2026 UCR Payments
2026 UCR Registration will open on October 01, 2026, and can be completed on the UCR website
Please access the link provided below for up-to-date UCR fees for 2026:
Enforcement for the 2026 registration year will begin January 1, 2026. If you are not compliant with the UCR regulations, you may now be cited on the roadside.
Louisiana will deny IRP registration for any vehicles associated with a USDOT number that is not in compliance with 2026 UCR fees after 2026 enforcement begins.

HVUT Proof of Payment Requirement
The 2025 - 2026 HVUT proof of payment (Form 2290 Schedule 1) is now required to process IRP renewals or supplements.

Submitting a CDL Medical Certificate to OMV
Here's how:
1. Complete form MCS4-5875. Go to Expresslane.org and enter MCSA-5875 in the search box to access the form.
To avoid rejection, please complete the correct form (MCS4-5875). The form number is located in the top left-hand corner of the form. The long form physical (MCSA-5875) is not a substitute for the certificate and process used daily, ensure the medical examiner completes and signs the form. The driver must also sign.
2. Properly submit to OMV
Send your CDL Medical Certificate to OMV one of the following ways:

3. Check your Online Status
If you have submitted your CDL medical certificate and you wish to check its status, visit us on the web at

OMV Alerts CDL/CLP Customers to Verify Medical Certificates
The Louisiana Office of Motor Vehicles (OMV) is alerting commercial driver's license (CDL) and commercial learner's permit (CLP) customers to verify their medical certification status. CDL and CLP customers can confirm their medical status at
www.expresslane.org
Commercial drivers must have a current medical certification or variance in their possession at all times while operating a commercial motor vehicle.
Customers can submit their medical examiner certificates to the Office of Motor Vehicles in the following ways:

Mail: Office of Motor Vehicles, P.O. Box 64886, Baton Rouge, La 70896
Customers who recently received a letter from OMV with a notice date of February 23, 2023, or February 24, 2023, will not be marked "not medically certified" or "cancelled" or voided the letter. Those CDL CLP customers will receive a new notice from the mail with updated deadlines and additional information. The Office of Motor Vehicles will notify customers 18 days prior to canceling their CDL status.

***Important Notice** ACT 314 - HB 369 Louisiana Trucking Research & Education Council
Effective August 15, 2019 under ACT 314 -- HB 369 of the 2019 legislative session -- all trucks and trailers with a GVW in excess of 23,000 lbs will imposed a surcharge of $19.00 for initial and annual registration to fund the Louisiana Trucking Research & Education Council.

FRP Updates
FRP PLAN AND DISTANCE - Beginning in 2015, IRP accounts with expiration date 12/2016 and after will show all jurisdictions and provinces under the IRP plan on cab card and cab(s).
All jurisdictions and provinces will be implementing the (FWP) FULL RECIPROCITY PLAN into their programming.

Charter Busses
Charter buses engaged in interjurisdictional operation are subject to the requirements of the USDOT, International Fuel Tax Agreement (IFTA) and Unified Carrier Registration (UCR).

Charter Bus Tax Exemption
Effective January 1, 2015 the IRP Plan removes the exemption for charter buses. All IRP jurisdictions will start registering charter buses if they travel interstate to other IRP jurisdictions.
