time-varying geopolitical risk indices, and sector-specific vulnerability assessments in energy, technology, agriculture, and infrastructure.

This article examines the ethno-political evolution, demographic shifts, and imperial administrative interventions in Zangazur from antiquity to the establishment of the First Republic of Azerbaijan in 1918. Drawing on archival diplomatic correspondence, imperial census records, cartographic-toponymic data, and modern historiography, the study demonstrates that Zangazur historically formed an integral component of Azerbaijani political space and Turkic ethnocultural continuity. Special attention is paid to the demographic engineering and colonial policies of the Russian Empire in the 19th-early 20th centuries, which facilitated forced displacement of Turkic-Muslim populations and organized Armenian resettlement from Iran and the Ottoman Empire. Findings establish that the demographic and political transformation of the region prior to 1918 did not emerge organically but was the result of targeted imperial securitization and territorial reconfiguration. This research contributes to contemporary historiographical debates concerning Azerbaijani territorial identity, historical statehood, and contested border dynamics in the South Caucasus. Citation.

Among these, meta-cognitive strategies occupy a central role in shaping successful language learning experiences. These strategies-primarily planning, monitoring, and evaluationenable learners to actively regulate their learning behaviors, manage cognitive resources, and develop autonomy. This study expands on the theoretical foundations and practical implications of meta-cognitive strategy use in second language learning, synthesizing contemporary research findings in psycholinguistics and applied linguistics. It highlights how learners who consciously employ meta-cognitive approaches demonstrate higher levels of self-awareness, self-regulation, intrinsic motivation, and linguistic proficiency. Furthermore, it emphasizes the interdependence between meta-cognitive development and broader educational factors such as motivation, personality traits, learning environments, and instructional practices. The study concludes that cultivating meta-cognitive skills is fundamental to achieving sustainable language learning outcomes and enhancing learner autonomy in modern educational systems. Citation.

This concept is verbalized in discourse with the help of various linguistic units expressing temporality. In this regard, the purpose of the article is to study how the universal concept of time is verbalized with the help of temporal units in artistic discourses in English and Azerbaijani languages. The features observed in both languages are universal aspects of those language units. Discursive accented temporal units in English and Azerbaijani languages differ from discursive markers in some subtleties. The main difference is that, in contrast to discursive markers, temporal units carrying discursive emphasis are one of the components of the organization of discursive pragmatics. Temporal markers can be lexical, morphological and syntactical from the point of view of the hierarchical structure of language. In particular, it should be noted that temporal markers can be word combinations and syntactic constructions. In our study, lexical and syntactical temporal units have been selected for analysis and regardless of whether temporal markers are explicit or implicit, they can carry discursive emphasis.

This article examines the formation of modern American prose from the late nineteenth century to ... more This article examines the formation of modern American prose from the late nineteenth century to the midtwentieth century and outlines key research and pedagogical challenges in teaching this body of work. Building on the intellectual climate of European modernism, the study analyzes how American writers-most prominently William Faulkner, Ernest Hemingway, F. Scott Fitzgerald, and Thomas Wolfe-appropriate and transform modernist aesthetics to address national questions of identity, class, race, region, and war. Using a qualitative literary-historical method, the article maps formal innovations (stream of consciousness, focalization shifts, ellipsis, montage, and minimalism) against major historical ruptures (World War I, the Great Depression, and the interwar years). It argues that modern American prose constitutes a laboratory for narrating ethical uncertainty and fractured subjectivity, where how a story is told becomes inseparable from what is told. The article also proposes a teaching framework that integrates close reading, contextual history, and reflective assessment to help students connect technique with meaning. Findings include a clarified periodization (1890-1960), a taxonomy of modernist forms, and a set of classroom practices that scaffold difficulty without diluting complexity. The conclusion identifies persistent research challenges-canon formation, inclusivity, and the ethics of representation-and offers actionable strategies for course design, assessment, and scholarly inquiry.
