St. Patrick Center, a ministry of Catholic Charities of the Archdiocese of St. Louis, provides opportunities for self-sufficiency and dignity to people who are unhoused or at risk of becoming unhoused. Individuals and families build permanent, positive change in their lives through safe and affordable housing, sound mental and physical health, and employment and financial stability.
That mission has not changed in over 40 years.

What are the organization's current programs, how do they measure success,
and who do the programs serve?
Coordinated Entry
Intake specialists complete intakes and housing assessments with individuals and households who are at risk of or currently experiencing homelessness. The team also makes referrals to emergency shelters, St. Patrick Center programs and programs at partner organizations. Individuals and households are able to work one-on-one with case managers to achieve housing stability. An on-site occupational therapist also provides services.

Coordinated Outreach
As the City of St. Louis’ lead outreach agency, St. Patrick Center coordinates outreach teams to offer people experiencing homelessness 24/7 access to shelter or short-term housing. This program identifies individuals who are experiencing homelessness, many of whom struggle with mental illness, substance use, or other severe barriers to housing and health stability. We provide outreach, referrals, emergency food and clothing, and transportation to shelter or hospitals on an emergency basis to people experiencing homelessness, mental illness and substance use disorders. We also act as a liaison between service providers and hard-to-reach clients.

Grace House
Grace House offers a wide array of resources to help clients increase their physical, mental, and social well-being to achieve and sustain stable housing and self-sufficiency. Individuals who come to Grace House will have the opportunity to work with St. Patrick Center staff to find shelter, connect with support services, spend time on the computer, use a telephone and receive snacks and water, as well as 3 meals a day.

Hospital to Housing
This program provides supportive services to individuals who are chronically homeless and high utilizers of hospitals and emergency rooms. Services include: case management coordination, housing and access to a provider network that works directly with Behavioral Health Network, BJC Healthcare, Mercy and SSM/SLU hospital.

Rosati Place
Rosati Place programs serve clients with high needs to maintain their housing, or to help clients with severe and persistent mental health diagnoses live as independently as possible. We provide the long-term, wrap-around support individuals need to deal with severe behavioral health issues and maintain stability. We also operate an intensive residential treatment program for people over the age of 18 who have a primary mental health diagnosis and have been referred to us by the Missouri Department of Mental Health, a community mental health agency and BJC Behavioral Health.

Shamrock Club
Shamrock Club — St. Patrick Center’s longest-running program — provides outpatient services to people who are homeless and seeking help with mental health and substance use. Intensive case management services include individualized treatment planning, case management, drug and alcohol education groups, plus referrals to housing, employment and other needed services. We also offer daily meals, access to emergency food pantry, laundry and showers, a safe place to rest away from the outside elements.

Women's Night Program
In one of St. Patrick Center’s longest-running programs, we provide emergency shelter, including three meals daily and access to showers and laundry, to women experiencing homelessness, mental illness, and/or substance use disorders. The program includes case management and other support services to prepare the women for permanent housing.

Workforce Development
Following the supportive employment model, this program offers clients different paths to employment, depending on their skill sets. This program couples individualized case management with a strong working partnership of community businesses

Project HERO
In partnership with the Missouri Department of Mental Health and U.S. Veterans Administration, we move veterans who are experiencing homelessness toward permanent housing, self-sufficiency and community integration.

Rapid Rehousing
The Rapid Rehousing, Home Again program offers rapid entry into permanent housing, short-term case management and rental assistance and connections to community resources for individuals and families experiencing homelessness.
Rapid Rehousing, Home Now offers the same services specifically for single men.

What is the organization aiming to accomplish?
St. Patrick Center’s long term strategic aspiration is to end chronic homelessness in the St. Louis region by working collaboratively with individuals, businesses, government and other service providers. In 2024-2025, we seek to achieve the following goals:
- Clarify our focus and strategy, leveraging collaboration through existing and future partnerships
- Mature processes and successfully execute strategic projects and programs
- Position St. Patrick Center as a premier leader in the social service industry of the St. Louis metropolitan area, and all eleven counties that make up the Archdiocese of St. Louis
What are the organization's key strategies for making this happen?
1) Define services that support our mission and evaluate programs and funding sources for alignment
2) Rationalize program portfolio – eliminate those with limited impact and/or are unsustainable
3) Focus on making core programs healthy
4) Identify potential partnerships to provide supporting services
5) Work with Catholic Charities of St. Louis leadership to develop marketing messaging to communicate SPC’s commitment to sustainable housing to internal and external audiences
6) Continue collaboration to ensure alignment with CCSTL overarching marketing messages
7) Collaborate with CCSTL Ministries to develop a shared housing strategy aimed at optimizing operational efficiencies across all Ministries
8) Launch an internal SPC campaign to educate our team about who we are and where we are headed, fostering deeper engagement
9) Conduct surveys before and during the campaign to assess understanding and buy-in
10) Engage in regional community discussions to develop a shared plan to support homeless populations across the St. Louis area
11) Steer outcomes toward a unified regional strategy with business support
12) Organize discussions with local homeless services providers and stakeholders to get alignment on roles, responsibilities and priorities
13) Build a shared St. Patrick Center grant dashboard to streamline the application, award, and reporting processes
14) Implement an operational review process that evaluates financial health and program impact for all key programs
15) Identify, define, and document critical processes and responsibilities related to operations and service delivery
16) Collaborate with CCSTL ministries to create a donor cultivation strategy and to support the creation of a centralized system for donations
17) Identify new sources of sustainable funding (Per diem grants, Insurance, Fee for services, Medicaid)
18) Assess program effectiveness by comparing project outcomes with other agencies that have similar programs
19) Develop a plan and build systems for assessing, tracking, and improve client successes and satisfaction
20) Collaborate with CCSTL leadership to define, manage, and implement HR processes and compensation packages
21) Prepare for 2026 "Top Places to Work" application with St. Louis Post-Dispatch and USA Today
