Our suggested change will first check whether parameter 2 exists. This can prevent creating unneeded P18 entity subscriptions when parameter 2 exists, but the P18 check is not required.

However, at the moment, we need to stabilise the infrastructure for the recent changes table so that editors' queries don't time out.
