There are no automated tools available to upgrade a Drupal 5 site to Backdrop.  A complete re-deployment of Drupal 5 assets is the only choice.  That said, a redeployment of Drupal assets to Backdrop is still often the fastest and least expensive way forward.

Theoretically speaking, you can use Drupal's own built-in upgrade path to move from Drupal 6 to Drupal 7 by yourself.  But theory sometimes doesn't translate to practice and the process can sometimes be confounded by unforeseen considerations.  Getting the input of an expert which experience in these matters can sometimes make all the difference.
